Countdown to granting of 45,000 land titles for Boholanos nears its end and the local Department of Environment and Natural Resources (DENR) has accomplished the awarding of 27,000, reports Environment officer Nestor Canda.
A land title is a legal term which encompasses all the bundle of rights of a property owned by a person, defines
wikipedia.
Simply said, a land title is a legal evidence of ownership of a piece of property and upon which, a transfer of the property by sale or donation necessarily requires the conveyance of the same title document.
In the country, it is estimated that about 46% of the 24.2 million parcels of land remains untitled and about 70% of these, or 7.8 million are residential lands, according to the Land Administration and Management Project (LAMP) website.
Reasons vary as to why a huge number of parcels of land remain untitled, a town assessor explains.
Processing and application for title can be costly, time consuming and tis can uncover a variety of other land problems, legal disputes, back taxes, encumbrances and even false claims, she said.
Now, the government has put in place a system wherein people can file their applications and pay the minimal amout to be able to finally get the proof of ownership of the lands.
The program is also part of the governments effort to streamline processes, enforce a system in land administration and management and finally give to the land owners the right to use the land in any way they deem as appropriate, she added. That system is called the LAMP, she continued.
In granting land titles, the government aims to award some 102,000 titles at the end of the LAM project, Canda explains meaning LAMP , which would close by the end of December this year.
Aside from Bohol, the five year project, funded by a World Bank grant and a technical assistance by the Australian Agency for International Development (AusAID) and the government of the Philippines is also implemented in Leyte and Bukidnon Provinces.
LAMP he said is the government’s offer of easy and affordable, fast and transparent process of getting land titles and assure the land security tenure so they can decide better what to do in their lives, said Canda who is also a LAMP Project Manager here.
With the project nearing its end, Canda said they are now studying the new system of sustaining the project though initiatives by the local governments.
In Bohol, it was Maribojoc which has effectively started an LGU led continuing project, one that may be duplicated in other areas so that land owners with out titles can finally get one. (PIA-Bohol)
