Reform LGU Business Permit and Licensing System

TAGBIARAN CITY, Bohol –The Regional Development (RDC) in Central Visayas approved a resolution enjoining Local Government Units (LGUS) to make the big switch to new permits and licensing program which has done miracles in revenue generation.

Already implemented in the Central Visayas is reform program for Business Permit and Licensing System (BPLS) developed by the government to streamline the processes in obtaining business permits and local licenses with the end goal of facilitating investments and increasing local revenues.

Aside from that, the reform program recommends standards for BPLS that GUS can follow, develop capacity building programs for BPLS streamlining, organize regional government departments to partner with LGUS on implementing their BPLS reforms and harmonize the many reform initiatives by development partners regarding the BPLS.

The standards consist of limiting the processing time of LGUS as to issuance of BPLS to a maximum of ten days from submission of requirements to be consistent with the Anti-Red Tape Act, the use of a unified form of applications and renewals, as well as limit the steps in applying for new or renew permits and licenses.

Department of Trade and Industry (DTI) regional Director Asteria Caberte, said the program is expected to reduce time in securing permits cutting business costs and the elimination of corruption chances.

She said that the DTI and the Department of Interior and Local Government (DILG) earlier signed a joint circular for the BPLS.

in her presentation to the RDC gathered at the Bohol Cultural Center Thursday, June 28, 2012, broke the biggest news experienced by LGU adopting the BPLS.

Of the more than 40 LGUS adopting the BPLS, most of them had drastically increased revenues in new business registrations and renewals, prompting mom target LGUs to voluntarily opt for the BPLS adoption in their areas.

In Cebu City for example, a 60 working day time frame for a business to be approved now takes 2 days, she cited.
