The Philippines Canada Cooperation Office (PCCO) is looking for an individual who will be hired by the Canadian International Development Agency (CIDA) as the  Policy Assistant for the Philippines Government-Development Partners Working Group on Decentralization & Local Government (WG - D & LG). 
 
A detailed Terms of Reference (TOR), containing the detailed scope of work and qualifications, is attached for your reference (and also posted at the PCCO webiste at www.pcco.org.ph).  Specific requirements for this consulting position are as follows:

    * University degree, preferably masters or doctorate level or equivalent, in social science or other relevant discipline
    * At least 10 years continuous work experience with international development organizations, national and/or local government sector
    * Familiarity with and extensive ability to network with senior officials of national government line and oversight agencies
    * Extensive knowledge and grasp of the changing context of decentralization and local government sector in the Philippines
    * Extensive experience in doing policy analysis
    * Very good analytical and communication skills, including strong writing ability on policy issues
    * Ability to identify key coordination issues and promote harmonization among key stakeholders
    * Ability to take initiatives and strive for results

This position will be on a short-term, part-time basis. A maximum of 40 days level of effort (up to 10 days in any given month) over a contract period of 5 months starting January 2008.

e.  preferred daily professional fee (all-inclusive) in Philippine pesos

Please do not fail to indicate your preferred daily professional fee.  This quoted fee constitutes 20% of the committee's rating system (the other 80% will come from the review of the applicants' qualifications).  Preferred fee rates will not be negotiated and is subject to the mandatory withholding tax.
