PNP INVESTIGATION REPORT ON PANGLAO MAYOR CASE CONTAINS "LIES"
Col. Joselito Clarito presented the PNP report of the investigation on the case of Panglao Mayor Leonila Montero during the BIATF meeting this afternoon. There seems to be more than enough IATF rules to "clear" Panglao Mayor Leonila Montero of charges for certain quarantine violations. But the Clarito report presentation has "lies!"
First, the investigation report said the mayor wrote to the governor for clearance (FACT and TRUTH: The governor's office never received any letter from the mayor requesting for BIATF clearance.
Second, the mayor and company underwent quarantine at Amanzana Resort in Panglao since her return from Cebu on September 15 until 18. (FACT and TRUTH: The mayor even attended two separate occasions on Sept. 18----the Coastal cleanup and an event at the Modala Moadto Beach Resort. Photos below prove her presence.
Dr. Yul Lopez, in response to a query from BM Frans Gelaine Garcia, said "a quarantine is quarantine." One has to stay inside if indeed on quarantine.
An LGU certification of acceptance says the mayor and company were to be quarantined at the Panglao Central.
Clarito said a medical clearance is required for the issuance of COVID-19 Shield / PNP Travel Pass. But the medical clearance (dated Sept 11) was issued only after the issuance of the travel pass (dated Sept. 10, 2020).
