A poultry dispersal project shapes up following the passing-on-the-gift concept pushed by 3rd District Rep. Arthur Yap to provide alternative livelihood by maximizing the backyards.

Members of the Carmen Samahang Nayon Multi-Purpose Cooperative (CSNMPC) based in Poblacion Sur, town of Carmen are the pioneer beneficiaries of a poultry dispersal project that Yap facilitates as a congressman.

Yap entered into a memorandum of understanding on November 24 with CSNMPC represented by its chairperson, Rosa Dumagan.

Yap has conceptualized the HEART program that covers the areas of health, education, agriculture, rural infrastructure and tourism to better serve the constituents and the project is a way to manifest this.

It is explained in the MOU that under the agriculture program, the Office of Congressman Yap is implementing a Native Chicken Dispersal Project through which native chicks will be produced and distributed to qualified and deserving people’s organizations (POs).

The CSNMPC has been chosen as a recipient of the project.

In the MOU, the CSNMPC—as the “project holder” will implement the project, including the practice of passing on the gift.

The Office of Congressman Yap, through the HEART Program, will provide the native chicks to the CSNMPC for their poultry dispersal scheme.

The cooperative will identify the qualified beneficiaries of the project and submit to the Office of Congressman Yap or to his representative, the names and addresses of the qualified beneficiaries.

CSNMPC assumes full accountability in the implementation of the project, recognizes and agrees that the project is in the concept of dispersal and requires that its benefit shall spread to other qualified beneficiaries by way of distributing to the latter the offsprings of the native chickens given to the preceding beneficiaries.

As project holder, the cooperative will prepare a progress report every six months and shall submit the same to the HEART Program coordinator or its staff.

Project evaluations will also be done to monitor the progress of the project.
