The typhoon and the northeast monsoon “will bring rough to very rough sea conditions over the seaboards of Northern Luzon, (the) eastern seaboard of Central and Southern Luzon, over the seaboards of Visayas and over the northern and eastern seaboards of Mindanao,” PAGASA said.

The weather bureau warned small vessels against venturing out to sea and warned of possible storm surges in coast areas.

"Let's prepare for everything," President Benigno Aquino III told the public Thursday during a nationally televised meeting of disaster agency chiefs, after hearing warnings of giant storm surges and house-destroying winds.

Although the current track forecast is slightly north of the one taken by super typhoon “Yolanda” in November last year, residents of areas devastated by the most powerful storm ever recorded on land fearfully prepared for Hagupit, with many evacuating from their homes before the weather turned bad.

Local governments have suspended classes and work in several areas in and around Hagupit’s path.

The government said it was considering declaring a state of national calamity to freeze prices of basic goods and Aquino ordered the trade department to send more food supplies to provinces at risk from the storm.

We want to bring in a lot more supplies to cut down on panic buying," Aquino said at the disaster management meeting.

The move followed reports of stores shutting days ahead of the typhoon in order to raise prices of goods later.

"Many stores have closed in Tacloban," said Energy Secretary Carlos Jericho Petilla, referring to the capital of Leyte province in the central Philippines, where he hails from. "I think everybody is panicking at this point."

In Luzon, PAGASA said the Cagayan Valley, Cordillera and Ilocos regions will be cloudy with light rains.

“Metro Manila and the rest of the country will have cloudy skies with light to moderate rain showers and thunderstorms,” the weather bureau said.

What to do:

    Prepare flashlights, batteries, matches, kerosene lamps, or candles and charcoal in anticipation of power failure

    Prepare a first aid kit and store ready to eat foods

    Keep cell phones fully charged

    Elevate household things in case of flooding

    Secure fishing boats in safe areas

    Special attention should be given to the latest position, the direction and speed of movement and the intensity of the storm as it may intensify and move towards the locality

    The general public, especially people travelling by sea and air, are cautioned to avoid unnecessary risks

    Outdoor activities of children should be postponed

The weather bureau said the following could happen in areas under Signal No. 2:

    Some coconut trees may be tilted with a few others broken

    A few big trees may be uprooted

    Many banana plants may be downed

    Rice and corn may be adversely affected

    Large number of nipa and cogon houses may be partially or totally unroofed

    Some old galvanized iron roofings may be peeled off

    In general, the winds may bring light to moderate damage to the exposed communities

At 4:00 PM today, Tropical Storm "AMANG" {MEKKHALA} was estimated based on all available data at 60 km north northeast of Borongan City, Eastern Samar (12.1°N, 125.6°E), with maximum sustained winds of 100 kph near the center and gustiness of up to 130 kph. It is forecast to move northwest at 19 kph. Northeast Monsoon affecting Northern Luzon.
 
Forecast:
 
Bicol Region and the provinces of Samar, Southern Quezon including Polilio Island and Biliran Island will be stormy with rough to very rough seas. Metro Manila, CALABARZON and the provinces of Leyte, Southern Leyte, Extreme Northern Cebu including Bantayan and Camotes island, Oriental Mindoro, Marinduque, Romblon, Bulacan, Nueva Ecija, Aurora, Quirino and Isabela will have rains with gusty winds with moderate to rough seas. The rest of Visayas and Mindanao and the province of Palawan will experience cloudy skies with light to moderate rains. Thunderstorms are likely to occur over these areas. The rest of Luzon will have cloudy skies with light rains.
 
Moderate to strong winds blowing from the northeast to northwest will prevail over the rest of the archipelago with moderate to rough seas.

'Dodong' weakens, moves out of land

Typhoon "Dodong" is forecast to exit the Philippine area of responsibility by Tuesday. PAGASA


MANILA, Philippines - Typhoon "Dodong" (international name "Noul") has weakened on Monday as it moves out of land mass.

Typhoon signals are still up in seven areas as the typhoon moves toward the Batanes group of islands.

Signal No. 1
     Rest of Cagayan
     Apayao
     Ilocos Norte

Signal No. 2
     Northern Cagayan

Signal No. 3
     Babuyan and Calayan Group of Islands
     Batanes

The eye of the typhoon was last located 185 kilometers North of Aparri, Cagayan at around 4:00 a.m.

Dodong packs maximum sustained winds of 160 kilometers per hour (kph) and gusts of up to 195 kph.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) announced that estimated rainfall amount within the 100 km diameter of the typhoon would be heavy to intense.

Storm surges of up to 1.5 meters are still possible over Gonzaga, Cagayan.

The typhoon made landfall over Sta. Ana, Cagayan last Sunday afternoon and is expected to leave the Philippine area of responsibility (PAR) by Tuesday.

Meanwhile, PAGASA is monitoring another tropical storm (international name "Dolphin") located 3,000 kilometers away from the PAR line. The said typhoon may enter the country by weekend or early next week.

A father and his son were electrocuted while checking the roof of their house in Aparri, Cagayan, on Sunday morning as Typhoon “Dodong” (international name Noul) was approaching the province, police said on Monday.

Many of the people who evacuated from the storm’s path started to return home late Sunday night, after Dodong — the fourth and strongest storm to hit the Philippines so far this year — whipped coastal villages with wind gusts of up to 220 kilometers (137 miles) per hour.

Authorities said they were not expecting significant casualties after most heeded pre-emptive evacuation orders issued from Friday.

Typhoon ‘Falcon’ maintained its strength but slightly accelerated midday Thursday, the weather bureau said.

Falcon packed maximum sustained winds of 130 kilometers per hour near the center and gusts of up to 160 kph, Aldczar Aurelio of the Philippine Atmospheric, Geophysical and Astronomical Services Administration said in a televised press briefing.

It was moving northwest at 22 kph and was expected to exit the Philippine area of responsibility some 620 kilometers north northeast of Itbayat in Batanes.

Aurelio said Falcon would continue to enhance the southwest monsoon, which is bringing moderate to occasionally heavy rain over Luzon and the Visayas, especially over the western section.

Falcon is dumping heavy to intense rain within its 300 kilometer diameter, Aurelio said.

Because of rough seas, fishermen were also advised to avoid the seaboards of Luzon and Visayas.

354-kph Supertyphoon ‘Hanna’ to hit PH

What has developed into the world’s strongest typhoon so far this year will enter the Philippine area of responsibility (PAR) on Wednesday morning but will spare the country from landfall.

The weather bureau placed the maximum sustained winds of Supertyphoon “Hanna” (international name: Soudelor) at least 220 kilometers per hour, but the US Joint Typhoon Warning Center (JTWC) in Honolulu said the storm was packing gusts up to 354 kph.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Hanna, the eighth cyclone to visit the country this year, would trigger heavy monsoon rains over most of Luzon and the Visayas over the weekend.

As of Tuesday, the cyclone already bore maximum sustained winds of 215 kph and gusts up to 250 kph and will likely intensify further as it barrels across the Pacific Ocean.

“It will possibly be a supertyphoon when it enters the Philippine area of responsibility on Wednesday morning. This is the strongest [typhoon] this year,” said state meteorologist Buddy Javier.

Pagasa categorizes as supertyphoons those that reach maximum sustained winds of at least 220 kph.

The storm was roaring across the western Pacific Ocean packing wind gusts up to 354 kph, according to the JTWC, which rated it a maximum Category 5.

Ten people were killed while thousands fled to higher ground as powerful typhoon Goni brought torrential rains to the northern Philippines, triggering landslides and floods, officials said Saturday.

Nine people died in Mountain Province and Benguet in the northern highlands after their houses were buried in rocks and mud. A man was killed in nearby Ilocos Norte province after he was hit by a falling tree, the national disaster council said in a report.

Three people were reported missing in flooded areas while seven others were injured. Close to 13,000 people had been evacuated by nightfall, the report said.

Typhoon Goni was 130 kilometres northeast of the Batanes island chain on Saturday evening, with winds of up to 185kph (115mph), according to the state weather bureau.

In the northern province of Abra, two straight days of heavy rains caused a major river to overflow, governor Eustaquio Bersamin said.

"The Abra river has turned into an ocean," Bersamin told DZMM radio.

"The rains were much stronger than we expected," he said.

Thirteen domestic flights were cancelled on Saturday, the disaster council said.

The storm is the ninth out of an average of 20 that hit the Philippines each year and is now heading to Taiwan, the weather bureau said.

Typhoon Koppu may have started as modest tropical storm but experts warn it could strengthen into a deadly super typhoon when it makes landfall in the Philippines on Sunday morning.

As it barrels out of the Pacific, Koppu is projected to drive 115 m.p.h. winds and a storm surge onto Luzon island, possible resulting in “a catastrophic flood scenario,” Robert Speta, a meteorologist with Japan broadcaster NHK World, wrote on his WesternPacificWeather.com blog.

It is estimated that the storm could take two days to pass over Luzon island on its way north towards Taiwan. As Koppu lingers it could release up to 35 inches of torrential rain, raising the risk of floods and landslides, the South China Morning Post reported.

The Philippines is no stranger to devastating storms. In November 2013, more than 6,000 people died when Typhoon Haiyan cast a 15-foot storm surge and 120 m.p.h. winds through low-lying areas.

MANILA - (UPDATE 4 - 3:53 p.m.) Typhoon “Lando” (international name: Kuppo) continues to intensify as it approaches the Isabela-Aurora area, where it is expected to make landfall Saturday night or early Sunday.

In an indication of how dangerous the typhoon could be, reports said officials of the National Disaster Risk Reduction and Management Council, which has declared a red alert, will be briefing President Benigno Aquino III in Malacanang.

Public storm warning signal No. 2, which means winds of 61-120 kilometers per hour can be expected in at least 24 hours, has been hoisted over Isabela and Aurora provinces as Lando continued to move west at 15 kph packing maximum sustained winds of 130 kph near the center with gusts of up to 160 kph.

Meanwhile, Signal No. 1, or winds of 30-60 kph are expected in at least 36 hours, was raised over more provinces. These are:

Cagayan
Kalinga
Mt. Province
Ifugao
Benguet
Quirino
Nueva Vizcaya
Nueva Ecija
Bulacan
Pampanga
Tarlac
Pangasinan
Rizal
Quezon, including Polillo Island
Camarines Norte

The Philippine Atmospheric, Geophysical and Astronomical Services Administration also said La Union, Abra, Ilocos Sur, Ilocos Norte, Zambales and Metro Manila are likely to be placed under Signal No. 1 as the storm progresses.

Disaster officials on Saturday advised communities in flood-prone areas of northern Luzon to evacuate, warning that Typhoon “Lando” was likely to linger over the country for almost three days, bringing prolonged heavy rain, causing floods and sparking storm surges.

Lando (international name: Koppu) was expected to make landfall in Aurora province early this morning and would not leave the country until Tuesday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.

As of 4 p.m. Friday, Lando was 230 kilometers east of Baler, Aurora, and was moving west at 10 kilometers per hour.

Pagasa Director Espie Cayanan said Lando, which has sustained winds of 175 kph and gusts of 210 kph, could strengthen as it got closer to the country.
Cayanan said another typhoon farther east and a high-pressure area north of the Philippines would hold Lando in a “semistationary” position over northern Luzon.

“It may be semistationary once it hits,” she said.

Although Lando will not directly hit Metropolitan Manila, Cayanan said the typhoon had a diameter of 600 km, so huge that even southern regions were likely to be affected by strong winds and rain.

Areas hit by the typhoon will suffer “heavy to intense rainfall” with possible tsunami-like storm surges in coastal areas, she said.

COMMUNITIES in Northern Luzon risk experiencing the brunt of the typhoon with the international name Haima, which could intensify into a supertyphoon and make landfall there this week, the state weather bureau said.

“We are not discounting such possibility so communities there must already prepare accordingly,” weather forecaster Meno Mendoza of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.

He noted that Haima, that will be named Typhoon Lawin when it enters the Philippine Area of Responsibility (PAR), is heading toward the country, moving over Pacific waters where it continues to draw the energy needed to intensify.

Citing the latest available data, Mendoza said Haima will enter PAR on Monday afternoon, move Northwestward and make landfall on Thursday in Cagayan province.

Haima is forecast to move across the northern section of Northern Luzon and head toward the Ilocos area, he continued.

The onslaught of Haima will likely affect the Batanes group of islands, as well as the Babuyan Islands, he added.

“Aside from heavy rainfall, Haima will likely fan storm surges in Cagayan’s eastern coast,” Mendoza said.

Winds of 220 kilometers per hour or more are also possible if Haima intensifies into a supertyphoon.

Landslides are likely, as well, since soil in some Northern Luzon areas might be saturated already due to the heavy rainfall dumped by Typhoon Karen there last week.

Super Typhoon Haima has rapidly intensified to Category 5 strength, and will be the second typhoon in four days to hammer the northern Philippines Wednesday, before turning toward southeast China late this week.

Haima was centered about 345 miles east-northeast of the Philippine capital, Manila, as of midday Wednesday, local time.

Infrared satellite imagery shows a classic, intense, west Pacific super typhoon with a large eye and an intense ring of convection surrounding it. The Japanese Meteorological Agency estimated Haima's central pressure had dipped to 900 millibars, and a satellite estimate from the University of Wisconsin estimated a pressure of 910 millibars Tuesday evening, U.S. time.

Maximum sustained winds in Haima increased from 85 mph late Sunday morning to 160 mph by Tuesday morning (U.S. time), which means the typhoon has undergone rapid intensification. Rapid intensification is when maximum sustained winds increase by at least 30 knots (about 35 mph) in 24 hours or less.

The outflow of winds aloft exhausting the top of Haima, low wind shear and warm, deep ocean water set the stage for Haima's rapid intensification.

Steered by high pressure aloft to its north, Haima will make landfall in northern Luzon, Philippines, overnight Wednesday night, local time (the Philippines are 12 hours ahead of U.S. EDT) as a strong, dangerous typhoon.

This will be the second typhoon landfall in Luzon in a four-day stretch following this past weekend's landfall from Typhoon Sarika/Karen.
