A brother of Panglao Mayor Doloriech Dumaluan has implicated him in the celebrated rape-murder case that took place in Panglao three years ago.

This means that with the rape case now on its third anniversary, it looks like the hangman's nose is slowly tightening on the neck of Mayor Dumaluan.

"Among ning duwa ni manong" was the frank assertion of a witness as he quoted Pingmay Dumaluan, younger brother of Mayor Dumaluan. Manong here referred to the mayor whom the witness identified in a statement he made to investigators days after the incident.

This latest chapter in the checkered political career of the controversial Panglao mayor came at a time when he is serving his six month suspension for violation of the Anti-Graft and Corrupt Practices Act. Mayor. He was suspended for using taxpayer's money in buying gasoline for his private cars. The suspension was served last Sunday after the Department of Interior and Local Government implemented a resolution of the Court of Appeals denying the petition for preliminary injunction filed by Mayor Dumaluan was denied for lack of merit.

As a consequence, V-Mayor Pedro Fuertes assumed office as acting mayor while number one councilor Nila Montero was sworn in as acting vice mayor. Montero is a Dumaluan ally.

The witness to the gruesome crime that happened on April 27, 2004 came out in the open to disclose the gory details of the plot to rape and kill Vivian Dumaluan, a cousin of the mayor. The witness, however, declined to be named for fear of reprisal from those he implicated in the sensational case.

According to his own confession of what he knew about the incident, it was the mayor's brother Pingmay Dumaluan who told him about the plot to rape and kill Vivian.

It was public knowledge particularly in the Bolod-Tawala-Libaong area that there is more than one suspect in the crime.

With the recent revelation of this witness, it would appear that Narciso Maghamil alias Isot is not alone in facing the consequence of the beastly rape-murder case.

In fact, people in the area are talking in whispers that at least five persons are involved.

It may be noted that two days before the rape incident, the witness was approached by Dumaluan's younger brother about the gruesome plan.

The same witness was also briefed by Pingmay that the rape-slay was part of an elaborate election ploy.

As told by the witness to investigators right after the incident, the election conspiracy was calculated to lay the blame on the opponent of Dumaluan (Doloriech) who was running for mayor at that time. Dumaluan was pitted against the incumbent who was then mayor Benedicto Alcala.

The rape incident was indeed exploited by the Dumaluan camp that Alcala blamed the rape issue to his own defeat in the Panglao mayoralty contest.

Now that the table is turned on Dumaluan, it is Alcala's turn to point an accusing finger to Dumaluan why he is playing deaf and blind in the quest for justice of the parents of the rape victim, Vivian Dumaluan. (Kit Bagaipo)
