kung maayo man kaha pagkadala ni mr. rapal ang corella, sayud tang tanan dinhi nga ang corella mga ang source sa tubig nga gipalawig ngadto sa tagbilaran ug uban pang mga lungsod. ngano ang corella dunay dili mo-menos nga 1.4 milyon pesos utang ngadto sa BWUI.

kini unta angay natong hisgotan, ang issue. nindot unta ug dunay mo-research ani para matataw jud ang hinungdan. i'm thinking investigative journalism ba. ang resulta i-publish in public para mahisgutan.

kahibawo na man tingali mo sa kontrobersya sa pag-angkon ni Villar nga siya gikan sa kawad-on. mora mag di diay tinuod daghan na kaayong mga artikulo nga naa sa mga newspaper.

Kaboy...., salamat sa imong gipadayag nga estorya nga mangasaba diay ni si mayor. Wala ko masayod sa tinuod nga panghitabo diha .Ang mga daray diha akong mga kaliwat mga suporter ni Andro Tocmo, kanhi mayor,  nga amahan ni Dodong Tocmo, kay mga paryente lagi. Ang akong amahan, first cousin sa asawa ni Nong Andro nga si Manang Tutang. Pag-uli nako niadtong 1999, si Rapal na ang mayor. Ang tanang nakong mga paryente didto na sad mo support ni Vito kay taga Canangca-an man, ug ikaduha, ang asawa ni Vito caliwat sa mga daray clan.

Ako walay kasayuran  sa panghitabo diha, kay  talagsa ra ko  makauli. Makakuha ko ug mga paghitabo diha gikan sa mga estorya sa taga Canangca-an nga akong gikakita diri sa Davao. Sa akong nakita , daghan ug accomplishment si Vito kay ni Dodong kon kalamboan ang hisgotan..

Kay election man, panahon na magpili mo ug mga bag-ong mga leaders sa Corella.

MEMORANDUM OF AGREEMENT
(WATER EXTRACTION
)



That this Memorandum of Agreement (mOA), made, executed and entered at the City of Tagbilaran, Philippines by and between:

The MUNICIPALITY OF CORELLA, a local government unit duly established, existing and operating in accordance with the laws of the Republic of the Philippines, with principal office at the Town Hall, Corella, Province of Bohol, represented herein by Hon. Vito . Rapal, Municipal Mayor, upon authority of the Sanguniang Bayan Municipality of Corella pursuant to the SB Resolution number 30-04, series of 2004 (copy of which is hereto attached), herein referred to as the "MUNICIPALITY" .

and

BOHOL WATER UTILITIES, INC, a duly organized corporation, valid and existing under the laws of the Philippines, with principal Office at Unit 15 & 16 New Capitol Complex, J.S. Torralba St., Tagbilaran City, Province of Bohol, represented by Mr. Hamelito A. Quiokeles, Vice President for Utilities, herein referred to as "BWUI";
WHEREAS, the MUNICIPALITY has considerable supply from underground water resources that could augment the water requirement of BWUI:

WHEREAS, BWUI have obtained the water rights located at the MUNICIPALITY through the Provincial Government of B0hol and have established and operated five (5) pumping stations and facilities within the territorial jurisdiction of the MUNICIPALITY; 

 
WHEREAS, BWUI cannot adequately supply the water needs of its consumers without tapping the water sources coming from other Local Government Units outside the City of Tagbilaran where BWUI franchise is located.

WHEREAS, the. Philippine Constitution and its Local Government Code of 1991 declare that the Local Government Unit shall have a just share in the development of its natural resources.

WHEREAS. in anticipation of the overspill development effect of the City of Taghilaran where expansion trend is going to the MUNICIPALITY, it is but fair and just that it shares the benefits derived from the establishment of the five (5) deep wells located within the territorial jurisdiction of the MUNICIPALITY:

NOW THEREFORE,  for in consideration of the foregoing premises and the mutual covenants and agreements hereinafter set forth, the
MUNICIPALITY and BWUI  mutually agree as follows:

1. BWUI shall supply free of charge potable water in bulk or not more than 15,000 cu. m per  month to the MUNICIPALITY through interconnection of pipeline owned by the MUNICIPALITY into the transmission mains of BWUI. Whatever unconsumed water from the 15,000 cu.m. free water per month, such unconsumed balance can no longer be claimed by the MUNICIPALITY for use and consumption in the succediing months. 

2. The total of water delivered or infused BWUI into the waterworks system of the MUNICIPALITY  shall be measured and based on an inline water flow meter reading. The consumption recorded in the flow meters of BWUI shall be read monthly by BWUI with the representative/s from the MUNICIPALITY

3. BWUI shall ensure that the quantity of the potable water that it will supply shall always be within the PHilippine NAtional Standard or the Worls Healh Organization (WHO) standard.

4. BWUI shall pay the MUNICIPALITY as a Royalty Fee of P.0.25 per cubic meter for the water being extracted leess the free water to the MUNICIPALITY from the existing and operating five (5) deep wells of BWUI beginning upon the effectivity of this agreement

5. In any future establishment of new deep wells, located within the territorial jurisdiction of the MUNICIPALITY, BWUI shall pay to the MUNICIPALITY as Royalty Fee of PHP 0.50 per cubic meter of water being extracted from the new ells during its operation.

6. The Royalty Fee shall be adjusted proportionately whenever BWUI is allowed to increase the water tariff to its customers by the National Water Regulatory Board (NWRB)

7. BWUI shall provide for a free of charge reasonable water service to the owner of the land where the pumping stations are located.
 
II. MUNCIPALITY's OBLIGATION:

1. the MUNICPALITY shall have access to use of water by interconnecting pipelines of the MUNICIPALITY into the transmission mains of the BWUI provided that the MUNICIPALITY shall inform in writing and coordinate its tapping with BWUI.

2 . The MUNICIPALITY shall pay to BWUI for water used in excess of the 15,000 eubic meter per month based bulk rate PHP 8.00 per cubic meter

3. The MUNICIPALITY through the Philippine National Police, shall provide security and protection and for the safety and smooth operation of the water service facilities of BWUI.

4. The MUNICIPALITY shall allow upon request of BWUl to establish new pumping well/s should there be a need in the future in order to augment water supply to the consumers of BWUI provided that BWUI shall have obtain drilling permit from the NWRB

5. The MllNIClPALITY shall provide the necessary counterpart support measures for the sustainability of its water resources by way of municipal ordinances for "water  conservation and establishment of watershed areas and to campaign against slash and burn farming or "kaingin".

6. The MUNICIPALITY shall assist BWUl in securing the necessary right/s-ofway and resolving right-of-way problems that may arise as a result of the installation of the transmission mains, pumping stations and other future facilities necessary for the operation of the pumping stations.

7. The MUNICIPALITY shall maintain its waterworks system (piping network, service connections and facilities). System loss and other non-revenue water after the flow meter shall be the responsibility and sole accountability of the MUNICIPALITY.
      III. PRICE ADJUSTMENT

I.The selling price of bulk water by BWUI as stipulated in 11.2 above is subject to adjustment (increase or decrease) as follows:

la. If the change in power cost per kwh during the six month period exceeds 5%.

The  review is done every six months and the adjusted price per cubic meter shall take effect in the month immediately following the review period. The following fOlTImla shall be used to determine the amount of adjustment per cub'ic meter.

This Agreement or any part or  portion thereof shall he modified or revised which can be  initiated by both parties only,through formal written agreement between the parties hereto, citing therein the specific clause or provisions to be revised and the corresponding amendment/s thereto.

BWUI may assign the rights and obligations to this Agreement upon written notice-to the MUNICIPALITY, The assignment shall stipulatation and terms and conditions of this Agreement will bind  the assignee.

VI. TERMS AND EFFECTIVITY OF THE AGREEMENT

1. The Term of this Agreemen,  shall be twenty-five (25) years renewable for another 25 years upon mutual agreementl of the parties.

2  This ageeement shall be effective Janaury 1, 2003 shall remain valid and enforeeable for a period of twenly five (25) years, reckoned from the date of its effectivity, unless sooner or later terminated in accordance with the provisions of this Agreement and applicable laws of the Philippines.

3. f any provision or stipulation of this Agreemnt shall be held or declared invalid by a court of competent authority., the other provisions or stipulations hereof not so declared shall remain in full force and effect until full term of theis Agreement.

4  This agreement shall, uopn signing by both parties, supersede and cause the previous Memorandum of Agreement null and void executed between the Provincial Government of Bohol and the Municipality of Corella to be null and void.

HURDLING CHALLENGES IS HIS WAY OF LIFE

Leadership takes multifarious forms and is approached in varied dimensions depending upon the orientation and perceptual field of the leader. There are those who are autocratic and dictatorial and don’t succumb to the idiosyncrasies of others. There are those who adhere to the democratic tenets and let the will of the majority prevail. The paternalistic acts like a father patting the shoulder of a child while catering to his whims. The believer of the laissez faire style let governance be unfettered and uncontrolled. All these have their own advantages and disadvantages; and they are effective depending upon some parameters. Some leaders cannot be confined to one particular style. But everything else considered, the most effective is the leader who makes things happen, not just sit in a corner and wait for things to shape up. One such leader is Mayor Vito Beltran Rapal of Corella. He loves challenges.

Right from his birth in Sinacaban, Misamis Occidental on February 12, 1960, Vito’s life has always been a big challenge. His parents, Andres Rapal and Esperanza Beltran, were poor. Even in childhood he was aware of their poverty, compared to the others around, most specifically those born with the proverbial silver spoon on their mouth and golden platters on their table. He was a mute witness to how his parents labored to make both ends meet. At an early age, he was already convinced that he has to work doubly harder than the rest, if her were to realize his dreams. This boyhood awakening was an indoctrinization to life’s realities that was to serve as a driving force for his personal quest and upliftment. It was also his link to the masses as he was one of them. This upbringing became a solid foundation when, later in life, he realized he is happiest fighting for a cause, taking challenges, while serving others.

Vito first studied at the Libertad Alto Elementary School in Sinacaban. For his secondary education, he started to fend for his upkeep. Knowing that his parents were incapable of giving him the necessary support for his educational pursuit, he decided to venture on his own. He became a working student, doing some chores at the St. Joseph Parish Church while taking high school subjects. This sacrifice paid off. He graduated a responsible man in 1977. Equipped with a sense of adventurism and determination he packed his bags and went to Cebu City. At nineteen years of age he was employed at the Birdsman Enterprises, an exporter of Bohol products.

Vito decided to pack his bags once more and went to Musuan, Bukidnon and enrolled at the Central Mindanao University, still working his way through college. He finished Bachelor of Science in Education in 1983.

The fresh graduate first worked as a classroom teacher in the Lorenzo Tan Barangay High School in Tangub City. He immensely enjoyed his new responsibility and would have stayed there considering the opportunities for promotion. But this time, something irresistible beckoned. In his brief working stint in Cebu, he met and fell in love with a lovely department manager of Birdsman Enterprises, Flora Yap Caliao, who is a Boholana from Corella. The years and the distance parting them did not severe the ties, instead their affection for each other blossomed. They decided to tie the knot in 1985.

This decision was the turning point of his life. They decided to settle down in Corella, and ventured into entrepreneurship, as suppliers of native products. While the business prospered he went back to teaching. He was first assigned in a far-flung Canhayupan Barangay High School in Dimiao. It was another challenge as he had to be away from home most of the week.

In 1986 he was appointed Barangay Captain of Canangcaan, this was right after the EDSA People Power revolt. It was a new challenge for him, which he handled the best way he can. This was his introduction to politics.

It was in 1987 when he was transferred to Corella High School; it was a welcome change as he always wanted to be with his family. Until he saw the immediate needs of the school, which lacked rooms and other facilities. From his fellow teachers came the requests and pleas which fell on deaf ears. This was the situation he himself was a witness for five long years. Complacency would have been a recourse, because there was nothing one can do about it. But not for Mr. Vito Rapal. He had to do something to assuage the situation. He did an unexpected move those with lesser resolve would not have done. He resigned from his teaching position and ran as Vice Mayor of Corella. Being a neophyte and lacking financial backing, he did not make it. In 1994 he was elected Punong Barangay of Canangcaan, and later ABS President, paving his membership to the Sangguniang Bayan.

Corella High School was founded by Atty. Epifanio Bolando when he was the Mayor of the town. This saved hundreds of students from travelling to Tagbilaran City and other neighboring municipalities with secondary schools. As a teacher Vito Rapal felt the need to develop the school for the sake of the students and their future. In an audience with the then administration he was taken aback when upon insisting on the school’s pleas he was bluntly told, “...nganong ikaw man ang magbuot?...” And he was challenged to run as Mayor. It was a challenge he took hook-line-and-sinker.

Beforehand he had to weigh and place everything in its proper perspective. His wife is a relative the then dispensation. He knew the hazards, including the expenses, and ruffled feelings. On the other hand were the many who inspired him to go on with his pursuits for the good of Corella. He was an outsider who was trying to knock his head on a thick concrete wall of administrative influence. But his cause was noble. The people of his hometown can always make their own decision. They decided on his favor, not by a landslide margin, but he won.

Mr. and Mrs. Vito Rapal have two children. The oldest is Homer, 20 years old and a BSMT student of PMI-Bohol. He passed the recent PNP examinations and may decide to be a policeman. Hubert is 13 and is enrolled at Holy Name University High School Department. Like any doting father he wishes his children to succeed in their studies first. He cannot forget that his pursuit for education was a big sacrifice, and he knows the importance of education in opening up the minds, especially the young, to noble service.

Corella High School is now computerized and has more classrooms and other facilities. He has built the Municipal Public Market. His Barangay Road Network is on-going. Negotiation have already been finalized with BWUI for Corella to collect P25 per cubic meter for the water it has sourced for Tagbilaran City. This is retroactive January 13, 2003, at P200, 000 a month. A good source of income for a town that is developing.

When he first sat down as Mayor he did not feel much comfort, for he was treading on an alien territory, with majority of the Sangguiniang Bayan members and even the Mayor’s Staff being adherents of the previous administration. But he took things in stride and still is beset with the same problems at the Sangguniang Bayan. What is important is he is trying to do his job the best way he could. A municipal employee told this writer: “Sa una magpanagana mi kay bag-o pa man siya. Karon among nakita unsa siya ka matinud-anon sa iyang trabaho. Busa miduyog na ‘mi niya.”

Mayor Rapal has big plans for Corella. He finished the renovation of the Municipal Building. On-going is the construction of the Public Market, that was burned months ago, whose funding he has to ask from higher officials of the Province. Another project is the concreting and widening of Municipal and Barangay roads. One big project he dreams of is the acquisition of heavy equipment for the maintenance of roads. As a teacher he won’t stop finding means to improve the schools of the town.

When he ran as Mayor the skeptics saw in him a David fighting his Goliath. This initial success has not gone to his head. Deep inside he considers himself as an ordinary laborer. He wakes up at four in the morning, just what he used to when he was a working student. Asked whether he will seek a second term as Mayor, especially now that he has his own bigger following and the chances of winning is sky-high, he just smiled and said that if it is the will of the people, he will continue serving them. After all, hurdling all the kinds of challenges is his way of life.

Bohol’s identical triplets ‘Tres Marias’ amazing at 82

CORELLA, BOHOL, Philippines—Three’s company for the Buagas triplets who turned 82 this year.

Known as the three Marias—Maria Magdalena, Maria Cleofe and Maria Salome—the identical triplets were born to Lucio Buagas and Feliciana Lumain in Poblacion, Corella town, on Feb. 16, 1928.

Being triplets, they never failed to arouse curiosity. However, everyone thought it was pretty amazing when they reached the age of 82.

“Honestly, our parents had other names in mind but the priest who baptized us turned us into the three Marys,” said Magdalena in Cebuano.

Magdalena is considered the eldest because she came out first, followed by Cleofe and finally, Salome.

Triplets are rare and even more so during pre-war days.

“Our parents told us our house was like a church after we were born. People wanted to see the three babies born to one mother,” Cleofe said.

Cleofe and Magdalena, both single mothers, live in the house of the latter’s son in this town.

For this interview, they were joined by Salome, a widow, who came from the house of her daughter in Barangay La Paz, Cortes town.

Bracelets 1, 2 and 3

The years have been kind to the three ladies, who look sprightly and healthy. Yes, it was still difficult to tell them apart.

“After we were born, our father put bracelets with Nos. 1, 2 and 3 on each of our wrists so people can tell us apart,” Cleofe said. Her two sisters nodded, smiling.

At their baptism, they said they were separately brought in and out of the church using a different passageway. Old-timers had given strict orders not to bring them together because they believed it was bad luck.

Their identical features had given them unique experiences.

While studying at the Corella Elementary School, they had an unfair advantage over their classmates.

“When our teacher asked a question, the one who knew the answer stood up regardless of who had been called,” Salome said, smiling.

At that time, they not only looked alike, they wore the same clothes, sported the same haircut, and had almost identical handwriting.

Confusing, fun

Salome recalled a visiting priest who refused to give her Communion thinking she had returned for seconds. The altar boy had to explain she was a triplet before the priest agreed to give her Communion.

“It must have been confusing for many people. For instance, a neighbor was amazed at how fast I could change my clothes. The truth was he had seen one of my sisters walking home from church and a few minutes later he saw me,” Cleofe said.

It was fun when they became teenagers and started getting their share of admirers.

Magdalena recalled walking home with a boy who thought she was one of her two sisters.

“When we were close to home, I yelled to my sister that a boy was looking for her. He never came back after that,” she said, laughing.

Sad times

They also had their share of sad moments.

Their mother died when they were only 7 years old. Their father, a farmer, had to raise three young daughters all by himself. He turned to his parents for help.

“Our grandfather paid nursing mothers to breastfeed us,” the triplets chorused.

Sometimes, they walked barefoot to school. When it rained, they covered themselves with banana fronds as they had no umbrellas.

Cleofe and Salome reached only Grade 6 while Magdalena was sent to a dressmaking school in Tagbilaran.

While Magdalena pursued dressmaking as a livelihood, Cleofe and Salome decided to go into trading jewelry in Misamis Occidental, Mindanao and even Cebu.

Missing each other

They could not recall if they experienced anything supernatural while away from each other. They, however, made it clear they longed for each other’s company.

“We always felt for each other. As kids, when our father scolded any of my sisters, I cried with them,” Magdalena said.

Asked about the secret of their long and healthy life, the three said their diet consists mostly of vegetables and they hardly eat pork.

“A farmer cannot afford meat so we grew up eating vegetables and root crops,” Magdalena said.

As triplets, they were never lonely—they always had each other.

“Our growing up years were difficult but we stayed close to God with constant prayer,” Magdalena said.

Celebrated

When they celebrated their 82nd birthday, Salome said she was pleasantly surprised when Tagbilaran City Councilor Oscar Glovasa gave each of them a cake.

“We were brought to the Tagbilaran City Hall because Mayor Dan Lim wanted to meet us,” Salome said.

Growing old gracefully

After living an accumulated 246 years, raising seven children, 22 grandchildren and two great-grandchildren, the three Marys showed no signs of crankiness usually equated with age.

On the contrary, the Buagas sisters said they would go through life with the same innocence and happy disposition they had as children.

“They are still very active in community affairs, particularly in religious activities,” said barangay chair Jose Nicanor Tocmo Jr.

Tocmo said many people in the barangay looked up to the three ladies.

“It is rare to see women their age adapting casually to the complexities of the changing times,” he said.

Thanks for the info. I am so happy to see Ipong's name here, never thought he was from Corella. Nong Dodong as we used to call him is one of the congressmen I respected. We personally know each other way before his Batasan time. He is such a very good man, a visionary and doer at the same time. He really made a difference to Makilala when he was the Mayor, am sure he made a difference in our district as congressman.

Ayaw pag sulti ug dili tinuod. Si Mayor Dodong Tocmo dili taga Canangcaan, taga Sawang. Si Vice Mayor Rapal resided in Canangcaan since 1985 kay naminyo ug taga Canangcaan ,Siya ang nakahatag ug daghang improvements sa Corella.
