DND chief Teodoro: Minors to be forcibly evacuated


GMANews.TV - Wednesday, September 30SendIM StoryPrint.The forced evacuation of residents in preparation for the possible onslaught of tropical storm "Parma" will only be partial, a senior government official admitted Wednesday.

Defense Secretary Gilberto Teodoro Jr. said only children and minors who cannot legally decide for themselves will be covered by the government policy.

"My instructions are, kung may bata o minor who legally cannot make decisions for themselves, yan ang sapilitang kukunin. Kung sa [may] edad [na] just explain the consequences (My instructions are to forcibly evacuate only children and minors who cannot legally decide for themselves. As for adults, we will just explain the consequences if they refuse to leave)," Teodoro said in an interview on dwIZ radio.

Teodoro is also chairman of the National Disaster Coordinating Council (NDCC).

After being criticized for its slow response to tropical storm "Ondoy" (Ketsana), the government is now preparing for the entry of "Parma." [See: Northern RP now waiting for Storm Pepeng]

The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) will code-name the storm "Pepeng" once it enters Philippine territory.

On Saturday, "Ondoy" battered Metro Manila and several provinces in the Central Luzon and Calabarzon regions, its total rainfall accounting for the most in recorded history, surpassing the previous record for the metropolis in 1967.

During a meeting of the NDCC on Tuesday, Teodoro said they will undertake preemptive evacuation in areas that may be affected by the incoming storm.

In the radio interview on Wednesday, Teodoro stressed that in the case of hardheaded adults who refuse to evacuate, they will merely get an explanation and the option to leave.

"Basta maliwanag ang usapan (We just want to make sure everything is clear). Give them the options and the option is there," he said. - GMANews.TV
