A. Rationale
The Sandugo Festival is an annual activity done by Boholanos to commemorate the blood compact between Datu Sikatuna and Miguel Lopez de Legazpi where both agreed to maintain friendly relations. It is said that this agreement was the first international treaty of friendship.
Through the years the Sandugo Festival has been celebrated via a plethora of activities that showcases the past, present and even aspirations (future) of Boholanos. This is shown through song and dance, crafts and food shows, cultural presentations, agricultural fairs, and the entrepreneurial endeavors of its people. Always at the heart of these annual celebrations are the Boholanos, unified in purpose to survive hardship and poverty through the judicious and creative use of its natural endowments.
The celebration is usually a whirl of activities contributed by various government and private sector groups and integrated through a Sandugo calendar that lists the events. While this has been effective in part in that it unleashes local creativity and imagination, for some it results in duplication and cost inefficiency. It also limits the attraction and choices that the various, disparate fairs being held offer to the market.
It is in this context that this concept paper is submitted to prospective partners for consideration. In the spirit of the original Sandugo which was a compact of friendship and collaboration, the proponents advocated for and got overwhelming support for the integration of the DTI product showcase, the Agricultural Fair of the Provincial Agriculture Office (PAO), as well as provision for a Cultural and Heritage Showcase and to a limited extent the presentation of the tourism promotion efforts of local government units who would like to showcase their cultural and tourism endowments so that they can also share in the bounty that tourism has brought to the province.
Sandugo 2007 will be an integrated activity which is now dubbed “The First Boholano Creative Industries Festivalâ€. This year’s theme, “Pakigsandurot sa Kina-iyang Bol-anon†couldn’t be more appropriate. Sandugo 2007 will be a showcase of the Boholano Culture and Lifestyle and how the creative sector contributes to economic growth. It will also be a celebration of how friendship, collaboration and partnership can go a long way towards enabling communities to have its share of economic growth and achieve the over arching goal of poverty alleviation.
B. Objectives
To decentralize distribution of economic activities in the province and establish other growth centers outside of the established areas;
To integrate the promotion and marketing of agricultural and creative industries for sustainable livelihood and tourism;
To make the Sandugo as a venue to showcase Boholano products and services and establish the Bohol brand beyond its borders.
To move towards establishing the the Bohol Product and Lifestyle Fair as one of the region’s premier craft and lifestyle shows.
C. Activity Components
The integration of two major local fairs and its component special activities will result in the upscaling of its overall attractiveness not only for locals but also for institutional buyers. The added attraction of the Cultural presentations will ensure that the kaleidoscope of events will not distract locals and guests from the proper perspective of the festival i.e. the spirit of Sandugo. The activity will be an “agora†of culture, crafts, food, agriculture, lifestyle, ideas, creativity and ingenuity.
C.1 Sandugo Product and Lifestyle Fair
Over the last twenty years, DTI has been at the forefront in the development of our creative economy cluster. A quick look at the products being exhibited in trade fairs whether local, national or international will immediately reveal the extent to which we have developed our local crafts and ethnic food from practically nothing to that of a thriving export oriented industry. DTI has been able to successfully harness the creativity and skills of our traditional craftsmen to come up with world class products.
The conduct of local fairs provides the venue where craftsmen and producers could showcase their products, gauge their products vis a vis competition, directly interact with buyers, not to mention being exposed to new ideas and processes. Through the years it has contributed towards the growth and maturity of our producers.
The annual DTI Sandugo Product and Lifestyle Fair will be on its 19th year and has garnered a faithful following of major buyers from Manila and Cebu. Through this fair Boholano producers generate the orders that enable entire communities to not only sustain their craft and livelihoods but also allow the outspring of more entrepreneurs in the creative industry sector.
The fair showcases the best of Boholano craftsmanship and ingenuity with indigenous materials such as raffia and bamboo. This year more than 30 local producers will be exhibiting new products after undergoing a 2-month product development process.
Moreover, still in keeping with the spirit of Sandugo, the gesture of friendship and collaboration will also be extended beyond the borders of the province to that of its neighboring provinces within the region. Participation by producers coming from other provinces will enable local craft communities and producers to interact and be exposed to ideas and novel processes. Exposure to competition will also better prepare them for an increasingly competitive and globalized marketing system. DTI for its part would like to position the Sandugo Product and Lifestyle Fair to be a premier craft show in the region that is able to attract major institutional buyers.

C.2 Creative Industry Agora
A MULTI-MEDIA, INTERDISCIPLINARY INTEGRATED SHOWCASE featuring the crafts, agri-products, tourism destinations and programs of Bohol’s special 6 emerging productivity circuits:
Cluster 1: Northwestern Bohol (from Calape to Talibon),
Clusrter 2; Anda Peninsula and Eastern Bohol (Ubay to Dimiao)
Cluster 3: Interior Bohol
Cluster 4: Panglao island
Cluster 5: Abatan River towns . and
Cluster 6; Tagbilaran City
THE SANDUGO CREATIVE INDUSTRY PAVILLION (whole day)
A fair will be set-up outside the mall and will feature 6 big tent areas or pavilions promoting the 6 area clusters. Each exhibit pavilion will focus will contain:
1. A blow-up of the sub-regional circuit/map showing towns involved with icons on crafts, agricultural produce, cultural assets, and tourism highlights. (tarpaulin)
2. Designated area for crafts display from the cluster with scheduled demonstration
3. Creatively designed billboards showing/listing tourism establishments, NGOs, POS involved in productivity and in the creative industries, with a table for promotional materials and booking rates;
4. Designated area for agricultural products and POs with table for information, sales and market linkages;
5. The pavilion will be designed featuring major materials, fibers, tools, design elements from the clusters.
These showcases will be an excellent opportunity for the new circuits to promote and project their products in a style that is dynamic, creative, interactive, and in an exhibit package that is coordinated and unified, despite its great diversity. The show will aim to converge in a demonstrative and narrative mode how all the line agencies converge and merge with the local NGOs and POS to jumpstart their eco-cultural visions through new, innovative and marketable community-based creative industries.
C.3 Evening Cultural Performances (6-8pm)
2 clusters per evening for three evenings (June 18-20)
In the evenings, a spectacular extravaganza of different artistic forms and media will provide exciting entertainment: a portrayal of development concerns (economic, ecological, social, cultural scenario of present situation) in each sub-regional circuit will be mounted through drama, dance, music, and multi-media. This will dramatize how community productivity and creativity in the arts, crafts, agricultural production, and local tourism will b a strategy of these communities towards attaining sustainable development, thereby reducing poverty in their areas.
Each circuit performance will feature a city-based cultural group acting as narrative performers (to highlight Tagbilaran City as SANDUGO host city) and will integrate special performances from key cultural groups from the sub-region (to highlight provincial talents).
The theme is FROM POVERTY TO ECONOMIC FREEDOM THROUGH THE CREATIVE INDUSTRIES AS STRATEGY FOR SUSTAINABLE DEVELOPMENT
A sub-regional competition of rondallas can also be incorporated.
An INDIE FILM FESTIVAL from 10 to 12 in the evening can also be mounted
C.4. First Bohol Creative Economy Forum
A one-day forum of speakers shedding light on the nature, scope, implications of the CREATIVE INDUSTRIES will be scheduled on the final day. The speakers will come from the national agencies which organized the First PHILIPPINE CREATIVE INDUSTRY FORUM, namely the Cultural Center of the Philippines, CITEM, National Commission for Culture and the Arts (NCCA), Department of Trade and Industry, Asian Institute of Management, and the British Council.
The forum in Bohol will be entitled THE FIRST BOHOL CREATIVE INDUSTRY FORUM and aims at the following:
To develop awareness among Boholano creative industry stakeholders about the nature, scope and significance of the Creative Industry in attaining the province’s vision of becoming a major ecological-cultural tourism destination in the country;
To initially establish what is the Creative Industry in Bohol and its present situation;
To explore how the Bohol initiatives can link up with the national agencies concerned with the Creative Industry so as to develop greater progress for the province
To lend focus on the importance of the Creative Industry and its contribution to the local economy

C. 5 Mag Negosyo Talk Show
The activity aims to highlight the importance of entrepreneurship towards achieving economic growth and poverty alleviation. It will also be a venue to highlight success stories that will serve as an inspiration to prospective and budding entrepreneurs.
A panel of resource persons will be invited. The activity hopes to look at business opportunities for the province, encourage entrepreneurship in the tourism and agriculture sectors.
Suggested topics for discussion include adopting a culture of entrepreneurship, getting started in business ventures, business trends and opportunities, and inspiring stories of successful SMEs.
C.6 Boholano Cook Fest
The Cook Fest aims to elevate the level of appreciation, preparation and presentation of the Bol-anon Food/Cuisine. The Collaborating Organizers of the activity are the following: Bohol Chamber of Commerce & Industry (BCCI), Department of Trade and Industry – Bohol (DTI), and the Bohol Association of Hotels, Resorts and Restaurants (BAHRR).
There will be two venues for the cook fest. The Island City Mall will hold a cook fest on the Gourmet Category. This will be an exhibition by creative chefs (foreign and local) in the province. The aim is to come up with recipes with an international touch using indigenous ingredients and inspired by local recipes e.g. “inun-unanâ€. The cook fest at the BQ Mall will be a competition with two categories namely: student and professional.
The idea is to generate recipes for a main course, salad, dessert and maybe a Boholano Breakfast which can be carried in the menus of local restaurants and hotels.
C.7Agricultural Entrepreneurship Fair (Fresh and Processed Agricultural Products)
The organization of an annual provincial agricultural fair is a major marketing promotional activity that highlights the display of fresh, organic, agricultural and processed products. It is an excellent venue for our farmer beneficiaries and local producers to test the marketability of their products and farm produce. The fair will feature crops and other farm products from the different farming communities in the province, which will be integrated with that of the identified tourism circuits.
Programmed activities include the Tekno Serbisyo for crops, livestock and fishery, Banana Congress, Forum, and Market Matching / Order Taking. Some of these activities will be conducted in a separate venue.
Some of our assisted agri-producers for both fresh and processed will also be joining in the Go Negosyo lectures and Product Development and Product Packaging Lectures including the one-on-one consultancy services.
