President Gloria Macapagal-Arroyo urges the general public to report any unofficial use of government vehicles nationwide to the Presidential Action Center (PACE), as part of the intensified energy-saving and anti-graft and corruption campaign of the government.
As contained in Administrative Order 239, all government agencies, including those of the government-owned and controlled corporations are prohibited to use government vehicles for purposes other than official business.
The Land Transportation Office (LTO) is enjoined to assist in the monitoring, coordination, as well as for the prompt and effective implementation of this directive particularly in the identification of the reported government vehicles.
Under this Order, the vehicles shall be used officially through the issuance of a serially numbered trip ticket, duly signed by an authorized official and shall be displayed on the windshield or in another conspicuous place on the vehicle.
These red plated vehicles must be kept in a designated / provided garage after office hours, during weekends and even on holidays.
The Order also states that use of government vehicles on Sundays, legal holidays, or out of the regular office hours and even outside the route of the officials and employees which are authorized to use them, or by a person other than the one authorized shall be treated a prima facie evidence of violation.
The report shall contain the type of vehicles used, plate number, the place and time where the government vehicle is seen/found and preferably should be taken with pictures for harder evidence.
Anyone found violating the provisions of the Order shall be sternly dealt with in accordance with existing laws, rules and regulations at the Office of the Ombudsman.
