A list of the top 20 schools in the Philippines that has been circulating online is fake, according to the Commission on Higher Education.

According to the Office of the Chairperson of the Commission on Higher Education, there is no such survey.

While CHED and the Professional Regulation Commission conduct an annual evaluation of board exam results, this is done to look into the statistics, and not to rank schools, according to CHED.

The list, which went viral on Facebook this week, claims its statistics are "a result of the study conducted every 10 years by the PRC and the CHED, based on the average passing in the board examinations of all courses of all universities and colleges in the Philippines."

The fake list is very misleading, as statistical data is taken into account annually, not every 10 years, according to CHED.

The list, which also claims to be based on rankings as of October 2012, has the University of the Philippines Diliman as the top school in the Philippines, followed by UP Los Baños, UP Manila, Silliman University, and Ateneo de Davao University.

The list is not posted on the official websites of either the PRC

Centers of Excellence and Centers of Development

And while there is no official list that ranks schools in the Philippines, CHED identifies Centers of Excellence (COEs) and Centers of Development (CODs) as "either public or private higher education institutions (HEIs) which have demonstrated the highest degree or level of standard along the areas of instruction, research and extension."  As of October 2010, CHED identified 100 HEIs with COEs/CODs. 

From the fake list of top 20 schools, 16 were listed among CHED's COEs/CODs: UP Diliman, UP Los Baños, UP Manila, Silliman University, Ateneo de Davao University, Ateneo de Manila University, University of Santo Tomas, Mindanao State University-Iligan Institute of Technology, Saint Louis University, University of San Carlos, Xavier University, Mindanao State University-Naawan, De La Salle University, Mapua
Institute of Technology, Adamson University, and Central Mindanao University.

Pamantasan ng Lungsod ng Maynila, Urios College, Polytechnic University of the Philippines, and University of Southern Philippines were not on CHED's list of COEs and COD's.

CHED also collated data from the PRC-Education Statistics Task Force to show the overall performance of HEIs in the 2009 PRC licensure examinations by discipline and category.

Last June, international education network Quacquarelli Symonds ranked five Philippine universities among the top 300 universities in Asia in its 2012 list.

State-run University of the Philippines in Diliman ranked 68th on the list, while Ateneo de Manila University ranked 86th and De La Salle University ranked 142nd.

The University of Santo Tomas, which marked its 400th anniversary last year, is 148th.
On the other hand, the University of Southeastern Philippines in Davao City was among those ranked 251st to 300th.

However, QS rankings are not based on students' performance.  QS provides an annual list of world university rankings according to six measures: academic reputation; employer reputation; faculty/student ratio; citations per faculty; international faculty ratio; and international student ratio. — RSJ, GMA News

Top 20 Schools in the Philippines

I applied to 2 medical schools in the Philippines; was accepted to both. I considered 1) Santo Tomas College of Medicine and 2) University of the Philippines College of Medicine. Alas, I decided to attend an American one.

Lisod kaajo ilang medical college entrance exam...kanang UP.

I have friends here in the hospital who are graduates of UP College of Medicine. They ace the United States Medical Licensing Exams. You really can tell from their demeanor kai very confident sila and legitimately so. UP College of Medicine is the best in the entire Philippines; and one of the best medical schools in all of Asia.

University of San Carlos is also a good one. I have many relatives that graduated from that school. :)

There was one time I heard an anecdote from a surgeon at work , who is a graduate of University of the East's Medical College, and it went like this:

One time there were 12 medical students from La Salle College of Medicine attending to patients, however, upon hearing that another 12 medical students were coming, they immediately made way especially after hearing that they were from University of the East, which is known for excellence in Surgical Medicine. The students from University of the East, who were busy performing thoracocentesis on patients with the students from La Salle College of Medicine observing, immediately found out that there was yet another batch of students. From the sound of their voice, the posture of their gait, they realized these were UP Medical Students. Immediately, the UE Medical students moved out of the way for the UP Students.

The one who was telling me this anecdote is a Cardiothoracic Surgeon , and a graduate of University of the East's College of Medicine. Apparently, according to him, there is a clear sense of hierarchy in the medical echelons in Philippine teaching hospitals with UP students being regarded as 'Cream of the Crop'.

I wonder if this is indeed true.

such hierarchies are more imagined than real, i believe.  it's the stance of students.  when they become professionals, the schools where they came from doesn't matter anymore.  (think pma-er; a philippine military academy cadet has imagined "class".  let this same guy graduate and be a 2nd lieutenant in basilan... or a coup leader like trillanes.)  anyways, as for medical schools, the reputation of the university of the east is perceived to be better than that of u.p.  and there's silent cebu institute of medicine, which does not only produce board placers but almost always end up with a 100% passing mark, a feat hardly equaled by other medical schools.

maybe one hint that there's something wrong with the list is no. 20.  there is a university of southern philippines foundation (USP-F) in cebu city.  what is in davao is university of southeastern philippines (USeP).

Thanks for that insight, Isles. To be honest with you, when I was still applying to medical schools some 5 years ago, my relatives urged me to go to attend medical school in the philippines. Had I decided to go, I think I would have attended UP. I passed their UP medical entrance exam and was give admission, pero, that was hard. The UP Medical entrance exams (UPCAT & NMAT) was definitely harder than the United States' MCAT (medical college admission test). Santo Tomas was my second pick, only because of their history and their links to rotation sites in the United States.

Prior to moving to UK, he completed his residency in Cebu Doctor's Hospital.
