BILL SEEKS TO MAKE IMPROVED TELECOMS SYSTEMS FOR THE DIFFERENTLY-ABLED A NATIONAL POLICY

Press Release:: Bagong Henerasyon Party-list Rep. Bernadette Herrera-Dy has filed a bill making the establishment of better telecommunications facilities for the differently-abled a matter of national policy.

Citing information from Better Hearing Philippines, Inc., the House Deputy Majority Leader said, "as many as 3 out of 10 Filipinos suffers from some hearing loss, while about 1 in 10 Filipinos suffers from complete hearing loss."

"The Department of Health pegs the prevalence of speaking disability at 1/3 the percentage of hearing disability," Herrera also said.

[The annual observance of the International Day of Disabled Persons every 3rd of December was proclaimed in 1992 by United Nations General Assembly resolution 47/3]

House Bill 4322 aims to create a telecommunications relay system for people with hearing and speech disabilities.

“It is the declared purpose of this Act to establish a system whereby Filipinos with hearing disabilities, speech disabilities, or dual sensory disabilities have access to basic telecommunications services at a cost no greater than that paid by other customers,” Herrera said.

Although the government already recognized the need to encourage telephone providers to install devices for the differently-abled, the proposed bill seeks to elevate the importance of these measures to the national level.

“Moreover, creating a firm requirement to provide these services will ensure to the greatest extent possible that the needs of Filipinos with hearing and speech disabilities are met,” she added.

“Communications is an essential human need and therefore, a basic human right,” Herrera, who in her private capacity as a Governor of Rotary International here in the Philippines, is coordinating efforts of Rotary Clubs against polio and other public health concerns. (END)
