Dozens Dead in Philippines from Tropical Storm Flooding

(CNN) -- At least 51 people have died and at least 21 others are missing after torrential rains and subsequent flooding pummeled the Philippines on Saturday, the government said.

Tropical Storm Ketsana spawned the flooding, which caused at least six of the deaths in Manila, the nation's capital.

Manila and the nearby province of Rizal bore the brunt of the downpour, said Gilberto Teodoro, secretary of national defense and chairman of the National Disaster Coordinating Council.

Two of the dead in the capital city were victims of a wall that collapsed, he said.

Five thousand people were rescued without boats, and another 3,688 were rescued with boats, he said.

Another governmental official reported four injuries.

"My neighborhood rarely gets a bad flooding and I guess this is the worst," said CNN iReporter Jv Abellar from Quezon City, Philippines.

"Traversing through the flood is like walking through rapids."

In all, 41,205 people had sought refuge in 92 evacuation centers, Teodoro said.

By 8:30 a.m. Sunday (8:30 p.m. Saturday ET), the torrential rains ended and slight rainfall was reported.

Some roads in the capital metropolitan area had reopened, but "we do not encourage people to travel these roads," Teodoro told CNN in a telephone interview.

"They can be a hindrance to efficient relief and rescue operations."

The federal government began massive relief efforts to aid the local governments, and set up aid centers addressing pressing problems such as sanitation and water purification.

President Gloria Macapagal-Arroyo has ordered pay parking lots at malls in Manila to be opened so motorists can leave their cars there without charge, Teodoro said. iReport.com: Share images of Philippines flooding

Manila's Nino Aquino International Airport and nearly all of the country's other international airports had reopened, he said.

Though the Philippines is no stranger to floods, Saturday's downpours approached a record, with 341 mm (13.4 inches) falling between 8 a.m. and 2 p.m., he said.

The average rainfall for the entire month of September is 391 mm (15.4 inches), he said

It was reported that 57 persons died yesterday.  Louya tawon sa tanan, labina tong gabalay-balay lang sa kadaplinan.  :(

Ay,sori..nakulangan ako letter,basa te..tanan nilang things nabasa kay wa kabantay..naabot sa saecond floor sa ilang balay so tanan na impas. One thing I realized about this event,material things are not really necessary kay kausa rang haplas sa tubig,maguba..we need other things to be busy of..

Hahaha.gadali ug type,gakabali-bali..Mao jud noh.Nakadungog ko sa dangoyngoy sa akong amiga kay iyang I-Phone na basa..I-Phone ra gani na,how much more those tibuok balay unya way relatives nga kadangpan..kapaet palandungon..e ampo nalang nato sila ug apil nga many will help their immediate needs there.

i totally agree with you glacier way pili pili ang bagyo. if my memory serves right, this flooding here in metro manila was the worst in more than a decade. its also heartening to note that the worst times can bring out the best san mga filipino. alot of people from all walks of life are ready to lend a helping hand in anyways.

I am still awaiting word about the family of my eldest sister who lives in one of the worst hit areas--in Karangalan Village, Cainta, Rizal. Dili lang gihapon sika makontak until now. If anybody has an update about this area, I'd appreciate any information you can give.

we're also very much worried.....i have a cousin in cainta....phase 9, midtown village. the problem is she has a sick mom with her whose under respirator. she has a genset but is running out of fuel. the last time we spoke to her was yesterday noon. we hope and pray that somehow they were able to get fuel for their genset. all communication lines to cainta, rizal are dead.

i hope all those who are affected are doing fine after the typhoon.

just talked to my sister in Manila, at least the typhoon has left the country already. there are still areas in Manila and neighboring places though, that have no power. maybe, this is the cause why some of us cannot contact them. the area where my sister lives got their power back only today after 24-hrs of total black-out.
