DELAY SCHOOL OPENING TO AUGUST

I am recommending to the DepEd, CHED, TESDA, and IATF to please, for this year and probably on trial basis, synchronize the opening of the new school year either in August or September.

Huwag po nating ipilit buksan ang school year sa June. Mabuti nang nag-iingat at daig ng maagap ang masipag. Maraming eskuwelahan ang kinailangang gamitin bilang staging area, relief goods distribution center, o temporary community quarantine facility. Marapat lamang na malinis nang maigi ang bawat sulok ng mga paaralan.

We must make certain every school, every classroom is disinfected, clean, and safe for our youth and teachers to use on a daily basis. The week-long or usual Brigada Eskuwela will not do. We should devote an entire month for decontamination of all school and sports facilities, including dormitories, used for COVID-19 response measures.

The delayed opening in August and September would also give the national and local governments time to work out solutions to make sure every student who should be attending school this year will be able to, despite the economic dislocation resulting from COVID-19.

I ask the Departments of Finance, Department of Budget and Management, and the education agencies to recommend to Congress a PANTAWID EDUKASYON conditional cash transfer program for all students in the low income and lower-middle income brackets.

All the education agencies have existing electronic voucher systems. We may need to double or triple the funding for those education vouchers. We could also give food vouchers and transport fare vouchers.

Madalas problema ng mga bata ang baon (daily allowance) para sila makarating sa eskwela, makakain habang pumapasok, at makauwi sa kanilang tirahan. Problema din ang pang-matrikula at mga installment payments. Kailangang matugunan ang mga mahahalagang bagay na ito.

It would be easy for families in financial distress because of COVID-19 to stop sending their kids to school. The government must assure them that they must keep their kids in school and the government will be there to help because it is a must.

DepEd and CHED should inform Congress soon of how much budget they need to prevent a spike in dropouts next school year. The school enrollments later this year should be higher, not the same or lower than last year. (END)
