Grant the media an interview--be this an order or an advise, Gov. Edgar Chatto insists Dr. Nenita Po, the chief of hospital at Governor Celestino Gallares Memorial Regional Hospital, should consider this tip to appease the howling public amid the reeking can of worms that haunts the institution under her watch.

As far she is concerned, it might be "case closed" for Dr. Po, considering that she had already given her explanation to the governor; and so it seemed, until the hospital chief assured the governor that she is willing to grant the media an interview.

A recent accidental blast, which almost blinded an electrician commissioned to repair an electrical wiring at the hospital's powerhouse system, traced the hospital's problem on "unusual rush of high electrical voltage coming from the hospital's power house system" which appeared to have been kept from the public eye when in fact, it is a government-run hospital.

It is the suspicious disappearance of the victim's medical record at the emergency room that prompted another suspicion that indeed the problem was intentionally kept.

As a result of the incident, the electrician who works in one of the local hotels, is feared to lose his sight.

Amid the seriousness of the issues, Dr. Po only sent the hospital's spokesperson--Dr. Edgar Pizarras--to answer media queries, but only with incomplete information.

In the middle of the planning and assessment workshop of all the chiefs of offices at the Capitol yesterday, Chatto said he was also trying to contact Dr. Po and DOH-7 Regional Director Asuncion Anden regarding the concerns at the GCGMH.

The governor said he already advised the hospital chief to "make herself accessible to the public through the media", pointing out that even if she already gave her explanation to him, it is better for the public to hear it from her.

Since the problem involves power supply, it branched out further to the possible effect of this to the electricity-driven equipment and the back-up generator.

The unserviceable dialysis machine donated by a group from the United States has also added up to the pile of issues besetting the lone regional hospital in the province, aside from another issue on the operation of the dialysis machine which contract with the private partner is about to expire on June 30.

On this, the governor said there is an assurance that the contract will be continued as Dr. Po had told him that the hospital administrators had already contacted their private partner last Monday, as an offshoot of the governor's discussion on the problem with the hospital chief last weekend.
The operation of the dialysis machine is based on a memorandum of agreement with a private partner who is supplying the reagent and the equipment.

Considering that the MOA would expire on June 30, Po reportedly had been asking for a renewal--in fact, way long before the issue cropped up.

The governor said he pointed out to Po that the operation of the dialysis facility at the regional hospital cannot be interrupted "simply because of technical reasons".

"After the discussions last weekend, and by Monday, Dr. Po reported to me that she had already contacted the private partner and she has assured that there would be no interruption by June 30. I would like Dr. Po to also say that in public so that the issue will be closed," Chatto added.

On the concern about the generator, Chatto said Dr. Po assured him that the new generator is operational, but she also wanted the old one to be repaired to serve as back-up.

The governor said he already called the DOH-7 regional director to also raise to her level, the points raised by Dr. Po.

In response, Dr. Anden also assured Chatto that the DOH-7 will check the situation at GCGMH and that if there is no available technical person coming from the regional office, they would outsource a technical service to solve the concern about the standby generator.

The governor reads this as a hint that indeed there is a problem in the item for an electrical engineer within the hospital organization. But Chatto said he will check with the regional director if it is really the problem, since it is the DOH that is running the hospital.
