      The Korea International Cooperation Agency (KOICA) will soon be finalizing its feasibility study and detailed engineering design that will double the water storage capacity of Malinao Dam and irrigation facilities in Trinidad and Pilar.

      Before the governor left for the United States last week to join Boholanos who compose the Conbusac, he announced that KOICA estimated to finish the feasibility before end of the year.

      This was based on the governor’s recent meeting with representatives of KOICA on June 12.

      They will be here until July to finish their mission so they can finalize the feasibility study before yearend, as assured by Director Kim In, resident representative of KOICA and leader of the Implementation Survey Team for the feasibility study.

      Once the feasibility study is completed, the Provincial Development Council can consider the proposals in the feasibility study for the actual implementation of improvement works on Malinao Dam which will later be endorsed to the Regional Development Council and the National Economic Development Authority (NEDA).

      The study covers the review of the preliminary plan for improvement of Malinao Dam and irrigation facilities including spillway and intake tower, conduct of detailed investigation and survey, preparation of detailed engineering design and cost estimation, preparation of Construction Drawings and Specifications, preparation of bidding documents, preparation of implementation and financial plan, training of managers and engineers in Korea, and provision of equipment.

      Through the feasibility studies and detailed design, KOICA intends to improve technology in water resources development in the Philippines by sharing Korea’s experience and knowledge and strengthen the relationship and cooperation between the two countries.

      Aumentado reiterated that he personally negotiated for the grant with KOICA Executive Director Lee Hae-Kyoon in October last year at the latter’s office in South Korea.

      Giving in the governor’s request, KOICA extended a US$1-million grant to finance the feasibility study and detailed design on the improvement of the Malinao Dam in the municipalities of Pilar and Trinidad.

      Aumentado also appreciated the assistance of Hanjin Project Manager Yung Qu Park who accompanied him to Lee’s office.

      The feasibility study considers improvements that will double the storage capacity of Malinao Dam and extend its services to areas that its irrigation facilities has not reached at present.

      This to solve the woes of farmers whose ricefields have not been reached by the irrigation water of Malinao Dam yet, Aumentado said.

      With the improvement of Malinao Dam, the National Irrigation Administration (NIA) will be able to irrigate all the ricefields in its service area even during dry season. - Bohol Sunday Post
