Ombudsman disclaims preventive suspension order vs. MWSS chief

The Office of the Ombudsman today issued a disclaimer tagging as spurious the supposed Order placing Gerardo Esquivel, Administrator of the Metropolitan Waterworks and Sewerage System (MWSS), under six months preventive suspension.
The Order dated November 25, 2013 was purportedly signed by Overall Deputy Ombudsman (ODO) Melchor Arthur H. Carandang.
“The Order is clearly spurious. I did not sign such Order, and records reveal that no such document has been issued by any Ombudsman office,†said ODO Carandang.
He added that no such docketed case against Esquivel exists, referring to the docket OMB-CRD-C-12-1079.
The Office also disclosed that a confirmed report of a “fake†Order to File Counter-Affidavit sent to Esquivel was earlier discovered.
“These media tactics are not doing the case any good. It undermines and preempts the resolution of the case, by conditioning the mind of the public of a favored outcome of the case,†Ombudsman Conchita Carpio Morales stated.
In view of the alarming reports that issuances of this Office, which turn out to be spurious, have been circulating, a public advisory was issued as early as April 25, 2013.
In said public advisory continuously posted on the agency website, the Office already “warn[ed] the public to be cautious of any purported directive, request or issuance emanating from dubious sources, and request[ed] that these matters be immediately reported to the Office.â€
“In case of doubt, the public is advised to verify the authenticity of the purported message or issuance by calling the Ombudsman hotline,†the public advisory added.
The Office is currently investigating all these incidents of falsifying Ombudsman issuances and processes.
