Driving Without Helmet is Banned in Bohol

Amidst seemingly heated opposition of the implementation of the helmet policy for motorcycle riders and their riders, PSSupt. Constantino Barot bared a 99.99% compliance among drivers in Tagbilaran City during the Provincial Peace and Order Council meeting in Guindulman Bohol, September 2.

Bohol was among the provinces which did not strictly implement the provisions of the Land Transportation and Traffic Rules of the country, says Land Transportation Officer Joel Maloloy-on, during the meeting.

He added that his men would lead the intensification of the drive to ensure safety for motorcycle riding motorists.

The implementation came more than a week after City Police chief Arcadio Jamora Jr. announced the instruction for his men to go for motorcyclists who operate motorcycles without helmets.

Motorcycle riders and back riders then must wear helmets while those engaged in habal-habal would provide for the helmets of their passengers. Children below ten years are also banned to ride motorcycles.

Oppositors of the implementation of the helmet policy said it would be an added burden physically and financially while production helmets available in the markets are sub-standard and would defeat the protection purpose it could afford.

Many also reason out that using full faced helmets can easily mask criminals who could conveniently slip through police checkpoints.

On this, LTO Maloloy-on said studies from the LTO central Office has debunked the correlation between criminals and full faced helmets.

On the other hand, supporters of the policy claim that helmets provide the necessary protection for drivers and backriders from accidents and causing undue injury to others.

The order also came amidst a growing number of motorcycles impounded for being operated without plate numbers, or motorcyclists flagged down for driving without licenses or expired licenses, with unregistered or expired registrations.

The orders also came following a saturation drive for the motorcycle riding criminals as included focus area fo the Police Integrated Patrol System (PIPS).

Under the policy, first-time offenders of the helmet policy pays a fine of P1,500.

Fines for second offense is P3,000, P5,000 on the third time, and P10,000 plus confiscation of the driver’s license for the fourth and succeeding offenses.

A newer Mandatory Helmet Law still has no Implementing Rules and Regulations (IRR) so that local traffic officers and its deputized agents momentarily use RA 4136, city traffic supervisor Samonte said.

Good! How many times have we heard of citizens who were riding motorcycles and were involved in fatal vehicular accidents. Protect gayud ang inyong ulo kai mag brain dead og igo-an!!

An invisible cycle helmet wins design award

An invisible airbag for cyclists' head, shaped as a collar worn around the neck has won one of the world's largest monetary prize for design.

The winners of the 2011 Index design awards were presented at a gala in the Danish capital Copenhagen.

Index: Award, which is the world's largest monetary prize for design, focuses on "Design to Improve Life – designs that target and solve problems in the daily life.

The award is split into five categories – Body, Home, Work, Play and Community – with the winner of each category winning 100,000 euros.

In the play category, Swedish Hovding – an invisible airbag for cyclists' head, shaped as a collar worn around the neck – won the prize.

This year's winners in the Body category was the See Better to Learn Better free eyeglasses program for Mexican children designed by Yves Behar from Switzerland.

In the Home category, the winner was Elemental Monterrey – a new model for social housing, also in Mexico.

Design for Change from China won the Work category.  It is a design based school competition designed to give children an opportunity to express their own ideas for a better world and put them into action.

In the Community category the winner was Design Seoul from South Korea – which the jury said was the first ever coherent design based approach to improve life for citizens in a very large city.

The nomination process has been open to all and people have been able to nominate their favourite life-improving design.  An international jury comprising designers, design scholars and thinkers, business people and curators the selected a group of finalists.

this invisible helmet is called 'chieftain'.  here's a blurb, as translated from swedish:

"It takes an abnormal motion of the cyclist in an accident for the Chiefs to respond.  Why can not protect the rider's head chiefs of such an object falls from above, straight down on the rider's head. However, this is an extremely unusual bicycle accident category."

in other words, kun matagakan kag lubi, sorry na lang.

Last month, i had a patient who came in with cerebral contusion w/ subdural hematoma because of a motorcycle accident. 24 year old man. wala lagi ning wear siya og helmet. We were able to stabilize the patient, pero he has permanent brain damage.



Mao lagi ni....be careful gayud!
