Australia and Bohol in Development Partnership

“Australia practically has its fingertips all over developments in the province,” Gov. Edgar M. Chatto aptly described long time Australian and Bohol Government partnership as he welcomed to the province Australian Ambassador to the Philippines H. E. Bill Tweddell.

Tweddell was joined by Australian Agency for International Development (AusAID) Minister Counselor Octavia Borthwick.

The Aussie top officials visited the province to assess the implementation of the Australian Government’s current largest cooperation investment, the Philippines Provincial Roads Management Facility (PRMF).

In the stakeholders forum on the progress of road management reforms in Bohol, Tweddell commended leadership of Chatto and the strong multi-sectoral collaboration which he stated were instrumental in the positive impact and economic gains achieved from moving forward with the program, which goal is to help people overcome poverty through improved access to basic services and in Bohol’s case, also provide better network towards tourism sites.

AusAID Chief of Mission Borthwick also expressed enthusiasm of the Australian Government to continue and expand its projects in Bohol as it has been a constructive partner, sustaining and replicating technologies throughout the province.

Tweddell and Borthwick along with PRMF Provincial Coordinator Linda Paredes also turned over P2.8M worth of computing and engineering equipment as well as motorcycles to the Provincial Government during the forum which featured exhibits of Australian Government initiatives in Bohol.

The group then proceeded to Dauis for the inauguration of the Tinago-Biking/Tinago-Bingag Road. While in the province, Tweddell and Borthwick also found time to go to the San Isidro-Catigbian via Caimbang Road.

Chatto for his part said the Provincial Government’s decision to pursue and fully support the AusAID initiative has not only led to reforms in road but even more lasting institutional reforms as in real property tax collection, which eTRACS implementation has spread out in 31 LGUs and is set to expand further next year to 16 more municipalities.

Among provinces where PRMF is implemented, Bohol has been recognized as a leader in real property tax collection.

The long history of cooperation between the Australian Government and Bohol started in the 1990s under the Philippines-Australia Community Assistance Program (PACAP), which provided small grants assistance to poor communities and groups. The Loboc Youth Ambassador Band, and the Abatan Cultural Collective are just some of the successful projects under the program.

Capacity development also included human resource interventions through the Philippines Australia Human Resource Development Facility (PAHRDF), and local planning and funding economic opportunities under the Philippines-Australia Technical Support for Agrarian Reform and Rural Development (PATSARRD).

Other notable AusAID assistance projects are Strengthening Implementation of Basic Education in Selected Provinces in Visayas (STRIVE), the Local Governance Development Program (LGDP) which revived the Bohol Integrated Area Development, and the Land Administration and Management Program (LAMP II), which greatly contributed to the success of LGU Maribojoc at the Galing Pook Awards with their LGU-Led Cadastral Survey / Simultaneous Systematic Adjudication Project.

Began in 2010, the PRMF is a 5 year initiative of AusAID in partnership with the Government of the Philippines through the Department of the Interior and Local Government (DILG) which primary focus is on institutional reform, governance and capacity development to encourage local economic development and improve access to social services, markets and employment.

It specifically targets Provincial Government reform using gravel road rehabilitation and maintenance as the catalyst for systemic improvement in government services. It is currently implemented in the 7 provinces of Agusan del Sur, Bukidnon, Guimaras, Misamis Occidental, Misamis Oriental and Surigao del Norte, including Bohol and is set to expand in the provinces of Aklan, Davao del Norte and Lanao del Norte.
