(Updated 10:53 a.m.) MANILA, Philippines - Former Agriculture undersecretary Jocelyn Bolante on Thursday shielded MalacaÃ±ang from the fertilizer fund scam.

Answering a query from Senator Manuel Roxas II on when President Gloria Macapagal Arroyo approved the fertilizer fund, Bolante categorically said the President had no involvement in the fertilizer fund project of the Agriculture department.

"President Arroyo has never been involved and is not involved in this particular project of the Department of Agriculture," Bolante said in response to Roxas' initial question.

"The project that you are referring to is the P728 million farm input and farm implement program was approved and processed by the DBM. It did not require the approval of President Arroyo," Bolante added.

Roxas, however, did not accept Bolante's answer, saying Arroyo is known to be a micro-manager.

Roxas recalled an earlier hearing where former budget secretary Emilia Boncodin, when asked if "the president knew about" the fund, had replied, "I would imagine so."

Bolante said the P728-million fertilizer fund was part of the unutilized savings from the 2003 budget.

"It came from the 2003 budget, which simply shows it was something we did not work on on Feb. 3 ... Then Secretary (Luis Jr.) Lorenzo made an official request to the DBM Sept. 4, 2003 for the release of the funds for the farm input farm implement requirements of the DA," Bolante said. - Mark MerueÃ±as, GMANews.TV

The beauty of this whole scheme of things is, it has grown into a big tree--- ayos yang fertilizer na 780 million ba yun?, umabot na nga sa Russia ang uban nga tanom....

A change in the senate presidency mean to eradicate the fertilizer scam issue

Si Enrile kay pro arroyo, paningkamotan niya ang cha-cha aron mogamot pa si
madame. Mao ni ang last recourse in Aroyo karon. Basin kon makalusot pa ang
cha-cha sa constituent assembly sa senate pinangulohan ni Enrile.

if i were a legislator, i'd pass a law that will punish scammers with death by musketry in public. sigurado gyud nga wa nay mosunod ba. anybody remember the chinese drug lord which the marcos regime put in front of a firing squad at the luneta with a lot of people actually witnessing it? nahilum gyud ang drug scene ba. if it is done again now, mahilum gyud nang tanan buyagon ba, regardless of whether these are criminals wearing barong tagalogs and armed with briefcases, or criminals wearing rubber shoes and armed with guns.

I do believe that Arroyo is not involved in this scam. The money were given to
congressmen for assistance to farmers. The problem is that it did not reach
to the farmers.

Why? because it was given 30 days before presidential election in 2004.

scams in government involving millions of people's money have become commonplace in this country that these incidents do not shock us the way they used to. perhaps for a time people express their frustration and disgust over the gall of these people we put into power to steal our money. the truth of the matter is that this massive theft of public funds will NEVER STOP for as long as we, as a people, continue to behave as we have in the past vis-a-vis this almost endless string of elected leaders robbing public coffers dry. if we truly want to stop all these, we can. we can start locally. we can start cleaning up the fund mess involving the controversial dam in central bohol. someone's head has got to roll!

Possibly there will be cha cha before 2010. The congress is pro arroyo headed by
Prospero Nograles and the senate president is just recently replaced by a pro
arroyo, Senate president Enrile. They will convence for a constituent assembly
to change the charter and not through a plebiscite.

Arroyo want to prolong her term after 2010. She is the greatest president we ever
had.

Congress has started for cha cha and gathered 185 signatures who are in favor.

If it is done through constituent assembly no need for referendum. Surely it will
be approved by the Supreme Court because arroyo appointed new judges who
are pro to her.
