In a bid to accelerate legislative processes, the Sangguniang Panlalawigan effected the reorganization of committee chairmanship and composition during its inaugural regular session July 6, 2007 at the annex Capitol building presided over by Vice-Gov. Julius Caesar Herrera.
The new SP for the term 2007-2010 elected Board Member Jose E. Veloso as the new floor leader with BM Cesar Tomas Lopez and BM Amalia R. Tirol as assistant floor leaders.
It also amended its rules of procedures, adjusting its session day to every Tuesday from every Friday of the week. The SP is required to hold regular session once every week in a calendar year as provided for by the Local Government Code of 1992.
The new members and the old ones agreed, as approved without objection, to strictly impose a P500 fine as penalty to those who are tardy in attending the session after the roll call, Herrera pointed out.
The twin moves have effectively modified the Rules of Proceedings of the provincial board.
The 2004-2007 SP had been under attacked for its poor performance in minimizing tardiness and delayed start of the session.
Based on the approved committee overhaul, Herrera regained the chairmanship of the powerful appropriations committee even as he retained his agriculture committee chairmanship.
Lopez chairs the Health and General Resolutions committees while BM Alfonso R. Damalerio II heads the Environment and Public Utilities committees. Board Member Jose E. Veloso chairs the committees on Good Government and Review of municipal ordinances.
Tirol heads the committees on Culture/Arts and Government Properties; BM Josephine Socorro C. Jumamoy steers the Cooperative and Social Services. The committees on Peace/Order and Trade and Industry are chaired by BM Ma. Fe Camacho-Lejos.
BM Bienvenido C. Molina, Jr., a doctor of medicine by profession, steers the Ways and Means and Zoning while BM Ester Corazon J. Galbreath retains the Tourism and Education committees.
BM Josil Trabajo is the chairman of the committees on Public Works and Personnel and BM Aster Apalisok Piollo steers the Women and Family and Justice and Human Rights committees.
BM Dr. Romulo G. Cepedoza retained the chairmanship of Barangay Affairs committee and Sangguniang Kabataan president Frances Bobbith Cajes-Auza keeps hold of the committee on Youth. BM Brigido Z. Imboy, president of the Philippine Councilors League-Bohol chapter, steers the Labor and Employment committee.
Each of the 27 standing committees is provided by a secretary and stenographer to facilitate the committee meetings and related undertakings, Herrera stressed.
The SP will hold its regular session on Tuesday before they fly to Manila for a three-day training at the University of the Philippines Local Government Academy.
