Guindulman LGU Lacks Vision and Conscience

News item published in Bohol newspapers...

In the wake of the reported senseless, heartless cutting of century-old acacia trees lining the national highway of the historic town of Guindulman, advocates of Boholanos’rich socio-cultural and historical heritage have come up with a plan of conducting mapping of sites, for purposes of preservation or restoration.

The joint-committees on environment, culture and arts conducted a meeting Wednesday, in aid-of-legislation, following a formal complaint filed by a certain Fred C. Amora, president of the Living Dreams Association, citing the cutting of the trees in his town. 

As this developed, invited resource persons Marianito Luspo, chair of the Bohol Arts, Cultural Heritage (BACH) Council and Enriquita Butalied, head of the Provincial Center for Culture and Arts Development, jointly urged that next time, local officials must also involved in consultation other sectors in the society when it comes to altering, or in this case, cutting of trees that had become part of their life and culture.

Guindulman town got its name “guidoman” meaning “darkened” from travelers passing the area. Because of the majestic crown of green leaves and proud trunks of the tall acacia trees, the road in that part of the province was cool and shaded (dark).

Luspo proposed to conduct what he called a “cultural mapping” or an inventory of the sites and things considered part of our rich cultural heritage, including centuries-old houses and trees, in the province. “Cultural mapping” could be the basis for protection and preservation effort so that cultural heritage and their aesthetic values may be saved for the next generation.

MYOPIC MINDS?

The LIVING DREAMS, a government-recognized people’s organization based in Guindulman reported that four century-old acacia trees standing in front of the newly-built public market were cut on August 19, 2009, two weeks before the September 8 town fiesta for the purpose of giving a prominent view of the building claimed by the municipal administration as its major accomplishment.

The cutting of the trees was followed by a day and night painting of the public market building and the installation of flood lights for all to see during the town fiesta season. But what caught the public attention, however, was the despicable sight of the tree trunks that remained out of the once-majestic acacia trees.

Former mayor and now retired judge Atty. Lilio Amora said we will never see again in our lifetime those trees which stood witness of the town’s struggles, trials and triumphs.

The Pacific Consultant International (PCI), consultants of the Bohol Circumferential Road Improvement Project (BCRIP-2) did not recommend the cutting of the trees when the national highway road was built in 2006.

Residents of Guindulman said it is illogical that the trees suddenly became a hazard after just three years when Japanese environmental and structural experts deemed the trees safe, part of the scenic sights along the national highways.

Guindulman Mayor Ma. Fe Piezas did not refute the allegations that she ordered the cutting of the trees to give a wider view of the newly constructed public market.

The lady mayor secured the help of other municipal officials to justify her actions which she admitted was a very “unpopular decision” noting the outburst of sentiment among town folks.

E-mails from Boholanos living in other countries also flooded numerous websites when the new was posted in the Internet, all condemning the myopic foresights of some local officials.

JUSTIFICATION

Mayor Piezas found an ally in Engr. Nestor Canda, provincial environment and natural resources officer (PENRO) of the DENR Bohol, who was also called to the said meeting. 

Canda told the meeting “there’s really danger because the trees have already cavities and their inner core is already hollow.” He said that the trees will eventually collapse so they really pose risk to the public.

Penro Canda explained that every tree has a life span that may explain why the acacia trees bore “cavities,” signifying they are dying.

But before issuing a special permit to the municipal government to cut the trees, Talibon-based CENRO conducted an inspection, Canda said.

Pesent during the meeting include Vice-Mayor Marivic Golosino, Kag. Ephraim Licayan, DPWH Engr. Celestino Adlaon, CCAD’s Ekit Butalid, Executive Assistant to the Mayor Edgar Sarabosing and CENRO-Talibon forester Frank Lolong.

This image i took this morning! these are our 60 some year old trees in front of our house! as you can see the one in the middle got sick but we tried our very best to save it! Do we need to cut those trees to show our house like what Guindulman has done to show their market??? No!!!!!!!!!!  I dont care if no one would see our house but i dont want to trim our trees!!! you assholes!!!!

Stupid excuses of idiots in the government. These trees were very healthy and strong. But the LGU of Guindulman wanted to cut these trees because they wanted to brag about their new public market.

Naa man diay proceso ug consultation sa governmental agency - DENR gi himo sa atong Mayor Piezas before sa pag potol sa mga kahoy.... and aside from that DENR itself issued the special permit for cutting.... though nga ang mayor who recommend sa pagpotol BUT final decision nag gikan gyud sa DENR and NOT THE MUNICIPAL OFFICIALS....

Legally, the DENR WILL BE BLAMED not our mayor......

anyway, kung wala pa ang mga pics gipost diri on how healthy the trees were, hapit na ko mutoo sa gipangsulti ni mayor kay sa valencia man gud, ang acacia duol sa grotto dako pud kaayo pareha siguro tug edad ini natumba sa gibagjo a few years ago kay gibukbuk na ang punoun.

Ajaw na mo pag-away og paglalis to the point of attacking each other kay di na pod maajo (unbecoming napod of decent human beings... Usa pa, kung duna may krimen o sala nahimo against sa kahoy, dili man mo ang perpetrators ani, but some irresponsible people in Guildulman (Mayor & co). Mga chatters man lang mo nga nag diskusyon og nag timbang-timbang kung unsay sakto, sayop, maayo o dili maayo. Ayaw na lang pag tumo2x kay puros ra jud na tumo2x (speculative at best) kining atong tagna-tagna kung taga dis-a ning mga chatters deri... kay wa jud tay kasinatian kung asa gikan ning mga ideya nga mahipatik dinhi sa TB.

Sa tan-aw nako sa hulagway sa acasia nga geputol, morag dihay parte nga medyo rotten na, pero for the most part medyo "may pagka" healthy pa ang panagway sa maong kahoy. Usa pa, base sa ilang mga panulti deri, di man pod baya basta-basta makaputol og kahoy sa ato kay moagi paman sa opisina sa DENR, o unsa pa diha, usa mahatagan ug PERMIT ang lungsod nga moputol sa maong kahoy... hilabina nga kini karaan nga kahoy.

After inspection, mao man usab ang DESISYON sa maong inspectors (sayop ba sila o sakto depende ra gehapon na sa tawo nga nagtan-aw ani)... mao nga mihatag sila og "permit." After all they are the right department/agency APPOINTED or MANDATED by the government to make that decision. Gawas kung di na mo motoo sa gobyerno (that's another story hehehe). I'm not saying they are to be blamed... but they did have a "SAY" in the cutting of those trees, whether we like it or not. (It has nothing to do with one's psycho-logic or college diploma sad to say).  Sila bajay ni determine kung tinuod ba ang claim sa local government nga hazard na ang maong mga kahoy!!!

But before ko mopadayon, please kalmaha sa una ang inyong mga dughan nga NAG-ASO-ASO NA og NAG ULBO na (sama sa bulkang Mayon) nga nagbasa sa sinugdanan sa akong sugilanon (premise 'ika nga)  ;D. But please let me explain...

I beg to disagree with MDB nga dili ka pwede magputol ug kahoy nga 50 or 100 or more years old. In normal circumstance, yes you are right DILI JOD, at all cost. But not always... as in absolute terms.

Tinuod ang claim sa usa deri nga kung hazard na jud ang maong kahoy (after all efforts and studies are exhausted), then you have to consider the safety of people who come near that tree, especially if that particular tree is in a public place where people gather, pass or picnic. Sakto pod tong reasoning sa usa pod deri... di lalim kung kamoy mahugan og kahoy!!! Maajo gani kay Guindulman ra na. Kung deri pana sa akong nahimutangan, dako kaayo nang kinihaay (big lawsuit). And I'm not kidding... kay nahitabo na namo na deri sa akong place!!! Di lang daghang 300 years old oak trees ning naa namo deri, tag-iyahan pa mig public boat launch... which is a big lawsuit waiting to happen!!! And, again, I'm not kidding.

In short, dili tinuod nga di jud pwede mag putol og kahoy. Because we did the same thing here at our place, napugos mig putol ug usa ka 300 year-old Oak Tree ug usa ka 100 year-old nga Water Oak (see photo below). Ang 300-year old Oak Tree tungod kay rotten na sa ilawom ug naigo pog kilat. Buhi paman siya pero dangerous na kaayo ang mga dagkong sanga nga nagbitay... and so we have to cut it.

Ang water oak, on the other hand, was dying. Wala pa mamatay but it sure was dying, as determined by the arbor company nga amo ge hire. So napugos pod mig paputol ani. All because both trees are considered hazards in a public place like ours... which is a church and a public boat launch. Ultimately it was the decision also of our insurance company to cut those 2 trees... or else. Yes, mao nay giingong "OR ELSE," hagit kung wala nay mo insure sa among properties!!! Huh!!!

So, my take on this is... unsa kaha joy tinuod?

Masakiton ba ang maong kahoy sa Guindulman?

Like Islander or si Alycxs bato, did they have them checked by a tree doctor to determine kung pwede pa ba e save ang mga trees?

Or basin nagpataka rapog ingon nga masakiton si kahoy?

O basin gipadayonan na lag ingon nga masakiton kay naka decide na jud sila sa munisipyo nga ila jud ning ipaputol... without thinking of the consequence (gawas karon nga humana)... mao nga nag himo-himo na lang sila og rason nga hazardous daw?

After all, nakabuhi sad silag sulti nga "yes, we wanted to showcase our major improvement sa merkado..." which makes it suspicious sa ilang gehatag nga rason nga hazardous kuno.

Ambot unsay tubag ani. Like I said, we have various points... but not worth calling names or accusing on another!!!  ;)

it was determined na patay na ni sya na kahoy

That's why big arbor companies exist... it goes to show nga pwede magputol ug trees when necessary. Para dagkong
