One common ground that Gov. Edgar Chatto and the Regional Development Council (RDC-7) see eye to eye is that both are now looking forward to seeing its struggles successfully rewarded in the long term by channeling its efforts towards global competiveness by enlisting the youth.
As a young member then of the now-defunct Kabataang Barangay, currently called Sangguniang Kabataan, Chatto cited that the youth, if and when properly trained and made aware of all their options, could be a very effective weapon in maintaining peace and order.
“As appointed leaders, our young could be very valuable in pursuing developmental goals,†the governor stressed.
RDC-7 has set its eyes on tailoring its proposed laws on established global rules, regulations and standards to fit into the picture of universal competence in micro and macro levels for its developmental efforts adding to its list of members the National Youth Commission (NYC).
The proposed membership of the NYC was taken into the floor as part of the meeting’s proposed agenda and was positively received and unanimously approved during RDC’s 3rd Quarter Full Council Meeting in Cebu last week.
Similarly, in Bohol, Chatto has earlier mandated that youth and student organizations, like the Bohol Provincial Youth Development Council, be included in all major associations known for fighting all forms of criminality.
The governor is also strongly behind Bohol’s Provincial Anti-Drug Abuse Council’s (PADAC) campaign in spreading awareness against illegal drugs in all schools throughout the province.
RDC Chair and Cebu City Mayor Michael Rama presided over relevant issues which got the council’s attention but the issue on youth participation got the nod of everyone as part of both implied and established strategies in regional development.
“Complacency has no room in the council when relevant issues concerning regional sustainable development and security and safety are concerned,†RDC members were one in saying.
The youth sector may be young but they are not naïve as to what is happening inside their homes and communities, acknowledged everyone.
As always reiterated by the President, the Aquino Administration’s 16-point agenda includes human, infrastructure and economic developments, as well as sovereignty, security and rule of law, and good governance.
Recognizing this, RDC-7 members have realized that without the help of the youth sector, programs, whether local or national in nature, may never succeed.
