Cracking down crimes in Tagbilaran?

City Mayor Dan Lim yesterday warned police characters in the city even as he allayed fears of any organized crime groups operating here.

However, the mayor said he is not taking chances as he vowed to target Sept. 1 as Day One of his relentless campaign against criminalities following the killing of Jack Arat, 30, marketing/sales executive of Bohol Tropics Resort Club who was gunned down in cold blood last Monday dawn in front of his residence along JS Torralba Street, this city. Earlier, three shooting incidents in Mansasa district, this city, claimed the life of an innocent tricycle driver identified as Jemuel Adanza y Liquigan.

Starting Sept 1, Mayor Lim wants night spots to close by 12 midnight together with the strict imposition of the liquor ban by 10 p.m. for those without licenses as given to tourist-related establishments like hotels.

The statement of the mayor made the public expect that City Hall will revoke selling of liquor in 24-hour stores as well as sari-sari stores in the barangays. He wants a barangay level imposition of the liquor ban. The 12-midnight closure of night spots will include the “Sky’s The Limit” barbecue corners in the city.

Together with this is the strict imposition of curfew on minors starting at 10 o’clock in the evening.
Internet cafes will also be closely monitored and will eventually be asked to limit their business hours.
Habal-habal drivers will be checked especially those who are not owners of motorcycles but are merely renting the bikes to operate until wee hours in the morning.

In order to carry out these concrete measures, he will create monitoring team in each of the 15 barangays which will operate on its own aside from the regular barangay tanods.

SUSPECTS IDENTIFIED

Mayor Lim said the police now closely follows up a short list of suspects in the murder of Arat. Immediately upon his arrival from the United States, Lim issued a 72-hour ultimatum to the city PNP to identify and arrest the suspect.

Arat, who doubles as event organizer, was gunned down in front of his residence after he alighted from his car. He came from an event he organized in Dauis town when the lone gunman poked a firearm on him. Arat tried to resist causing the suspect to shot him. He was rushed to the Gov. Celestino Gallares Memorial Hospital with a lone gunshot wound. He died four hours later.

The suspect carted P15,000 cash from Arat believed to be proceeds of the show he produced in Dauis town that evening. Police theorized robbery was the motive behind the Arat murder.

Meanwhile, police continues to investigate three incidents where armed man barged into establishments at night. Victimized were Buen Villa Pension House, Borja Hospital and Tagbilaran Puericulture Center. The guards on duty were either sleeping or out of their job sites when the armed man entered the establishments.  A 9mm service revolver was taken by the suspect from the guard of Al Nino Security Agency while on duty at the Borja Hospital, while cellular phones were carted away from hospital and pension house personnel in separate incidents.

PNP Prov’l Director Edgardo Ingking met last Friday owners and officers of security agencies to refresh their manpower force on the danger and risk of their jobs at night. “They should be awake and alert,” Ingking told the security agency officials.

LAUDS PNP

Mayor Lim despite the series of unsolved cases said he is proud of the efforts of the city PNP despite their limitations.

He said that peace and order is not the sole duty of the police but of the entire community especially the civilian residents who can feed information to the police. He even reminded parents of their role towards their growing children as some minors are involved in recent incidents.

SHORTFALLS


The city PNP has 78 cops only with three who would soon retire from service.
City Kagwad Edgar Bompat, chair of the SP committee on protective services, said it is ideal for the city to have at least 100 cops. In fact, Ingking said the ideal ratio should have been one policeman for every 1,000 civilians.

For his part, city PNP chief Jacinto Cesar admits the need for additional vehicles and manpower.
Presently, the city PNP has 3 cars, 3 jeeps, 2 Tamaraw FX and 17 motorcycles.
Some city lawmakers are looking on an earlier budget of P4 million for the acquisition of vehicles for the city PNP.

Mayor Lim said that the city will acquire momentarily additional vehicles for the city PNP which is deemed necessary.

Mayor Lim is all excited now; but, will he relax once the excitement dies down?

In a short while no one will remember and then it will happen again.

I have friends who are police men/ladies here, when I have been able to discuss the latest issues on crime with them they say that the regional office must hire more men to work in the streets as what is available now is working all the desk jobs.
Last week Bohol had a total of three homicides with in all five days.
I also had written a nice column covering my graveyard observance at the city PNP office in tagbilaran city.
My column was touched by my editor so much before press time and had jumped around all over and made no sense to what was going on and so much of what i had written about the the crimes and complaints that had been going on was cut. I am so embaresses about that column. I felt it was important to observe first hand and let our readers know what an understaffed City PNP office has to go through nd it is demanding.
All I can say is do not knock the police here unless you have walked in thier shoes as being understaffed.
Once you take/violate rights of others do you think you should get to keep yours?
Why not let the punishment fit the crime and put fear in the head of these idiots who continue to do mean things to the community?
keep these human rights groups out of the picture I say eye for an eye.
I also think the husband of Sharon Cuneta is wrong to have introduced such a bill that does not allow minors from around age 13-17 get punished for crimes they have commited now we even have rival youth groups ussing weapons against one another.
I say do what the states does make juvenile detention halls.
Rehabilitate and council these kids into not doing these bad things and let them know they are capeable of being better then pulling nonsense crimes.
Stop just slapping hands in general as the only punishment you know only this action will just continue to let bad guys keep on doing bad things to the community because the punishment is a joke here.
Even the police here agree with me.
Too many groups getting in the way and just to understaffed.
People here do not even know how or even care to yeild the right of way to pedestrians who are crossing the intersections in marked crosswalks its so simple the laws just need to make them different as well as making the punishment fit the crime and stop selling alcohol to persons under 21 years of age.
Stop being so ignorant in handling the crap and the crime going on here. Make the punishment mean something put fear in the minds as well as fines. Mean Businessas we are fearing of our rights and safety more now a days as basically persons know they can get away with commiting crime here now.

police should crack down petty crimes and this will lead to solving the big crimes in any place. kanang mga tindahan nga bakery ra unta ang permit nagbaligya og mga liquors, etc., curfew for minors, prostitution, drug-using among prostitutes, etc. and there must be monitoring on what people from other provinces are here for? if they are here for suroy2, then do they have enough money kay kung wa, for sure mamurikat na dire or mamaligya og drugas. kasimple ani nga panghunahuna.yes, freedom to abode and freedom to travel apil ni sa atong bill of rights, but when a person becomes a liability to a place, pwede na siya i-persona non grata oi.ang nakadaut lang kay ang mga authoridad dili mohimo og lakang kung dili big names ang involved, kung way awards or commendation nga naghuwat for such operation. they failed to consider that big names may use gagmayng igit sa society to do the dirty job.

We are all aware of Sevilia, Batuan, carmen, Sagbayan, Bilar as being considered all high risk areas located with -in the interior woods and rice patties of the province.
We are also aware of the new movement to add more policemen into these area's recently.
Even though statistically the rebels out number the police men in all mentioned municipal towns mentioned above.
Some PNP are complaining that they are transferred there with out being issued fire arms.
According to the secretary of Pssup Provincial Inking she told me in an interview yesterday that the province is out of short arms but have an ample supply of long arms.
The regional office is the one in charge to supply the province of Bohol with the correct equipment necessary to use in arrest and combat.
With the inspection already completed and the inspectors being aware of the lack of equipment during the annual inspection the regional office should be already processing the needed arms and other equipment needed by the policemen here in Bohol? So regional office you know the interior region is high risk and dangerous with the threats from rebels. Whats the the wait?
I am beginning to wonder if the government wants these men to be dead who are wearing blue and currently on duty with the PNP in the interior region of Bohol as I have said they do not have fire arms is anyone listening out here?
These men are sacrificing time away from their wives, kids, and loved ones for what an government that is not providing the kinds of equipment to fight off the bad guys who threaten the island and what ever inhabitates on it? ???
