Iloilo Gov. Niel D. Tupas, Sr. through Provincial Budget Officer Elena Lim has now submitted his proposed 2009 Executive Budget amounting to more than P1.180 billion to the provincial board.
Gov. Tupas said the proposed executive budget has already been approved by the provincial development council, thus, he is optimistic that it will not suffer the same fate as of last year.
It can be recalled that the proposed budget by the governor submitted to the provincial board for 2008 was severely slashed by the Committee on Appropriations chaired by Vice Gov. Rolex T. Suplico which was also later on rendered inoperative by the Department of Budget and Management (DBM).
Thus, the governor and the provincial government were forced to operate under the 2007 budget which has been reenacted for this year.
Gov. Tupas, who refused to submit another 2008 executive budget after the DBM rendered its decision, is confident however that next year’s proposed executive budget will not undergo the same rough sailing because it had already been approved by the provincial development council. - PNA
