What are Herrera's accomplishments for the province, that he now wants to be a governor? What are the things he has done  (that was not there before) that he now aspires, nay hope to step into Gov. Aumentado's shoes? Could Jules and bella05 or perhaps Arki and the rest of his cohorts answer these?

I agree, corruption comes in all forms and we somehow unknowingly do it.  Politicians are no different. But as officials, given the power and the trust, they should by all means, protect our public interest and not their personal interest.
