      Some con artists are out claiming they have the contract for the civil works of the Panglao Bohol International Airport Development Project (PBIADP) and pose to be looking for sub-contractors- -the victims who shall post bond that might end up in loot bags, Provincial Administrator Tomas Abapo Jr. warned the public.

      Abapo said somebody recently called up the Governor’s Office to verify reports that a Manila-based firm already has the contract of the civil works for the PBIADP and is, in fact, inviting sub-contractors so they can proceed with the construction of the project.

      The caller even expressed interest on a sub-contract scheme proposed by the person who claimed to be the contractor who won in the bidding.

      The provincial administrator issued the warning over the weekly radio program, Governor Reports on July 11.

      In belying the idea that the civil works on the project has already been awarded to a contractor, Abapo clarified that PBIADP’s detailed engineering design is still up for bidding. So, it is impossible that the contract for its civil works has already been awarded to a company, since the bidding is still to be done.

      Abapo explained that the feasibility study of the project was already finished and the bidding for the drafting of its detailed engineering will follow soon.

      After the bidding for the draft of the project’s detailed engineering, just then a firm gets the contract and will start drafting the details for the construction of the airport.

      When the detailed engineering is finished, just then the bidding for the civil works will be done. That’s when the construction of the runway and the terminal starts.

      This, Abapo said, clearly explains that the persons going around posing as contractor scouting for sub-contractors can be a bounty hunter.

      As unsuspecting victims fall prey on the con, the person who claimed to be the contractor of the PBIADP will ask the sub-contractor “wannabes” to put up bond.

      “Busa ayaw kamo pailad ha kay naay naground-round nga sila maoy nidaug sa bidding. Nangita sila og sub-contractors. Ang sunod ini pa-putpon man og kwarta ang sub-contractors. Dili na tinuod kay wa pa nahuman ang atong bidding sa detailed engineering ug bidding sa civil works. Moabot na. Di na madugay. (So don’t get deceived because there are persons going around claiming they won in the bidding. They look for sub-contractors. Next, they will ask the sub-contractors to post bond. It is not true because the bidding for the detailed engineering and the bidding for the civil works were not yet done),” Abapo clarified.

      Meanwhile, Abapo also informed the public, through the radio program, that DOTC Secretary Leandro Mendoza had sent a letter to Governor Erico Aumentado informing that the DENR had already issued an ECC for the PBIADP on June 3.

      In his letter, Mendoza said the ECC that DENR issued through Environment Management Bureau (EMB) in Region 7 covers the proposed Panglao airport project with an area of approximately 216 hectares traversing portions of barangays Bolod, Danao, Tawala and Lourdes in the municipality of Panglao town.

      But since it is the Manila International Airport Authority (MIAA) that is the principal funder and the lead implementing agency of the project, Mendoza said the ECC will be transferred from DOTC to MIAA.
