The continued insistence to fast track the release of the second tranche of a P50 million loan with the Development Bank of the Philippines (DBP) caused the sudden adjournment of last Friday's session of the Sanguniang Panlungsod.
City Vice Mayor Jose Antonio Veloso banged the gavel to adjourn the session after two kagawads of the majority bloc insisted that the supplemental budget for the loan be considered "special order of the day" (SOD).
City kagawad Oscar Glovasa who is running for congressman in the first district pointed out that a letter of Mayor Dan Lim dated January 29, 2010 asked the city SP to treat the supplemental budget request as SOD.
The vice mayor stood firm on his stand that any request for supplemental budget should first be discussed in a committee meeting of the appropriations body so it can submit an approved committee report.
"There was no committee report since there was no meeting called by the appropriations committee," Veloso cited.
He ruled that since there was no compliance with the committee report, the motion of Kag Glovasa could not be given recognition.
Glovasa was supported by Kagawad Danilo Bantugan, a candidate for provincial board member, who demanded a ruling on the pending motion.
Prior to the arrest, the Candijay PNP received a complaint that the group harassed brothers Edwin, 24, and Alberto, 21, at a store in Poblacion, Candijay on the same day.
There were also unconfirmed claims that the group may have been hired to kill reelectionist Candijay Mayor Sergio Amora who filed charges of grave threats against the suspected goons.
Amora's reelection bid is challenged by Trygve Olaivar, an ally of Vice Mayor Dy.
The Comelec and the Candijay PNP also slapped separate charges against Dologmanding, Borinaga and Agliam for violating the election gun ban.
Veloso ruled that Glovasa's motion could not be recognized due to the lack of a prior committee report.
"I have to adjourn the session since he (Bantugan) could not accept a no for an answer to Glovasa's motion," the vice mayor stressed.
After the adjournment of the session, the minority bloc composed of Kagawads Bebiano Inting, Zenaido Rama, Mairquit Oppus and Nestor Kapirig left the session hall.
However, the majority bloc continued holding their session with Majority Floor Leader Kagawad Edgar Bompat presiding.
