Filipinos, tweeps wake up to news that RH passed House 2nd reading

MANILA, Philippines - Filipinos woke up on Thursday morning with the news that the Reproductive Health Bill has passed second reading in the House of Representatives.

As of 8:25 a.m., the hashtags #YesToRHBill and #RHBill are the fifth and sixth trending topics in the Philippines, respectively. On Thursday early morning, 113 members of the House voted in favor of House Bill 4244, 104 opposed it and three abstained.

The bill has been pending in Congress for 14 years.

Celebrities who have been very vocal in their support for the bill have hailed the House's vote.

In 2010, tour guide Carlos Celdran, who held up a "Damaso" white board inside the Manila Cathedral during a mass led by then Manila Archbishop Gaudencio Cardinal Rosales and was subsequently arrested for pulling the stunt, thanked the "Virgin of Guadalupe."

In a comment on his post, he said "well, she (Virgin of Guadalupe) is the image of a pregnant Mary. I'd like to think she favored the bill."

Six hours ago, following the final tally of the House vote, Lea Salonga said "and just like that, my heart is filled with hope."

TV host Bianca Gonzalez also tweeted 10 hours ago that "it's not about just giving birth! It's about caring for the child and giving him or her good quality of life!"

Meanwhile, the hashtag #NotoRHBill, although not among top trending topics, generated tweets criticizing the vote.

Twitter user @probably_no_god said "my tears fell when RH Bill passed in 2nd reading, but I completely trust God's plan. It is not about religion, it is about faith."

Others, who said they are "advocates for life", are looking forward to the third reading and  hope that some of those who favored the bill would change their mind.

Couples for Christ (@CFChrist) said "The laws of the Lord are greater than the laws of any land."

86 ‘yes’, 69 ‘no’ votes on RH bill; nominal voting ongoing

MANILA (Updated 12:33 a.m.) – The nominal voting on the controversial Reproductive Health (RH) bill is ongoing as of this posting Thursday with 86 lawmakers who voted for the affirmative while 69 others who voted against.

Although bills on second reading are usually voted on through viva voce or voice vote, lawmakers started on Wednesday night the one by one voting on the RH bill upon the motion of Navotas Representative Tobias Tiangco.

Of the 217 lawmakers present, the second reading tally as of 12:33 a.m. Thursday is - 86 “yes,” 69 “no,” two "abstain."

Representative Manny Pacquiao, who got standing ovation from colleagues and observers in the gallery, said what happened in Las Vegas strengthened his firm belief on the sanctity of life.

“From the bottom of my heart thank you for your prayers for my last fight on Las Vegas,” Pacquiao said before he voted “no.”

Cebu Representatives Eduardo Gullas, Pablo Garcia and son Pablo John Garcia, and Rachel Del Mar also voted “no” to RH bill approval.

The younger Garcia said there are “unconstitutional burdens” imposed to the local government units under the RH measure.

Del Mar, for her part, said “there is something wrong when bill disrespects religious beliefs and reduces to plan argument denial of right to life.”

Among those who voted for the affirmative is Negros Occidental Representative Jules Ledesma, who is among top absentees of the House.

The RH bill needs 109 “yes” votes for it to pass the second reading.

Before the vote, the chamber breezed through the proposed amendments compared to last week wherein only the first four pages of the substitute bill were tackled.

Albay Representative Edcel Lagman, the main proponent of the RH bill, rejected the proposed amendment of Cagayan de Oro Representative Rufus Rodriguez deleting an entire section on mandatory sex education.

Rodriguez then proposed that sex education be taught to senior high school students aged 16 to 17 years old instead of Grade 6 pupils. Lagman rejected the same.

The period of amendments was terminated at 7:43 p.m., almost three hours after discussion on the RH bill resumed.

The roll of members was called thereafter. Out of the 287 lawmakers, 217 members responded to the call and quorum was declared. (Kathrina Alvarez/Sunnex)

Pacquiao gets standing ovation in #RHvote

MANILA, Philippines - Everyone knew he was going to vote against the Reproductive Health bill (RH bill). But it didn't matter. All Sarangani Rep Manuel Pacquiao had to do was take the podium and everyone forgot - even only for a few minutes - the highly charged voting on the measure that seeks to provide, among others, free contraceptives to the poor.

In a way that only Pacquiao has been able to do, the Filipino boxing champion united the supporters and critics of the RH bill. Before explaining his vote, Pacquiao took the opportunity to thank those who supported him in his last match against Mexican Juan Manuel Marquez, to whom he lost by a knockout.

"My countrymen, from the bottom of my heart, thank you for your prayers and support during my last fight in Las Vegas," he told the plenary. Immediately, the House members and the visitors in the gallery gave him a standing ovation.

Pacquiao narrated how he was unconscious for about 2 minutes. "Some thought I was dead.... What happened in Vegas strengthened my already firm belief on the sanctity of life," he said.

tingali didto sila sa mas importante nila nga constituents.  ang ubang congressmen bitaw, didto man sa typhoon-ravaged places kay mas importante kuno.  o tingali baya ug nadaot lang ang tiyan, pure and simple.

if the accusation that pork barrels were dangled by malacañang palace, then it didn't matter to congressman yap.  he may not have that support anyway because he's identified with gma.  could it be that the other 2 simply chose to play it safe and not be around on such a crucial voting day?  just a thought.  i mean no disrespect.
