- The Court of Appeals (CA) has denied an appeal filed by Oasis and Leisure Islands Development Inc. (OLIDI), a resort developer that wanted to reclaim 450 hectares of land off Panglao Bay in Bohol province¹².
- The CA affirmed its 2021 ruling that dismissed OLIDI's petition for mandamus and prohibition against the Bohol provincial government and its officials³.
- The CA said that OLIDI failed to show that it had a clear legal right to compel the provincial government to honor its joint venture agreement (JVA) for the reclamation project³.
- The CA also said that OLIDI failed to exhaust administrative remedies before filing its petition in court³.
- The CA noted that the reclamation project was opposed by various stakeholders, including environmental groups, local residents, tourism operators and church leaders, who raised concerns about its impact on Panglao's marine biodiversity, cultural heritage and livelihoods³.
