Rep. Edgar Chatto yesterday surprised and “shocked” Mayor Dan Lim by calling the radio program Mayor’s Report hosted by the mayor himself and putting the record straight on the drainage outfall closure wrongly, repeatedly  blamed on the solon.

The lawmaker clarified---once again on air but for the first time on Lim’s slot on DYRD---that it was the Department of Environment and Natural Resources (DENR) which ordered the non-opening of the outfall.
Provincial Environment and Natural Resources Officer (PENRO) Nestor Canda had earlier repeatedly declared that his agency, not the congressman, was responsible for the order.

Surprised by Chatto’s call, Lim first refused to accommodate his “listener”, saying they could “settle” the issue in the meeting on the nagging city drainage issue called by Gov. Erico Aumentado with the DPWH, DENR, drainage project contractor and other concerned parties on September 23.

But Chatto was already on the other line, firmest to speak his side and be heard because he could not attend the meeting that conflicts with his scheduled important budget hearings in Congress.

The solon recounted that he had instructed the local Department of Public Works and Highways (DPWH) to finish the drainage outfall which national fund he and the governor had secured.

The city government committed to build the waste water treatment facility as its counterpart to the project.
Chatto made the instruction/request in a meeting of the department heads of the DPWH-I headed by District Engr. Celestino Adlaon.

The finished project would include the completed three-linear-meter gap of the San Jose Street outfall canal from the main drainage along the CPG Avenue and the restoration of the asphalt road under which the outfall channel traverses.

In the same meeting, the DPWH men raised the position of the DENR not to allow the outfall to operate until the illegal toxic connections to the CPG main drainage would be cut.

Chatto said their main concern then was to complete the outfall project, and so he suggested to the highways people to finish digging the three-meter outfall gap and then close it according to the want of and in coordination with the DENR while the illegal drainage tappings remain uncut.

Chatto told the mayor that the DENR has been reiterating its policy not to open the outfall in the absence of the waste water treatment plant---and while the disallowed drainage connections remain.

The DENR and DPWH people can attest to DENR’s own outfall closure order, Chatto told Lim on the Mayor’s Report.

The lawmaker said that the PENRO head himself had repeatedly admitted that it was his agency responsible for the outfall closure.

Chatto said it was just right for him to ensure that the outfall component of the drainage project should be completed.

The congressman reminded the mayor of their phone talk then on the assurance of the national government o release the initial fund for the outfall after the city hall could commit fund its project counterpart, the water treatment plant.

Chatto recalled right to Lim that the latter assured in their same phone conversation that the city would do its part as agreed.

It was admitted in their verbal encounter on the air yesterday that the mayor had thought that the water treatment facility could only cost the city some P20 million.

It was further revealed that Lim had told, long before the outfall work was to start, Chatto to assure the DPWH of available city fund for the water treatment facility.

While the city ought to fulfill its promise, Chatto’s main role in the project was to help the governor secure and release the necessary national fund for the outfall.

The project was implemented thru the DPWH in coordination with agencies such as the DENR.
Lim admitted to Chatto in their radio interaction yesterday that he had no knowledge of who actually ordered the outfall closure, saying he just based his claim attributing the closure to Chatto on the minutes of a city council meeting then attended by DPWH people.

In that meeting, one lady DPWH engineer made what Chatto described as a “wrong, erroneous” statement pointing to him as ordering the closure.

It turned out that the local DPWH personnel, a certain Engr. Palacat, had “wrongly appreciated” the result of the earlier DPWH meeting during which Chatto asked the highways people to complete the outfall and coordinate with DENR should the latter have it closed.

Chatto told Lim he would appreciate much if the mayor would contact him for any future clarification.
The First District congressman reiterated his support for various projects in the city as what he has been doing.

The listening public noticed the vocal mayor “tamed” by Chatto’s unexpected call.

I have been known to make a surprizing phonecall to mayor during mayor reports also only once and the whole city untill now is proud of me untill now.

It was a while ago and people here still laugh and tell me nice work!

I may have a surprize visitor for Mayor Lim.

I am not sure if they are coming here for sure but I will meet with them first and ask them if they want to meet the Mayor who did not assist in the baby of Zach Razcock?

If we go there I am sure Mayor will throw me out on my head for sure!


People need to be either confronted or haunted when they do not help people who they have affected and end up in a bad way.

I kinda like the idea that Congressman Chatto made a surprise call to Mayor Lim and straightened out things. 

i think that's what he's fond off, answering allegations on air. just to show to the people and let them know that he's clean. i think there are so many issues that eddie chatto should answer aside from this one.

Kapoy na kanang verbal encounter, kining mga politiko nakolokar karon aron ang ilang panaad nga silbihan ang mga katawhan  matuman. It is their moral duty! They can discern their conscience.

I have seen worse politicians then this ione get assasinated.

ooops my keyboard typed a wrong message. What I mean to say I have seen more friendleir politicians getting assinated for nothing, it's as if reversal this guy wants to assinate the people buy having them suffer in his control.

I am not afraid to say what comes to my mind it is my right as a permanent resident to say how I have seen this man start out really good and then all of a sudden he is totally flipped his lid into an obese ego and control freak.

But the people are bought for cheap so this is what they get for it cheap service.

I observed in congress, when I was at the Office of OFW Affairs under the Office of the Speaker that our politician are more tamed that other provinces like Muslim Mindanao Congressman. They are really shrewed and corrupt.

Ours are just no talk no mistakes in Congress. but theres is a possibility that corruption is always there. 

But, I like Edgar Chatto, who is a neighbor of mine in QC. been to his residence and encounter him on OFW absentee voting law, were is present at Malacanang Palace during  the signing by Pres. Arroyo. We meet there and He congratulated me after I comedown at the podium after my handshake with the Pres.

And He is the only Congressman I meet at BAMMI meetings. I do not know why others are not invited. Maybe some kind of monopoly.

Hope who ever sit in our Government of Bohol, will served with honest and think only the progress of Bohol not personal gain

i know julius he's chixboy since i worked in one of the offices that has links to LMP before. i know eddie we came from the same town. i know dan lim being a friend of my father's boss.

i don't think it's going to happen. they're close buddies and if eddie will indeed for governor, julius will be his sidekick for one term. eddie will go back in the 1st disctrict for another 3 terms and julius will become the forerunner of being governor of bohol after that.

if julius will run for congress let's say against the veloso's it's a mismatch. there's is no way julius can win against the veloso clan. he can't even win back calape if in case he will run back as a mayor.

so asa man siya paingon karon if eddie will really run as a gov.?

current board member dodong veloso and tagbilaran city vice mayor toto veloso can be good candidates as well as the other first district board members cesar lopez and alfons damalerio. pureza (eddie's wife might start her political ambition as a mayor probably in balilihan. for me, the herreras lost their magic in the political arena specially in bohol. so they really need a strong party that can provide them all the logistics to succeed in their political ambitions come 2010.

yup, ma. luisa estate park. another upscale subdivision is beverly hills and northtown estates but not that big as ma. luisa. and it is still growing now since they are already in phase 9 which is already near the trans central highway, busay and among other nearby barangays and towns.
