Cebu City mayor directs police to file criminal raps against Chinese couple in resto shooting
CEBU CITY, Oct. 23 (PNA) -- Cebu City Mayor Michael Rama Friday ordered the Cebu City Police Office (CCPO) to file criminal charges against the Chinese couple involved in the fatal shooting of two Chinese diplomats and wounding the Chinese Consul General in Cebu inside a restautant on Gen. Maxilom Ave, Cebu City on Wednesday.
Gou Jing, first secretary consul of the Chinese Consular Office in Cebu, and her husband Li Qingliang, are still held in police custody at the Police Regional Office (PRO) 7 headquarters in Camp Sergio Osmena Sr. in Cebu City.
Reporters were barred from entering the police offices where the couple was held.
An ambulance was on standby at the camp.
Chief Supt. Prudencio Tom Banas, PRO 7 director, said the two had claimed diplomatic immunity under a bilateral agreement between the Philippines and the People’s Republic of China.
Banas said the two would be turned over to Chinese Embassy officials in Manila through the Department of Foreign Affairs (DFA).
But Mayor Rama, a lawyer, said consular officials are not among diplomats who enjoy immunity from prosecution in the country.
Rama said they should be charged criminally because they committed a crime under Philippine jurisdiction.
Li, in a surveillance camera footage, was seen shooting the head of Consulate finance officer Hui Li, the neck of Deputy Consul General Sun Shuan and the hand of Consul General Song Ronghua inside the Lighthouse Restaurant at 1:19 p.m. Wednesday.
Hui and Sun later died in the hospital while Song remains confined. (PNA)
