Massacre of Jobs at Bohol Capitol

What is being contemplated by Capitol as a streamlining formula for its staffing structure is actually “a reorganization in the pretext of reengineering.”

This was the revelation relayed by Bonifacio Quirog, Jr., Secretary of the Sangguniang Panlalawigan, in his letter to the Vice Governor and SP members regarding the so-called “reengineering” program of the provincial government.

Quirog, along with Rowena Bongcaras and Josefina Gulle, represented the SP to the consultants’ presentation of draft provincial government structure, design and staffing pattern” at the JJ’s Seafood Village last January 10, 2008.

“For the first time, it was revealed that the so-called reengineering program, in which we were made to believe since the beginning that no employee will be dismissed or end –up jobless, is after all a total reorganization of the provincial government where all positions will be declared vacant and everyone has to apply again and will be at the mercy of those who will be sitting in a placement committee and many will therefore end-up jobless,” the Quirog letter says.

This looming scenario is reportedly haunting the minds of provincial employees, like a sword of Damocles hanging over their heads.

The human resource development program is funded by the Australian International Aid (AusAID) with consultants coming mostly from the province of Davao.

Quirog cited as an example the structure in the Office of the Vice Governor wherein fifty (50) personnel will be reduced to just seven (7) who will all be co-terminus and the present average of six (6) employees for each SP Members will be reduced to two (2) under the proposed new structure.

“The idea is not economically viable, much less politically defensible considering that here in Bohol, the provincial government is one of the biggest, if not the biggest employer and there are not enough alternative jobs to offer in other sectors,” Quirog said.

“In stark contrast to the poverty-reduction program of the provincial government, under such restructuring scheme, lowly casual employees will end up jobless; as in the word of the consultants, “casuals would be the first casualties.”

“Under the same scheme, with all positions declared vacant, everyone will be at the mercy of the placement committee,” he added.
