MANILA -- The Enhanced Basic Education Act of 2012 or the K to 12 bill passed its final reading in the House of Representatives Monday night.

House records show 198 legislators voted in favor of the measure while eight others voted against it.

Representatives Thelma Almario (Davao Oriental), Teddy Casino and Neri Colmenares (Bayan Muna), Rafael Mariano (Anakpawis), Antonio Tinio (ACT Teachers), Raymond Palatino (Kabataan), and Luzviminda Ilagan and Emmi de Jesus (Gabriela) voted against the measure.

The House of Representatives had to reconsider the voting on the bil because some lawmakers thought they were voting on a different bill. The first vote was 203-1 with Almario as the lone dissenter.

House Bill 6643, which will add two more years to the basic education cycle, was approved in second reading last October 17.

The proposed K to 12 law prescribes for an enhanced basic education program that encompasses one year of kindergarten education, six years of elementary education, and six years of secondary education consisting of four years junior high school and two years senior high school education.

The K to 12 bill also seeks to extend the benefits accorded by the Expanded Government Assistance for Students and Teachers in the Private Education Act to the poor but deserving students enrolled under the enhanced basic education.

Before the K to 12 bill is signed into law, both the House of Representatives and the Senate would need to reconcile conflicting provisions in a bicameral conference committee. (Kathrina Alvarez/Sunnex)
