Bohol and Albay Forge Economic Partnership

TAGBILARAN CITY, Bohol –The provinces of Albay and Bohol, no doubt, share a lot of things but the common of them all is tourism even as both have forged the economic partnership last week by signing a pact.

Both recognize that the economic partnership will “create larger and new markets, and would improve their economic efficiency and consumer welfare, enhancing the attractiveness and vibrancy of their markets, and expanding trade and investment not only between them but also in the region,” the pact pointed out.

They also stressed that tourism is an important industry for the economies of their respective provinces, and hence both would “cooperate in promoting and developing tourism in the provinces.”

Outspoken Gov. Joey Sarte Salceda of Albay and Gov. Edgar Chatto signed the said agreement that spells out various aspects of cooperation and development linkage to spur their respective economic targets during the meeting at Bohol Tropics Resort Club in this city. Their respective vice-governors ---- Vice-Gov. Concepcion Lim for Bohol and Vice-Gov. Harold Imerial of Albay and their respective members of the provincial boards ----- also affixed their signatures as witnesses to the agreement.

The agreement aims to: liberalize and facilitate trade in goods and services between the Parties; increase investment opportunities and strengthen protection for investments and investment activities between the Parties; establish a framework for further cooperation and improvement of business environment; and create effective procedures for the implementation and operation of this Agreement.

Areas of concern in tourism are sharing/exchanging of tourism information and promotional materials; Tourists referral; Promote the Provinces of Albay and Bohol as tourist destinations; Promote the individual icon of each provinces which is Mayon Volcano for Albay and Chocolate Hills for Bohol; Exchange of local heritage, historical and culture; Participation in tourism festivals/activities conducted by both provinces; human resource development; and other areas of cooperation which the Parties deem important.

Under the sharing scheme of tourism information, activities such as: encouraging exchange of experts; exchange of information and promotional materials/brochures; provision of appropriate assistance for tourism promotion campaigns; provision of training to persons engaged in the tourism industry; and encouragement and facilitation of cooperation between private entities of the provinces are also being pursued.

Other areas of cooperation are also being tackled and given importance such as peace and security; information and communication technology, millennium development goals, employment, disaster risk reduction and climate change measures.

Both province’s Sangguniang Panlalawigan were in full force including provincial board members Neil Montallana, Arnold Embestro, Ralph Andes, Herbert Borja, Ramon Alsua, Ma. Socorro Sambitan of Phil Councilors League, Joseph Philip Lee of Liga ng mga Barangay, Job B. Belen, Baby Glenda Bongao, and Ireneo T. Sales, all of Albay.

Their counterparts are Bohol senior board members Atty. Dionisio Balite and BMs Godofreda Tirol, Dr. Bienvenido Molina, Brigido Imboy, Josephine Socorro Jumamoy, Gerry Garcia, Romulo Cepedoza, Dr. Cesar Tomas Lopez, Atty. Abeleon Damalerio, Atty. Benjie Arcamo, Crispina Vergara of Liga ng Barangay, Jethro Imboy of the Sangguniang Kabataan and Ramonito Torrefranca of the PCL-Bohol.

After his speech and prior to actual signing of the agreement, Gov. Salceda proposed for Sandugo-like arm-slit and toast and drank their wine before the audience during the occasion attended by all heads of offices of the provincial government, employees and other guests from Albay.
