DOTr, PPA’s “PALAMIGAN NG BAYAN” SEEN TO BOOST AGRICULTURE SECTOR, HELP ENSURE FOOD SECURITY IN BOHOL
To ensure food security and help boost the agriculture sector in the province of Bohol, the Department of Transportation (DOTr) and the Philippine Ports Authority (PPA) formally turned over two (2) Refrigerated Reefer Container Vans to the provincial government, under the “Palamigan ng Bayan” program, today 14 April 2021.
Transportation Secretary Tugade personally turned over and presented the two cold storage facilities to Bohol Governor Arthur Yap, in the presence of other Bohol LGU officials, after the inauguration of the new Passenger Terminal Building (PTB) in the Tagbilaran Port.
“Nagbigay ang DOTr at PPA ng dalawang 40-footer cold storage facilities na magagamit ng ating mga magsasaka at mga mangingisda upang sa ganoon ay magkaroon ng storage ‘yung kanilang ani o ‘yung kanilang huli, upang mabawasan ‘yung wastage o pagkasayang ng kanilang produkto. Pinagpaguran nila ‘yung kanilang trabaho upang makapag-supply sa atin ng pagkain, kaya dapat ay hindi sila balewalain. Tulungan natin sila,” Secretary Tugade said.
The “Palamigan ng Bayan” program was launched by the DOTr, in partnership with the PPA, to help local fishermen by providing them the needed cold storage facility to help preserve their catch and maintain its freshness before distribution and delivery to local markets and other areas. It was pushed by the DOTr and the PPA to help in the movement of goods, especially food supply and other essentials within Bohol and across the province.
To recall, on 12 March 2021, the DOTr, the Department of Agriculture (DA), and the Department of Energy (DOE) signed a Tripartite Memorandum of Agreement (MOA) that strengthened and/or expanded the implementation of the program.
Under the MOA, the three agencies will collaboratively formulate and implement policies and activities necessary to ensure the success of the program, establish standard operating procedures to have a coherent coordination mechanism, ensure the stability of price and steady and affordable supply of agri-fishery products in support of the food resiliency program of the DA, develop new and emerging technologies for the agri-fishery sector in collaboration with research and development institutions (RDIs) and other stakeholders, and provide technical and other support services to local farmers and fisherfolks and encourage the continuing technology innovation through public-private partnerships, joint venture arrangements, technology business incubation, contract research, management contract, and other relevant and related legal instruments.
The “Palamigan ng Bayan” is also a part of the overall effort of the Maritime Sector of the DOTr to strengthen and bolster the government's response against the economic crisis due to the COVID-19 pandemic.
