At the height of the crafting of the Technical and Skills Development Authority (TESDA) leadership map, a lady Boholana is appointed as officer-in-charge of TESDA-Bohol, effective Oct. 1, 2007.
Francisca R. Opog, Ph.D. was formally installed a new TESDA-Bohol head during the official turnover ceremony at JJ's Seafoods Village, K of C Drive of this city, on Oct. 17. She takes over the leadership from Dir Buenafe S. Sta. Rita who is now assigned as the provincial director of TESDA-Cebu and designated as assistant regional director for Region VII.
Dr. Frannie is a proud daughter of late Juan G. Reguierme and Agapita V. Sarigumba of Jimili-an, Loboc town. She was married to Romeo D. Opog and is blessed with one child, Francis Niño. She finished her elementary grades at Loboc Central Elementary School and at PMI-Loboc Academy for her secondary level. In 1979, she graduated Bachelor of Science in Fishery Education at Bohol School of Fisheries Cogtong, Candijay, Bohol (now CVSCAFT Candijay Campus). She finished Master of Arts in Education and Doctor of Philosophy at the University of Bohol in 1984 and 1996 respectively.
Dr. Frannie has been in the government service for almost 28 years. Before joining TESDA in 1995, she work as Secondary School Teacher for four years. She was promoted to Secondary School Head Teacher II in 1984 and to Head Teacher III in 1989. Few months later, she was promoted as Secondary School Principal II in the same institution.
As a dedicated and hardworking mentor, Dr. Frannie was promoted as Education Supervisor II at the then Department of Education Culture and Sports at the Regional Office VII, Cebu City under the Technical Vocational Education Division (TVED) in 1991. When TESDA takeover the functions of NMYC, BTVE and the Apprenticeship Program of DOLE in 1994, Dr. Frannie join TESDA and was assigned at TESDA Regional Office in Cebu.
