House OK’s bill to uplift plight of poor

A BILL that aims to improve the plight of the poor by addressing their basic needs and providing livelihood has been approved on second reading in the House of Representatives.

According to a statement released yesterday, House Bill No. 4484, or the Magna Carta of the Poor, the poor are those living under the poverty threshold set by the National Economic and Development Authority. Last year, the National Statistical Coordination Board stated that an average family of five who earns less than P7,607 per month or P91,289 per year are considered poor.

Salient provisions of the bill are:

• basic food items such as rice and sugar that have been seized from smugglers will be turned over to the Department of Social Welfare and Development for distribution to the poor;

• subcontractor and contractors of public works projects will be required to source a third of their manpower from the poor who reside in the project area;

• loans for livelihood will also be granted by concerned agencies for those who want to engage in business;

• poor students can avail of a socialized education program that will also allow attendance in college; and

• a provision for socialized housing.

The bill also plans to authorize accredited partners such as nongovernmental organizations, people’s organizations and private firms to accept donations or grants. -- MJOC
