9 stolen vehicles in Paranaque and Pasay recovered

The National Capital Region Police Office (NCRPO) today announced the arrest of four carnapping suspects and the recovery of nine suspected stolen motor vehicles as part of its continuing anti-carnapping campaign.

NCRPO chief Director Roberto Rosales said the successful operation was launched by the Regional Traffic Enforcement Unit (RTEU/ANCAR) earlier this morning in Paranaque City and Pasay City.

Rosales said the operation resulted in the arrest of Christoper Pelingon y Basaca, 35 years old, married, a resident of 27 Pacific Gran Villa, Sto. Nino, Paranaque City; Felicito Roda y Cabuhal, 41 years old, married and resident of Sucat Road , Paranaque City; Ricardo Guarino y Cordeta, 36 years old, single, former Philippine National Police personnel and a resident of 503 Barcelona Street, Binondo Manila, who was cornered in front of Blue Wave Restaurant located along Macapagal Avenue Pasay City, and Louie Dayon y Sevilla, 35 years old, married, casino financier and resident of Lirio St., CAA, Las Pinas City, who was arrested in front of Heritage Hotel, EDSA corner Roxas Blvd.

Recovered from the suspects were a Mercedes Benz (XLA-865); Toyota Corolla (TDA–270); Nissan Serena (XJV-424); Mitsubishi Eclipse (YCZ-535); Ford escapade (NUO–365); Toyota Echo (WTL -471), Toyota Revo (MGM–585); Nissan X-trail (ZAZ–340), and another Nissan X-trail (ZHP–818).

In the report received by Rosales, the suspects were tagged as having been engaged into selling so called “Talon” vehicles that are later declared discovered to be stolen.

RTEU elements posed as buyers. During the arrest, Roda yielded a firearm, Cal. 45 pistol Colt MK IV with Serial No. 37628272, which he was carrying at the time. In the subsequent operation in Pasay City, NCRPO operatives seized a Llama Cal. 9mm pistol with Serial No. 62350 and an MOD GT-380 pistol with Serial No. AAO8246 from the ex-policeman suspect, Ricardo Guarino.

Rosales vowed that more and continuing operations will be conducted. He added that since the operations started last July 7, a total of 14 suspects have been arrested and charged, including two (2) policemen in active service, SPO3 Alfonso Nuevas, assigned at MPD and PO2 Rolando MANIPOLO, assigned at the Caloocan City Police. The operations have led to the recovery of 26 vehicles and 19 motorcycles.

Charges for Illegal Possession of Firearms and for Violation of Anti-Carnapping Law will be filed against the suspects.

Rosales noted a significant decrease in the incidents of carnapping in Metro Manila. He said that when he assumed command of NCRPO last April, a total of 98 vehicles were stolen. This figure went down every month with May registering 76 incidents, while June and July registered 73 and 72, respectively. There were days when no carnapping incident was reported.

The NCRPO chief has directed the Regional Operations to keep track of the carnapping incidents in Metro Manila using a scorecard for every Chief of Police and Station Commanders. He warned that those who will not keep up with the set target of NCRPO in further reducing carnapping incidents in Metro Manila will be administratively sanctioned.

He asked victims of carnapping in the metropolis to coordinate with the RTEU to check if their vehicle is one of those recovered by NCRPO. (PNA)
