NAPOCOR Bohol Seeks Help from Law Enforcers

The National Grid Corp. of the Philippines has sought help from law enforcers to protect the power lines and towers it constructed along the hinterland barangays of Catigbian and Sagbayan.

This came following law enforcers’ downplaying possibility that the New People’s Army (NPA) had something to do with the bombing of an electric power tower last week in barangay Sta. Catalina, Sagbayan town owned by the National Grid Corp. of the Philippines (NGCP).

In its press release, NGCP said that “Tower #164 of the Bohol Backbone Transmission Line Project was bombed Saturday night, December 3, at around 10:00PM by still unidentified persons. The incident did not cause any interruption on power customers in the area. The concrete pedestal of the tower legs remained intact despite the blasts. The tower was erected just two weeks ago at Barangay Sta. Catalina, Sagbayan, Bohol. It is said to be located 100 meters away from the highway and about 300 meters from nearby houses.”

It said that NGCP has condemned the said act of atrocity even as it also coordinated with local law enforcers to strengthen security measures to protect the company’s power project. It even tapped local residents to report to authorities any suspicious persons in their area. But the press release did not mention anything about the alleged failure of payment to the owners of the lot where the tower was erected.

Col. Constantino Paul Barot, provincial director of the Philippine National Police (PNP) and Col. Brawner of the Armed Forces of the Philippines were one in ruling out the rebel’s possibility of doing the alleged atrocity.

But it appeared that both (Barot and Brawner) could not validate, for now, their contention that rebel’s responsibility is indeed out of the question in the blasting. This came during the weekly governor’s press conference held Friday at the Governor’s mansion with the presence of Gov. Edgar Chatto.

PNP and AFP now are instead focusing on the angle of alleged failure on the part company or contractor to pay the lot owners for erecting the said towers. And still this needs confirmation as they still are conducting investigation on the incident.

The perpetrators have used an improvised explosive device in attempt to topple a certain tower but failed. The said tower along with others is erected by the NGCP to connect the powerlines from Ubay to Corella town passing through the area where the blasting occurred.

Barot told the media that those responsible may have an ax to grind against the company.

For his part, Brawner said that if the “communist terrorist” did it they usually claim responsibility of every atrocity they do for propaganda mileage as its “signature” component of its cause. “They not only want to sow terror but to destroy,” he added.

The area nearby within the border of this town and Catigbian was considered as the hotbed and stronghold of the rebels in the 80s through the early 90s. But later on, the government was able to control and clear it.

It was not too far from here that armed ambush against the AFP by the rebels took place that resulted in the killing of several troopers and the separate burning incident of brand new vehicle of former mayor of Sagbayan days before the election in 1998.

The law enforcers have been trumpeting that Bohol is already an insurgency-free province following the “evacuation” of the rebels to nearby island provinces due to the intensive government military operations.

Recently, however, sightings of armed men are being reported but no confirmation yet if indeed the NPAs are back in town. One of such sightings is in one of the barangays of Carmen town.

Law enforcers also are monitoring over the report that some businessmen still “are paying” revolutionary taxes to the rebel movement so they can trade in remote areas the movement considers as its jurisdiction.

It was also a common knowledge on the part of the law enforcers that candidates paid sums of money as payment of “permit to campaign” in the rebels’ controlled areas during election campaign.

But no one from among the businessmen and politicos comes out in the open until now to confirm they indeed pay revolutionary tax imposed by the movement.
