question 1:  can you correct something or someone that you haven't judged?  put another way, can you make or set right something or someone that you haven't formed an estimate or evaluation of, especially a negative opinion?  (i'm going by the definitions of the two words.)

i asked this question of you because in an earlier post you said that you are not judging, you are only correcting.  if you cannot understand this, i will blame your teachers for giving you a passing mark in college, presuming of course that you have passed college!  >:(

Where?  The original invoice/receipt must indicate clearly the name and address of the organization or individual who provided the goods or services.

 Who?  The original invoice/receipt must indicate the name of the individual who purchased the goods or service.  One exception is a receipt from a point-of-sale device which may not indicate the name of the purchaser.  All expenses must be paid by the individual claiming reimbursement.  Expenses cannot be shared among individuals.

What?  The original invoice/receipt indicates the goods or services purchased.  Such details as item description, quantity, unit price, extended price, additional charges and applicable taxes are required.

When?  The original invoice/receipt indicates the transaction date.  Depending on the nature on the transaction the original invoice/receipt may include the dates of service or delivery.  For example, original invoices/receipts for airfare indicate the travel dates.  Similarly, original invoice/receipts for accommodation indicate the charges for each day.

Why?  The original invoice/receipt must describe the goods or services sufficiently to determine that such items are a reasonable business expense.  If it is not clear how the expense relates to business activity please provide an explanation.

Bitaw pag sure uy... if you will correct a child from shouting its not judgment.... you will just stop him upon seeing or hearing that she is shouting to another child.... In judgment there is the weighing of the act done .... judgment exists mainly if someone refuses to accept that what she or he has done is wrong... It needs certain data or facts to be based upon before it will be judged.... Unfortunately, today most of the news rooms have gone from media bias, to engaging in media corruption. While media bias is a breach of the fundamental journalistic standards that may lead to loss of the public trust, media corruption is the use of criminal devices to manipulate or defraud the public, and destroys our societal moral fabric.

With the proliferation of technological advances, and subsequent increased ambitions on the global socio-political/economic platform, so too have the ambitions in newsrooms across the nation increased. No longer do media journalists prioritize source accuracy and reliability in news reporting over ratings.

News sources are now competing for popularity, high ratings and advertising dollars. With full access and control of the news outlets that reach the masses, and no one to "answer to," media has ceased to be reliable tools for information, but become powerful tools for fraud and manipulation. Unthinkable as it once was, today journalists fabricate stories, create fraudulent documents to pass them off as evidentiary facts, and for personal gain even collude with elements of society to sabotage rivals, hurt their enemies, and control the masses. Right or wrong, they do whatever pleases them.

Effective strategies in fighting corruption should necessarily include knowledge and data as pre-requisites, as proposed by Daniel Kauffman, a former director of the World Bank Institute.  He presents this formula:

 
AC (anti-corruption efforts) = KI (knowledge and information) + LE (leadership) + CA (collective action)

 
What this shows is the central importance of information and the involvement of media and citizens in any anti-corruption effort. In a number of instances, the Philippine press has demonstrated a strong but somewhat inconsistent capacity to focus on wrongdoing and malfeasance in the public sector.  It was through dogged journalism and concerted action of civil society that Joseph Estrada was ousted from the presidency in January 2001 after an aborted impeachment trial.

 
By reporting extensively and fearlessly on Estrada’s mistresses, houses, gambling habits, nocturnal and unofficial midnight Cabinet meetings, and kickbacks from various government projects, Filipino journalists, wittingly or unwittingly, galvanized the collective rage of citizens who otherwise would have remained on the sidelines without the kind of information they had on their hands.

 
That single event underlined the role of critical, investigative reporting in ensuring more transparent and accountable governance.  It also showed that good journalism can spur citizens to action and can open avenues for media-citizen engagement. But in-depth, analytical and sustained reporting on transparency and accountability issues has remained a very specialized field with very few news organizations actually pouring resources and support for such journalistic initiatives.

 
In many democracies around the world, exposing corruption in electoral campaign financing and expenditures, for example, has encouraged widespread public debates and in a few instances has prompted electoral authorities to put greater restrictions on campaign finance. Scandals linked to campaign contributions in Japan in the 1990s resulted in new laws being passed limiting corporate money influence in elections.

 
News reporting on this issue in the Philippines has gained little headway since much of journalism has its nose firmly following the circus trail of candidates, especially those vying for national posts.

 
Increasingly, the internet is also coming to its own as a potent and speedy way of sending and exchanging information, and in many cases, spurring citizen action the way it did in the Philippines in 2001 during the impeachment trial of Estrada.

 
UNDP’s 2008 Asia-Pacific Human Development Report noted, “During the 2000 election campaign in the Republic of Korea a coalition of 600 grassroots organizations had found that 15 percent of the candidates for parliament had serious criminal records and many others were guilty of tax evasion or dodging the draft.  They published the names of blacklisted candidates on a website.  The website got 1.1 million hits on election day and of 86 blacklisted candidates, 58 lost.”

 
The report proceeded to ask: “Why did the newspapers not take the initiative?” The answer was because Korea for more than three decades had been in the grip of a dictatorship and the press had survived mainly because of its timidity.   

 

What this shows is the transformative nature of journalism and civil society in many parts of the world, especially here in the Philippines where non-government organizations, faith-based groupings, business associations, civic groups and the like have encouraged strong citizen participation in governance.

 
“Civil society and the media are crucial to creating and maintaining an atmosphere in public life that discourages fraud and corruption.  Indeed, they are arguably the two most important factors in eliminating systemic corruption in public institutions,” said Rick Stapenhurst in his World Bank Institute paper, “The Media’s Role in Curbing Corruption.”

 
Stapenhurst presents tangible and intangible ways by which journalism can serve as a deterrent to corruption.

 
The tangible and most spectacular among the variety of forms, he said, is when corrupt bureaucrats or public-office-holders are impeached, prosecuted or forced to resign after wrongdoing had been exposed such as the case of Estrada.  Less spectacular, but arguably equally important is the day-to-day slogging kind of conscientious reporting that may prompt formal investigations into allegations of corruption.

 
He said, “News accounts disseminate the findings of public anti-corruption bodies, thus reinforcing the legitimacy of these bodies and reducing the ease with which interested parties who hold power can meddle in their work.  Conversely, when journalism exposes flaws and even corruption within the various bodies of the state (police, courts, the Ombudsman) corruption is put on check.”

 
Should public pressure, as a result of media reporting on corruption, lead to a reform of those agencies or bodies, “the long-term effectiveness and potential of the media to act as a counterweight against corruption is strengthened.”


But there is a dark side to this.

 

Corruption, press freedom, media ethics and other challenges

 
The press and other media can only report on corruption if they have the freedom to do so.  In many parts of the world, journalists face two major constraints: First, states that control the press; and, second, private media owners or proprietors who may themselves be corrupt.

 
While the news media in the Philippines is widely considered to be the freest in Asia, it has rated low on press freedom ratings because of the number of journalists murdered in the line of duty.  Many of the slain Filipino journalists were investigating corrupt practices in local areas.  As of this writing, and since 2001, about 200 journalists in the Philippines have lost their lives in pursuit of a story.

 
The Worldwide Press Freedom Index of Asia-Pacific Countries in 2007 conducted by Reporters without Borders showed that the Philippines ranked 128 with a score of 44.8, one point higher than Maldives which ranked 129 and immediately below Malaysia with a ranking of 124.  The index was based on events that took place between September 1, 2006 and September 1, 2007.

 
“Clearly a free press is not enough.  What these countries need in addition are clean and efficient systems of justice that will follow up on widely-reported allegations,” said the Asia-Pacific Human Development Report.

This study shows that compared to the past, media corruption in the post-Marcos era is costlier, more pervasive, and even more systemic. It is also disturbingly sophisticated, and in some cases, even institutionalized. The organized way in which corruption takes place—through a network of jorunalists reporting to other journalists or to professional public relations or PR people—makes it seem almost like the operation of a criminal syndicate, a mafia of corrupt practitioners.

It has to do with the issue of MEDIA CORRUPTION, a subject you will never find discussed very much at all by the Main Stream Media pundits, broadcasters and other "professionals". Yet it is no secret at all that the Mass Media as an institution is not very different at all from other institutions in the Philippines like the government. Although they like to congratulate themselves over how they are the institution people turn to for justice and retribution, the truth is that the Mass Media are just as corrupt as any other government agency, and far more cunning and hypocritical in denying and hiding the fact. Like any good Mafia, omerta is an unwritten rule never violated by members of the media. Even if reporters, broadcasters and pundits are on the take at many--no, ALL--media organizations, you won't ever hear a word of it mentioned in...the Media! Try as hard as people like Doronila might to portray the media as selfless defenders of Press Freedom and the Public's Right to Know, the reality is, the Mass Media is just as corrupt and dishonest as the people and institutions they attack, criticize, expose and defame.

Right now being election campaign season, for example, money and favors are raining down on the Media. What are the chances I wonder, that among all those deals and arrangements that have been made between politicians and officeholders on the one hand, and reporters, broadcasters and station managers on the other, that none will go sour? That no one will be betrayed or disappointed? That no one will be killed or revenged upon as a result?

We must allow for the possibility that not all of these journalists involved in drive-by shootings are also involved in deals gone sour or are the target of local warlords and illegal interests that they have indeed exposed. But it stretches believability for Doronila to claim that they are all the result of a state failing to protect defenders of Press Freedom from exposing local venalities and corrupt officials. Perhaps too cynically, many Filipinos actually believe these journalists deserve what they get, or have it coming to them from enemies of the friends from whom they have been on the take. Extortion, blackmail and influence peddling are clearly not the exclusive province of the warlords and the politicians. Increasingly, the power of mass media is being turned to personal profit by journalists and other media practitioners. The violence we see, is at least in part, the result of all this business that really has little to do with journalism as such.

The analogy I really like is that between modern day Journalists and the Spanish era frailocracy--mainly because the quality of the hypocrisy and the degree of self-righteousness between these two groups is roughly the same in that whilst both were officially fighting social evils and working for the common good, the reality was, and is, that many of their members and adherents were as much participants in that evil and venality whilst outwardly denouncing them.
There is a deeper connection between Mass Media and the old frailocracy too. It has to do with the Separation of Church and State, which the Spanish Taliban clearly did not subscribe to; and the Separation of the Press and State, by which I mean that like the frailocracy, the Media have come to a point of power and influence that they actually "set the agenda" for discussion and debate by the people and the State. Virtually nothing happens or is paid attention to that the Media does not put in headlines or prime time newscasts, whether at the national or the local level.

Until and unless the Mass Media can regain its reputation for professionalism and impartiality, as opposed to being willing tools of one or the other political and economic interest, whether traditional politicians or politicians of the Left, I don't think its practitioners should look to Public Outrage for protection when their deals go sour or they are seen by deadly and serious forces as taking sides for their own profit and advantage.

A membership fee of TBN gives only the right to vote and be voted upon at a meeting and to receive reports of the charity’s activities, unless such reports are also sold. If the reports are available for a fee to non-members, they are valued as an advantage (benefit) and may affect the amount of the official donation tax receipt.

   
    The purpose of the registered charity is to provide hospitalization assistance through the radio program. For a membership fee of 100 php, a member will receive:

        * the right to notice of, and attendance at, all general assembly or membership meetings of the charity organization
        * recognition as a donor on all activities
        * prioritization of hospitalization benefits / discount through endorsements of TBN Volunteers Club officials

I received a notice for the TBN Club meeting around 9PM last night via text just before going to TBN program in where I also had Gerry Pabe read the text from the secretary over air but there was no time given for the meeting.

Today the first one to arrive for the meeting was Frank Apdo, then I was the second one and we chatted for a while almost one and a half hours time discussing about other clubs that we belong too together in and how they are run well. We also came to the same conclusion that the TBN club has not made any new. moves or accomplished anything.

I Of course despite my being a die hard in helping others out was present, the secretary arrived at 3PM via motor pedicab. Frank Apdo informed her that no other members have showed up....???? No as I had mentioned in another thread no one shows up because of the lack of support shown to the anchorman and his wife by the secretary for things that have happened way before I was even in the picture of TBN Club.

I was told by a good friend of mine who is one of DYRD's top rated commentators to "Get out of that club as there is a woman in there who is always making trouble."The club is going no where". "It is a joke!" I with the good side of me with the good heart really hoped that things would have turned out better.
I tried my best to attend the last few meetings in a row, Also the TBN Club president was not yet in attendance for the meeting either. Our president is a good man and a very busy man same as me in where we belong to many types of clubs in where we are helping the poor here.

As expected I exchanged words with the secretary who was standing over me as I sat beside Frank Apdo and he keeps looking at her telling her to calm down. She just says to me that so many people hate me in Bohol, and she mentioned two women names who hate me are Jenny Estoqia who is a singing instructor at Herllitz and AUrora Galos who is connected to CAP College and bohol Star quest, and she went on to shout that her family are investigators....I finally had to ask the guard at JJ's to get her to sit down and get her out of my face. No matter how stern and mad I was to her knowing what she and her or she and a friend had written about me in the internet...

Just after the posting in here by Cheers I was asked by AUrora Galos via text to stop being a regular judge until furthernotice with her program. With Star Quest I had been judging the program for sometime  (4 years), and I am not surprised of receiving this text knowing how some people here behave in social cliques and thought all along that there is a connection and it was proven in the secretaries words today...

I had text to Aurora Galos who happens to be in the same college alumni of HNU as TBN secretary Aranzado is and was asking her why was i taken off from judging like a drop of the hat? There was no reply from Ms. Galos so I can put two and two together. Normally on Saturday Jenny Estoqia will text me that she is awaiting me at BQ for judging but on that weekend when Cheers's posting were just being put up in here she (Jenny) for some reason had not text to me??? (Jenny is the TBN treasurer and close friends of Elizabeth Aranzado. (picture is plain and simple here).

The two Jenny and Au2 have no reasons to be mad at me as I am not a vindictive and cunning person as they have proven to be towards me this past weeks.... Au2 by throwing me out of judging all of a sudden for the crap of the secretary of TBN and we know that jenny is close to Elizabeth as the saying goes "Birds of a same feather flock together"...mao ba! So I am sure it is high school mentality of these women to gang up on me and for what reasons? just for being voted in as a member of the TBN board? for helping out Gerry Pabe on DYRD? I see no valuable reasons to have to be treated so cruel and they say this is a hospital province? Walay Kalaro to that!

Jenny had text me on October 6, asking me why I was not a judge that past weekend? Was this a move to try to psyche me out and make me think she is concerned about me, trying to look innocent at the same time.

I had better be careful in who I call as my friends here in Bohol as it seems friends and i do mean true friends are hard to find here.... This is how I feel at this time.... I also keep just a couple of friends as I do not have the energy to spread myself thin....

Our president had chosen me we also belong in other clubs together which are media related. I and Eddie Mianit were both chosen as PRO for the TBN Club.

I am sad there was again no turn out for the club meeting today. Please take note our treasurer is a chairman judge but the secretary said that she would attend if she can get out on time??? Oh but if it is not me attending hell would break loose it would not be acceptable.....I threw it in her face it is okay for a Filipino to be absent but complain about me who has missed a few meetings due to medical missions being scheduled which is more important than judging for a two hundred peso honorarium given by Au2...

I also got a copy of a complaint letter handed to Frank by the secretary as she proudly waved it in his face and the complaint letter is to have Gerry Pabe and I thrown as as members in TBN Club...how childish is this?

I beleive this entire time I am being told Iam being stupid about things because of my friendship and help on TBN with Pabe and it makes the secretary mad as well as the treasurer. Why else would the treasurer question Pabe on how I am helping out every-night on the program?.....leave me alone and mind your own businesses everyone...you know who you are......

Some people want to complain about anything and anybody.....I have witnessed both good and bad as a volunteer at night helping out the indignant.

I know a little boy no older than 10-12 years old his mother abandoned him and his two brothers along with her husband who is jobless.

I know them personally.

The father had come to Tagbilaran By Night not once, not twice but several times desperate for any help with his sons medical condition that just kept on getting worse at time went on.

The father had no time to look for help as his son was slowly deteriorating away his life his future.... no donations from callers had come into the station. He had the usual help of Alturas, TBN VOLUNTEER CLUB Ireland, and one other private donor from Loon Town.

I had also tried to help and had brought foods and monies to the hospital of my own to help this little fellow fight for his life....I noticed his father had stopped going to the radio station....I wondered why it is that he had stopped...I had no way to contact the family for some time.....

I received news late from the family who has taken the young boys brother under their wings in Panglao that the little kid fighting for his life had passed on to the heavens. His stomach just kept on swelling inside.....he did not have the funds to help save him or keep him going on as a fighter..

During this fathers time of asking for help over TBN on DYRD he did not have any funds coming from the TBN CLUB in Tagbilaran. Some of the people on the board do not want to release funds to the program because there is no funds going into the account.

I from the get go as a member wanted to help with fund raising and I know this was the platform of our president was to also have fund raising...

Despite an earlier meeting that was slated earlier in the month, president Mr. Rene Reil has text to members of the TBN board to please attend a 130PM meeting on October 30th, at JJ Seafoods House in where the clubs regular meetings are held.

He encourages all board members to be there and also stated in the text to please make it on time. Our president is a very busy and kind heart in the community in helping out many people here. So when one is busy helping others he tends to have a busy schedule.


Our president said that the matters to be brought up for the meeting are important.

I asked Tagbilaran By Night Anchorman Gerry Pabe last night after signing off from air if he would be attending this Saturday's TBN meeting called by our TBN Club president?  He told me as of last night that he is planning to attend.

 ;D I am also very proud of him for winning in his barangay. He is so very happy, he deserves to be a leader in where he can help others in community...For me in what I can observe of Gerry both on air and off air he is a terrific person tiny body but huge heart type of person......Thanks Virgil for the congrats I will tell him your message tonight.

I made an announcement that anchorman Gerry Pabe was on his way into the meeting. He went to the meeting and cleared up any miss-communications amongst the board members on how the donations are being kept track of at DYRD and Chronicle outlet.

Everyone who was having bad feelings amongst ourselves as a group were out in the open many apologies and even a hug were given to the secretary from both Pabe and me....

I was asked to give the closing prayer and closed it with words coming from my heart and the real spirit of God and his son Christ and with that the meeting ended on a very high and positive note.....
