Somali pirates seize 21 Filipino sailors

MANILA, Philippines (Xinhua) - Another batch of 21 Filipino sailors on board a Liberian vessel were snatched by heavily armed Somali pirates Wednesday morning.

The Philippine Embassy in Nairobi, in a report to the Home Office in Manila Wednesday, said the Panamanian-flagged, Liberian- owned bulk carrier Voc Daisy was seized by Somali pirates in the Gulf of Aden, 190 miles southeast of Salalah, Oman.

Philippine Foreign Affairs Undersecretary Esteban Conejos said the Philippine government coordinating with the vessel's local manning agency to determine the condition of the Filipino seafarers.

The European Union Naval Force said at the time of the attack, the ship was heading west from Ruwais, United Arab Emirates making its way to the eastern rendezvous point of the International Recommended Transit Corridor (IRTC), for onward transit through the Suez Canal.

"MV Voc Daisy was able to raise the alarm before the four armed pirates, carrying three AK47s and one RPG, stormed onboard and cut their lines of communication," an EUNAVFOR statement said.

The EU NAVFOR, which is helping Philippine authorities in monitoring the situation, confirmed that all the Filipinos sailors are safe.

EU's naval force in Somalia escorts merchant vessels carrying humanitarian aid of the World Food Program and vessels of African Union Mission for Somalia, and protects vulnerable ships in the Gulf of Aden and Indian Ocean and to deter and disrupt piracy.

The Philippines is the world's leading supplier of ship crew with over 350,000 sailors, or about a fifth of the world's seafarers, manning oil tankers, luxury liners, and passenger vessels worldwide, exposing them to piracy attacks.

Since late 2008, more than 200 Filipino seamen have been abducted by pirates off Somali waters.

As a policy, the Philippine government does not negotiate nor pay ransom to kidnappers, but gives ship owners the free hand in negotiating for the release of abducted Filipino sailors.

And just why is it that Philippines does not pay ransom for their own? Instead they depend on a wealthy foreign ship owner... I know Filipino seaman quit well. I know some of their characters while at dock as I use to be a volunteer with a seaman center in states.

I think Filipino have song that describes the type of things I had seen happening....(Not being faithful to their wives was number#1.....). I could go on but that would be unethical of me to say what really happens with seamen who say married in Philippines but single in America!

Nah' I bet some of these men on this captured vessel are thinking am  being punished for my past acts while being on board a vessel that travels internationally?..LOL! Bwahahahaha!!!

Refusal to pay ransom is a policy adopted by most governments. The United States is the leading proponent of this policy.

The United States Government will make no concessions to terrorists holding official or private U.S. citizens hostage. It will not pay ransom, release prisoners, change its policies, or agree to other acts that might encourage additional terrorism. It is internationally accepted that governments are responsible for the safety and welfare of persons within their borders. Aware of both the terrorist threat and public safety shortcomings in many parts of the world, the United States has developed enhanced physical and personal security programs for U.S. personnel and has established cooperative arrangements with the U.S. private sector. It also has established bilateral counter-terrorism assistance programs and close intelligence and law enforcement relationships with many nations to help prevent terrorist incidents or to resolve them in a manner that will deny the perpetrators benefits from their actions.

The United States also seeks effective judicial prosecution and punishment for terrorists and criminals victimizing the United States Government or its citizens and will use all legal methods to these ends, including extradition. U.S. policy and goals are clear, and the United States Government actively pursues them alone and in cooperation with other governments.

The United States Government believes that paying ransom or making other concessions to terrorists in exchange for the release of hostages increases the danger that others will be taken. Its policy therefore rejects all demands for ransom, prisoner exchanges, and deals with terrorists in exchange for the release of hostages. At the same time, it will make every effort, including contact with representatives of the captors, to obtain the release of the hostages.

The United States strongly urges American companies and private citizens not to pay ransom. It believes that good security practices, relatively modest security expenditures, and continual close cooperation with embassy and local authorities can lower the risk to Americans living in high-threat environments.

The United States Government is concerned for the welfare of its citizens but cannot support requests that host governments violate their own laws or abdicate their normal law enforcement responsibilities. On the other hand, if the employing organization or company works closely with local authorities and follows U.S. policy, U.S. Foreign Service posts can actively pursue efforts to bring the incident to a safe conclusion. This includes providing reasonable administrative services and, if desired by the local authorities and the American organization, full participation in strategy sessions. Requests for United States Government technical assistance or expertise will be considered on a case-by-case basis. The full extent of United States Government participation must await an analysis of each specific set of circumstances.

If a U.S. private organization or company seeks release of hostages by paying ransom or pressuring the host government for political concessions, U.S. Foreign Service posts will limit their participation to basic administrative services, such as facilitating contacts with host government officials. The host government and the U.S. private organization or citizen must understand that if they wish to follow a hostage resolution path different from that of United States Government policy, they do so without its approval or cooperation. The United States Government cannot participate in developing and implementing a ransom strategy. However, U.S. Foreign Service posts may maintain a discreet contact with the parties to keep abreast of developments.

Under current U.S. law 18 USC 1203 (Act for the Prevention and Punishment of the Crime of Hostage-Taking, enacted October 1984 in implementation of the U.N. Convention on Hostage-Taking), seizure of a U.S. national as a hostage anywhere in the world is a crime, as is any hostage-taking action in which the United States Government is a target or the hostage-taker is a U.S. national. Such acts, therefore, are subject to investigation by the Federal Bureau of Investigation and to prosecution by U.S. authorities. Actions by private persons or entities that have the effect of aiding and abetting the hostage-taking, concealing knowledge of it from the authorities, or obstructing its investigation, may themselves be in violation of U.S. law.

It may be noted that Britain, which has a history of allowing the payment of ransom, has recently thought to reconsider the established view. The issues involved are money laundering and the finance of terrorism. While piracy is strictly defined as being undertaken for personal gain (while terrorrism has a political or public motivation), money acquired by pirates can conceivably pass into the hands of terrorists.

This policy in the U.S has been adopted even during the previous administration
  no ransom will be given to the abductors for it will just encourage them to keep
   doing it in order to get easy money and also endangering the lives of American
   tourists in foreign lands.

About those Filipino sailors, I hope they will be released soon for those
     pirates will benefit nothing for this crime. Lord have mercy on them.

So your are not a Filipino because you laugh when Filipinos are taken hostages by Somali pirates..
What if a US seaman is being taken hostage by Somali pirates, will you still laugh...

I am just confused because many boast about this country being close in family ties and bonding and have been fighting equal rights for their people ......but when it comes to saving their own even if it means paying ransom knowing their ore children and wives of these seamen depending on their daddy who is on that ship I am being sarcastic as this is contradicting to the believes made that Philippines is trying to portray themselves as family loving family....

It does not look like Philippines would pay any price for the safe return of any of it's people and no I am not happy about the American side but we do not go around saying that American are about close family culture either...

I know I think different then most in here....
I always find many contradictions going on all around me daily I'm so confused....argh!

You know what I mean say one thing mean another, have a law and if it is gone against oh well let it happen as it is hardly implemented....

I am not worried about America, I am here that is where my concern is for now..... (America is advanced in thinking when it comes to this situation.)

I think it is awful they are captured but making a joke about it is fun knowing what some of these men put their Filipina wives at risk at by their playboy characters!!!

Some are so bad in getting second families and leaving the original family behind in the Philippines with no support even as he works he sends no allotment and no phone calls or other ways to communicate.

Maybe this is wake-up call for how serious they should take their work as seamen and responsible family members.

Especially knowing what they go through with all their training for such conditions I find it ironic that they are not allowed guns on merchant vessels to be able to protect themselves in such emergencies as this.

Fornication, illicit affairs are rampant in every country and every sect of life,
     educated and illiterate as well. 
The seaman are not the only ones doing it.
In the hospital where my husband works, to name one incident;
    this 55 year old  white woman who works in this hospital  also
     lets her black boyfriend in her house after her husband leaves to work, no shame while
     the neighbors see  what she is doing.
It's not funny to me, in fact I feel the opposite in knowing that some people laugh at  this sinful act.

Well anyways we are off topic we already know what I am saying and what I have observed the past ten years of my life here.
I am in Philippines I am not comparing it to other countries I am comparing it to what it is being boasted about and what is the real situation happening here no matter how much you all want to turn your backs in denial or take shock of the bad things that are going on here now.

Look at the negativeness of this campaign? Does that sound and look like christian behavior to you? Look at how you have bribery and killings during your elections does that look like Christianity again?

I still think Bohol is a beautiful place, but there are some things here that have changed how this island was five years ago from today.

Bohol has a killing, a stabbing, happening here just about everyday.

If I had lived here a few years ago and had gone overseas to work and if I am hearing these bad reports I would also be upset about the things that are changing when reading such post describing the Bohol how it was yesterday compared to today.

I would not be mad at the one who is doing the informing instead I would be thankful for the information so I could call back home and give guidance to my family during these times of change to not get caught in the act of these bad elements and to always be vigilant in who they are keeping these days as company.

 I only have my hometown newspaper back home to keep me updated no one takes the time to make a forum where I am from and no one takes the time to write on a forum about the things happening in my place in the states.

I am happy to be able to dedicate time in order to keep everyone updated on the things happening here.

I also would like to see others contribute with the same amount of substantive that I put here for you all.
