Another broadcaster became a victim of "media harassment"  in a water-throwing tantrum courtesy of a top aide of the city mayor yesterday.

Radioman Nestor Daarol was soaking wet of foul smelling water, believed to be taken from the toilet bowl,  hurled at him by Arlene Karaan, an executive assistant to the city mayor, inside the offices of Station dyTR, shortly before he was to board his weekly radio program yesterday morning.

A police blotter filed by Daarol at the City PNP stated that around 10:15 yesterday morning, the unsuspecting mediaman entered the radio station unaware that Karaan had been waiting for him, allegedly together with some companions.

The city hall official who is a known trusted aide of the mayor attacked Daarol while shouting invectives as he was about to go on air for his weekly radio program “Kasayuran” aired right after the city mayor’s weekly report in the same radio station.

"Basig waka kaila nako" (you seem not to know who I am), the mayor's aide shouted at the broadcaster. Karaan was identified as the same lady who was looking for the broadcaster last Thursday afternoon after his other program "Silab" over dyRD.

Daarol said the incident could have been triggered by his unrelenting expose on the P6.5 million unliquidated cash advances of city officials and employees which listed Karaan with an unsettled account of P722,643.41 as of December 2007. However, he said he has never mentioned the name of Karaan since he did not have a copy of the list of names of city hall officials involved with the P6.4 unliquidated cash advances when he anchored his noontime program last Thursday. He only said that "according to reports, a cook at the city hall is among those with unliquidated cash advances amounting to almost half a million pesos."

The unliquidated funds had been the subject of inquiries by city lawmakers belonging to the minority bloc after it was cited by the Commission on Audit (COA) among other questionable items in its 2007 audit report of the city government’s financial transactions.

Shortly after the incident, Daarol disclosed in his radio program “Silab sa Udtong Tutok” over Station dyRD that Karaan also attempted to assault him using a rattan stick.

According to Daarol, he sought shelter at the anchorman’s booth after he saw several men accompanying Karaan even as he failed to go on air due to the unbearable stench coming from the polluted water splashed at him.

“I am dismayed by this cowardly rude behavior of a government employee but this will not stop me from exposing anomalies at city hall,” Daarol stressed.

He said that someone from dyTR called his residence yesterday morning to warn him of Karaan’s intentions. However, Daarol had already left his home when the telephone call came. The security guard of the radio station likewise tried to warn him but did not saw the broadcaster entering dyTR.

On several occasions, Daarol noticed the city mayor had called on listeners over the airlanes to turn-off their radio sets after his radio program urging them not to listen to Daarol’s commentary.
The mediaman said he is contemplating on filing charges against Karaan.

The other crusading broadcaster harassed by city hall was Kagawad Roberto "Batchoy" Alba, anchorman of the top-rated Pulso over dyRD. His advertisers were pressured by city hall to terminate their sponsorships with the program while his house in barangay San Isidro was subjected to an attempted arson last Nov. 1, 2008.

If Arlene Karaan actually did to Nester Daarol what was reported here, then she should be dealt with to the fullest extent of the law.  Mayor Lim should condemn the action of Karaan.  I mean, if Nestor Daarol made ridiculous allegations against this woman, she should file a libel case against Daarol.  What she is doing, other than showing her being "classless", she is admitting that the allegations of Daarol are true.  If it's not then she could defend herself - be it media as well or in court.  But not through throwing filthy water! 

Now on the issue of unliquidated cash advances, there are just two things: either she has unliquidated cash advances or not.  Just that simple!  But as an accountant, I can't help but wonder why these government workers were allowed to have cash advances if they have previous unliquidated cash advances.  No one, including the Mayor or Governor should be allowed to request for another cash advance if there previous cash advances that are still outstanding.  How a sound accounting department operates, there should be a standard operating procedure.  Account Receivables (ARs) should be maintained at the barest minimum and accountants should be able to explain if it's not in the minimum.  What happened to Aging of Accounts Receivable Report?

I am actually for this bill, basing on what little I read about this bill.  I can't understand why aggrieved parties are not given equal right to explain of what was alleged to them by the media.  If we give blanket right to the media to post/publish anything and everything they want, it can be abused, as what happened in some cases.  I don't think having this bill will curtail the media people's freedom to do their job but this will make them more careful and investigate first before publishing stories.  That's my take.

the right to reply bill is just responsible journalism. anyway, some responsible media group are already practicing this naman.

because i don't think the media can just fire at will, at their own liking and whims, especially when some of these exposes could be anything but personal strikes against an institution or an individual. when a damage is done, it's done, regardless if the "accused" is guilty or not. i think everybody deserves a responsible journalism.

Can't believe this thing can happen among the very gentle and civilized Boholanos! And the verbal exchange between the mayor and dyRD is grating to the ears. Why can't people just address the issues without getting personal? Why can't the Mayor's office just disclose the financial records of the city, to which the public has the right of access, anyway?

My two cent's worth is that we can't really legislate decency. We have existing libel laws, to which those who are unjustly maligned by the media can resort. Since libel proceedings are done within the court, we don't have to put up with those who wash dirty linens in the public. What do you think will happen if parties who suffer, justly or unjustly, from media reports are given equivalent public venues to strike back? If the written answers are as septic as Karaan's toilet bowl, or personal, or incendiary, don't you think these will just escalate personal or public contentions? I think it is better to seek redress in court, where dignities can be preserved and protected.

In my opinion, a "right to demand reply" counter bill must also be passed.

So instead of media accusing any public personalities, they will use this bill; i.e. Daarol will demand explanation from Karaan about ARs.

i don't know of the way the broadcaster being attacked is justifiable; it's a reprehensible act for anyone who's educated and a civil servant. 

Such filthy behavior of Karaan is beyond reason to me.  It wasn't just a spur of the moment.  She planned to do it and she executed it.  I also am in disbelief that a supposedly educated and civil servant can do this. tsk tsk tsk

I know Arlene Karaan personally I did not expect that she would do such a thing.  She was so kind during my consulting stints at the city hall but the mayor has tempers.

she must have been so pissed off to do that. when pride and name are at stake, we really can't tell how far can a person go. i would say she should have just brought it to court or if she's no guilty of any wrong-doing, why can't she defend herself in a more civil manner?

Yes this was most definently was a pre meditated event I had seen Arlene and her boys from cityhall casing out Bojol Grill at both entrances as if on the hunt or prowl?
This was on a Friday night just before closing.

The behavior of her and her  and her ctyhall group was definintly suspicios as this group of cityhall persons normally clear out of Dunkin donuts around 9pm or 10pm at night.

And her is some further updating-This is not te first time that one of Mayor's staff has assaulted media i think it has been a few like the newwet dytr member was slapped or hit around a month or so a go.

And my question is what is Lito Responte GM of/ 911FM DYTR AM Bohol Tri Media Association President/ and lets add KBP President for Bohol doing about of these two incidents that have takken place at his station?

By the way when your on the inside of the media and have lived here for eight years and you are living through these sittuations having to hear about it daily and reading about it when the newspapers come out every week tends to get a little tiresome.

And the local media takes it as a personal attack not just on Daarol but on the media as a whole.

No I was not spying I was not hiding I was there with my daughter enjoying my Friday spending time with her over fruit juice and donuts not like the parents here who allow they're kids to go out and drink and smoke and get drunk how it is happening here now.

I beleive in spending time wih family and quality time. My daughter is not interested in sleeping around or wearing come and get me boy clothes, or is she interested in in drinking or having any relationships with men yet and she is 18 years old.
Many girls these days here have really changed a lot and it shocks me when I do not see the behaived polite Boholana as much as I use to.

Back to the main topic-I am sure today's edition of the chronicle will come out with the filing matter with Daarol againstArlene.

I fully understand your sentiments prescious.  I have experienced the same.  But we have varied members in TB who come from different backgrounds with different framework.  So the best you can do is to rebutt them or might as well, which is more effective, simply ignore them.

I believe we at TB have more gentility and social grace than the people we're condemning.

Dear Precious,  you have nothing to worry about Macky's comments.  I know, he really didn't mean to hurt you.  He is one of those TB distiguished members here,  like you. He is nice and fond of commenting smart ideas, lovely and funny things in which possibly makes Grazie smiles.  He even called me "perting kara-ana na gjod ko" that means am already tigolsna - old..  and that is true and it didn't drive me to a panic trap.

Last night I was able to talk with another colleuge of mine from radio station DYTR AM and when interveiwing Arlene he told me tha she deneid the allegations.

I seen her again last night with a female companion coming from Bojols Grill and getting into the city owned van after having a socail with the owner and several city government officails.

The officails are Mayor Lim City Councilor Cabalit, and I am sure the conversation is with the owner of Bojol regarding the law suit of the Agora.

I have been so busy for the past days and still am so I missed that Priscilla had concerns about me smiling in this thread.  So, I would like to exercise my freedom too, of rebuttal. Unsa gani ni na bill authored by Sen. Pimentel which is yet to be approved?  The Right To Reply Billl?  I think that's it.

At first when I read your comments against me, I was flabbergasted.  I asked myself, what is this woman's problem now? If you have mood problems, don't take it on me. You attitude is something else.  You said you knew exactly what I meant but let me tell you, you are very wrong. So stop playing God that you think you know "exactly" what my smile meant because you didn't know at all.  You told me not to play stupid on you.  Why should I and what for? Although I may not be able to express myself in perfect English like you do as an American (as English is not my primary language), but I will never play stupid to anybody.   I didn't think it was stupid of me not to see what you saw in Macky's comment.  I really thought you and him were just being friendly to each other as he is always friendly to you and to everybody. I could never ever "laugh" about you being "big" when my own beloved and loving mother is almost as huge as you (and I may get there too!).  I am one person who have no prejudices about people, be they big or small,  fat or thin, tall or short, etc.  And you know why I do not have prejudices because I respect people as God's creation and I have people I care so much in all those shapes and forms.  In my opinion, yours was a display of arrogance (to bully me, maybe?) by telling me that you know exactly what I meant with that smile.

And by the way, that was a smile. And if you insist it was a laugh, so what? But really, it was a smile.  And why I smiled?  For all you know I was smiling at your post and not at Macky's as I didn't read it yet, or I am smiling because of something else, but am I explaining why I was smiling?  I don't have to!  It is none of anybody's business to question and ask for explanation why I smiled in the mean manner that you did.

Now, let's move on with the issue at hand which is Karaan throwing filty water on Daarol. I just didn't want you to think that I ignore you with your questions and allegations.  I hope I made myself clear.

I like your candidness since the forum's existence started. And you are one of the most admired due to your openness and being straightforward without any malice; and so with others whom  called "self-empowered" people.

"Self-empowered" people are those who live life what they've wanted without intimidated of others regardless of how people see in them.  These are people who knew who they are, of their imperfections and the "real"  ME or YOU.

It is just so sad that there are people who cannot accept the realities and still living in a "comfort zone" though the realities speak of it.  What is offensive when it was not meant to offend for a reason and when it speaks of the truth".

Taking from the book of Salzman " Self-Empowerment" , we will only grow if we accept all the "truths" in us.  If the truth hurts, then we have not reached the stage of growing up.

Just want to share " a value " not in the defense of Macky and Grazie; for I knew they are one of the few individuals who have that sense of humility nor have the least intention to inflict pain to others.

Thanks, Precious, for the reminder about Mayor's Report.  I don't know the sked of Mayor's Report but Nestor Daarol is just starting his program, Kasayuran.  He is explaining why he can not discuss in his program right now what happened to him last Saturday and he was wishing Nanay Pisya was there.

I have advised people at Chronicle Dyrd not to discuss the case any further then what the public needs to hear.
Karaan had exspressed her anger and feelings in last Friday's cityhall council meeting regarding what was what she considered sloppy handling of the reported cash advance records.

In todays news paper banners I am somewhat confussed as Chronicle states that Karaan has PhP500.000.00 unsettled cash advances to settle.

While the post banner said that the Mayor's aide was already cleared of her advances.

the Bohol standard has not published any news regarding Daarol or the unclaimed cash advances.

These media men along with they're outlets need to get out the right news and work out they're own problems amongst themselves and others.

I use to write with Daarol in anoher paper I was not close to him. I will just leave it at that.

I have heard wind that Mayor mayhave bought two persons in the media new cars to use.

i want to say more but I am sure what I have in my noggin (head) will get out sooner or later.

The write up in Chronicle this day March 8 2009 said that Broadcaster and his lawyer condemn harrasment of the mayor's aide.

Both Bohol Times and the Sunday post have articles written on how mayor will make a counter suit on Vice Mayor Antonio Veloso.

"The worsening fued between Tagbilaran Mayor Dan Lim and Vice Mayor Jose Antonio Veloso took a turn for the worse when the mayor vowed the filing charges against the vice mayor over an "illegal and unauthorized" memorandum.
The mayor's memorandum was issued on March 6 2009 to disown Veloso's memo.

Thanks for giving us a bigger picture of this event. It's shocking how media can give different slants to the same incident... Media should not play politics, and politicians should not fiddle with media. Busa magbinanggaay kay manghilabot man sa teritoryo sa matag usa (Translation: This head-on collision is inevitable because both sides are stepping on each other's turf.)

By the above, I mean Media being the Fourth Estate should pursue only the truth, and not twist it to give favor to any political agenda.

Politicians should allow the Media to do its work as a disinterested party to enhance the workings of a check-and-balance system that is needed in a healthy democracy.

I wholeheartedly agree, Benny san.

But even media now has its own agenda (positive or regressive) over and beyond the ideal, pure and original purpose of its existence. Some are able to weave it flawlessly in the old traditions of journalism, while others display with less subtlety. Everything is undergoing a "shift".

To journalism of yesteryears... I drink to that!

Its just so sad that media can really, and i mean really make every issue sound so blatantly false and everyone falling for it.

The size of the truth or falsity really depends on how thick the wad of bills is exchanged.

Anyhow, it always happens here when nobody could really police the media organization, and when every guy who thinks he could speak in a studio can be in media practice.

We should just let Michael Jackson sing this song, he who begs for indulgence in the foul-ups he has made of his life as an adult.

We are more than the sum-total of our past. As Stephen Covey says, we don't have to accept the script handed down to us.

Maayo pa man gani ang mga bata kay ug mag-away, tubig ray isablig. Pero si Karaan, gikan man jud sa kasilyas nga tubig! I am sure she had a childhood trauma, but if she is a self-willing, intelligent being enough to earn an accounting degree and get the job counting money at the mayor's office, she has no excuse not to overcome whatever foul experiences she must have had as a child.

my take on this subject is only limited. however given all the opinions and news updates, i can only say that the action of Karaan is way too far from being socially and morally acceptable by any mode of standard and measure of a civilized community. no amount of reason could suffice an explanation for that egregious act that violated the person.

anyone of us could certainly sing along with this song. we all for some reason tend to forget our childhood. but may it not happen to what occurred on that fateful day when the face faced the "feces"--or its lower kind.

i know someone of such an incisive mind as you would not condone uncivilized behavior for any reason.

uncivility sometimes can be triggered by similar uncivilized behavior. Fire begets fire.

Its just that there is apparently an attempt to make all these bad things happening in Bohol as the only thing happening.

pastilan, i'm laughing here coz it reminds me of the BEE GEES song. here are the lyrics: "it's only words, and words that all i have to take your heart away." imagine changing the lyrics, from "word" to "smell", and you have a good twist of the story. Daarol's words. Karaan's smell.

I am so un inerested in this topic because enough is enough!
I had warned people at Bohol Chronicle and DYRD to stop being so nice as in lick the #** of mayor or after his attack on me in cityhall three years a go during charter days.

I wanted so badly to air my veiws as to what had went on at his ofice but the anchorman who told me no not on his show and who told me he thought the mayor was great at the time I have heard that same anchorman now regrets voting for mayor to now.

I can see things that happen before they do I try to warn people but it is useless here.

But when they are abussed they cry out loud for how many weeks now and how many more to come.

As I said enough is enough!

I will try to update with this blog after weds edition of chronicle comes out.

for me, being an executive assistant to a mayor doesn't mean she's already a publice servant because her main job is to serve the mayor. that maybe the reason why she got mad when the media attacked all people connected to the mayor in the city hall who all got unliquidated cash advances.
a public servant simply means, someone who serve their butt out for the interest of the public not just for a certain person. though what she did is totally out of context and very unprofessional. is she eligible to be a public servant? does she have CESO grade? if not, then she's just an ordinary person being appointed to be a professional nanny to a politician.

If id be given my piece, "mediamen" are just as mad because they could not milk anything from the mayor now.

A station used to be sucking from City Hall. But maybe because of greed and "media malpractice" some of its media members want a chunk bigger than what their mother station can get. 

Personally, i think it is because of this that the mayor balked. Who would not? So he changed stations. And he caused all the station's cannons rammed down his throat.

Now the old sattion wants his balls for that.

So its been an open field for "media" to shoot at a sitting duck of a mayor since then.

From drainage to favors wanted by just anybody, things even a President cound not change overnight were demanded outright. So things like councilors could become "butt of jokes" to benuse people into thinking the city has got a sick and inutile mayor. 

First, "media" attacked for the mayor's inability to open the drainage which caused floods. Now when he had it opened, "the same media" attacked because he had it opened.

So the mayor had the violators drains' plugged. The conduits simply exploded and sewer seeped out. "Media" wants him to open the plugs again.   

In between the tussle, "the same media" wants access to unliquidated cash advances, and the agora deal and practically everything the city hall's hands touched.

As it turned out, as the case when civilized people also get fed up, perhaps Karaan did as her desperate self pushed her.

When he did, "the same media" men again rushed to the outfall.

So what's simply the issue here?

Like i said eversince, this word war is not to determine who is right> It is to determine who is left. Alone and standing.

if a military man gets injured in a battle, usually, he/she gets a promotion. in this case of Daarol, though not injured but got hit due to his expose, does he get any raise or promotion too?

There are media people and there are media people.

Obama is in office for just less than 100 days so so it is understandable when why he can afford to act cool despite that remark of Limbaugh.

But here, we are talking about a small city where the entire media organization (print, radio, its writers, reporters and commentators) has devoted its energy to fight the city mayor -- and now those who are within his close circle.

The question to ponder is, what started all of this?

Bohol Chronicle said they were only reporting how the City Mayor handled the water drainage problem including his sudden change of mind not to seal the illegal connections despite his commitment to the Governor to do so.

The City Mayor said he got fed up with unfair reporting where the angle of the story that placed him in bad light is intentionally given prominence and the other development initiatives he was doing at about the same time this drainage issue was raging at its peak was not given the space they deserve.

One thing leads to another.

The Mayor pulled out his radio program from DYRD and moved to DYTR. He also refused to place any ad in the Bohol Chronicle anymore.

Bohol Chronicle is now in a crusade to dig every dirt and skeletons in the closet linking to the Mayor.

City Hall retaliated -- attacking the credibility of the media outfit -- by saying Bohol Chronicle has not actually been paying its business taxes over the past years and the City Treasurer demanded payment. Bohol Chronicle/DYRD (BC/RD) retorted by saying if this is true then why was it issued Mayor's Permit over the years.

BC/RD relentlessly pursued the story on P6Million unliquidated cash advances by City Hall and the stonewalling by the city accountant from those who want to get information on the city's finance status.

When finally a copy of COA's report of unliquidated cash advance was obtained by BC/RD and the Vice Mayor, they had a field day discussing the issue. It happened that some got too creative than others -- adding flavor to the comment to elicit humor -- (the commentator went on the ask something like giunsa man ning kwarta sa kusinera sa mayor gipalit ba nig mga panakot?) but taken as intended to ridicule and demean by the person who felt alluded to.

That commentator was Nestor Daarol, and the person at the receiving end of the commentary was Arlene Karaan.

in the 2007 mayoralty fight, the toss was between dan lim and joe torralba. with all due respect nadheane, id still go for dan than joe in 2010.

Bay Calle, by all indications, i believe joe is a done (not dan) deal in 2010. I mean he has not surfaced and he may not really run, knowing hes up for a tough fight.
