Over the weekend AHAPI medical team along with their vollunteers conducted a medical mission in where almost all household came to seek free check ups, Dr. and medical consultations and free prescription medicines to persons who would not be able to afford such help on their own.

15 vollunteers from the BRGY. also joined in to help with the medical mission team.

The medical group started at around 8AM and had taken the last pateint around 4:45PM in the evening.

AHAPI's medical perrogative is to help mostley senior citizens who have a hard time to get a ride to get help or for those seniors who would not be able to afford such help on their own .

The medical group also helps all other ages as well.

Thank You for all of you who assisted in the medical mission this weekend in Corella. :)

Corella mayor to face graft charges
The Sangguniang Bayan (SB) of Corella is set to file court charges against their Mayor Vito Rapal for entering into an agreement with Bohol Water without imprimatur from the council.
This was confirmed by Rapal's former running mate, Vice-Mayor Isabelo Daquipil, saying the SB is set to file a court action against the mayor.
The SB's counsel, Alberto Y. Bautista, also confirmed he is readying graft charges in behalf of the council against Rapal.
But Rapal, who remained unfazed, said he is not afraid of the case and will face it.
The row between the SB and the mayor stemmed from the conflicting royalty fee on water extraction being imposed and collected from the Bohol Water Utilities Incorporated (BWUI) by the municipality of Corella, and the way the Memorandum of Agreement on water extraction was signed.
Daquipil said the mayor failed to secure authorization from the SB for him to sign and make the MOA effective and binding. He argued that the MOA is inconsistent with the existing Ordinance No. C-013, imposing royalty fee for water extraction in the amount of P1.50 per cubic meter. The mayor signed the ordinance which was enacted on March 12 last year.
Instead, the MOA signed by the mayor in Cebu provides only P0.25 per cubic meter for existing pumps and P0.50/cu. m. for additional wells excavated.
Due to the failure to secure SB’s imprimatur, the council decided to pass Municipal Resolution No. 71-05 that declared the said MOA “as null and void.” Kagawad Raymond Paul Jamero Logarta sponsored the said Resolution, which cited that the contracting parties failed to protect the interest of the town and that there was “no concurrence” on the MOA by the SB.
MOA “INCONSISTENT”
Under the same MOA signed by Rapal and BWUI vice-president Hamelito A. Quiokeles, the company “will supply free of charge potable water in bulk of not more than 15,000 cu.m. per month” to Corella through the town’s pipeline. Any excess or “unconsumed” water from 15,000 cu.m. cannot be claimed by the municipality for use in the following months.
The municipality however shall shoulder any excess of 15,000 cu.m. of water consumed at P8.00/cu.m.
The mayor said that the accusation lodged by the SB that the rate of P0.25/cu. m. for royalty fee is prejudicial to the town is inappropriate.
The mayor has arranged with BWUI for additional 10,000 cu.m. per month in case an excess of 15,000 cu.m. will be used so that the town cannot anymore pay the excess water consumed by four barangays being served by the utility.
NO TRANSPARENCY
The vice-mayor and other SB members questioned the signing of the MOA that was done in Cebu.
He said this definitely would raise eyebrows among his colleagues in the legislative chamber.
Although he admitted he signed the MOA as witness, he hastened to say that it did not mean he already concurred with it since it has to go through the SB.
He felt he was “shortchanged” because he was supposed to attend a seminar after the mayor called him to come to Cebu without prior information.
But it turned out he was made as witness to the MOA signing with the presence of BWUI’s Vice-President Hamelito A. Quiokeles and Engr. Robles, also a witness.
CITY’S WATER SUPPLY THREATENED?
The possibility that water needs in the city may be at risk is not remote when officials of neighboring Corella town, where the city is dependent for its potable water, decide to cut the supply.
This scenario remains to be seen as long as Corella officials will keep on squabbling on the legality of the MOA.
Rapal earlier said that if things get worse he would close down all the exiting five pumping units located in his turf when they (officials) cannot agree and if their differences remain unsettled upon the advice of his lawyer.
“Kon ganahan ko nga ipa-stop, pwede ra basta mo-advice ang atong lawyer nga ipa-stop.So the outcome tua na sa mga tawo sa Tagbilaran ug sa among mga tawo sa Corella.” (If I want to stop supplying water to Tagbilaran, I think it would be okay upon the advice of our lawyer but the city and Corella consumers will be made to suffer.)
He blamed politics and tyranny of numbers in the Sangguniang Bayan as the culprit of their wrangling.(RVO)
