LGUs CAN USE THEIR SPECIAL EDUCATION FUND TO PRINT STUDENTS’ LEARNING MODULES, SUBSIDIZE INTERNET ACCESS

To augment the P9 billion the Department of Education reportedly has for the printing of public school students’ learning modules, local government units nationwide can draw from their respective Special Education Fund.

The SEF is exclusive for education purposes, so there should be funds there which can be budgeted or realigned for the urgent needs now and until the end of 2020.

SEF funds must be released soon because thousands of teachers are still welcoming donations of supplies and other items they need for their learning modules. This need is especially acute in smaller schools with fewer students because their MOOE budget per school is barely enough to pay for basic needs like electricity, water, sanitation, internet, and phone bills.

A school’s MOOE is tied to how many students are enrolled. The more populous the campus, the higher their MOOE funds.

The more financially-able LGUs can opt to use their SEF  to lease or purchase desktop computers, laptops, pocket wifi, and broadband subscriptions. Perhaps, they could even acquire BGANs and VSAT equipment to significantly improve the internet access of their students and teachers.

But funds for building new classrooms and buildings and for repairing or renovating old ones should be kept mostly intact because sometime next year perhaps, the students would eventually return to the campuses, so those new structures would be needed.

Instead of funding the construction of school clinics or conversion of some facilities into school clinics,  I would rather that DepEd spend heavily on hiring doctors, nurses, dentists, guidance counselors, psychologists, and psychiatrists.

These healing professionals can do much more than any building or office structure can.  We need these healing professionals to make sure our students and teachers are healthy while they study at home and when they eventually return to their classrooms when the COVID-19 dangers have abated. (END)
