The eve of New Year’s Day in Bohol was a disaster to the Ramos family in Clarin town after their grand old man was killed as a result of a waterspout locally known as buhawi. It also triggered flashfloods with its rampaging waters destroying several houses in its wake. The twister also believed to have claimed the life of the old man’s grand son said to be a polio victim. He was still considered as missing as up yesterday and was feared dead.

Left to pick up the pieces of what remains of their personal belongings as a result of the calamity was Maria Theresa Ramos of Poblacion Centro, Clarin town. She lost her father, her son and their home.

  Ramos, a single mother, left her hometown for Manila to find the proverbial greener pasture in order to better take care of her father Evaristo Sr.’s, and her son Harold’s needs, especially that the latter had a crippled foot although he can walk.

  To say that hers was a tearful homecoming is an understatement.

  Not even a cyclone or a twister but just a freak waterspout that spawned a flash flood at dawn last December 31 had washed out their home beside a river in Sitio Caugay – with her 76-year-old father and five-year-old son in it.

  Neighbors’ accounts said the grandfather had clasped his grandson but the flood’s strong current apparently separated them eventually. The neighbors managed to retrieve the grandfather’s body and had it embalmed so that his daughter can still view his remains for the last time.

  Homeless now, his remains are displayed at the barangay chapel instead.

  As of this writing, Harold remains missing. Considering his physically weak condition, Gov. Erico Aumentado said for purposes of giving him maximum financial assistance from the provincial government, he can be presumed dead.

  Aumentado had asked Clarin Mayor Hermogenes Diezon to shepherd Ma. Theresa who was expected to be back in Bohol yesterday, and Serapiano Miano Sr. also of Poblacion Centro, and Narciso Cabigon and Jose Gonzales, both of Barangay Candajec, to the Capitol tomorrow for the distribution of cash assistance after the flag raising ceremony.

  The governor said the provincial government will give P10,000 in burial assistance for Evaristo Sr. and another P10,000 for Harold. Ma. Theresa will receive still another P10,000 to help reconstruct her house. Miano, Cabigon and Gonzales will receive P10,000 each to help rebuild their houses totally damaged by the flashflood.

  Aumentado expressed gratitude that the waterspout did not hit the high risk landslide prone area in Barangay Buangan otherwise the damage could have been bigger. A hazard map of Bohol prepared by the Philippine Institute of Volcanology and Seismology (Phivolcs) indicates the areas of high, moderate and lesser risk to landslides.

  At the same time, the thanked Diezon for implementing massive reforestation in the uplands and in the mangrove areas – and preserving them – as these buffered the effects of the heavy rains, the waterspout and the flashflood.

  He lauded his Quick Response Team comprised of retired Lt. Col. Raul Mendez, executive officer of the Provincial Disaster Coordinating Council (PDCC); Provincial Social Welfare and Development Officer Constancia Tuñacao and her disbursing officer Colette Barimbao for a job well done.

  The team had immediately motored to Clarin to assess the damage, at the same time bringing with them relief goods for distribution to the victims. The goodies included rice, noodles and sardines as well as Oishi products donated by Ambassador Carlos Chan, the Philippines’ Special Envoy to China.

  On returning to Tagbilaran City on New Year’s Eve, the team briefed Aumentado on the relief operations, assistance for Evaristo and efforts to locate Harold. He also presented the hazard map to the governor.

  Earlier that day, the governor also personally inspected the worst hit barangays in Tubigon, Clarin, Buenavista and Inabanga towns, among others, as these have big rivers that could also overflow.

  Water levels of Inabanga River that neighboring Cebu province used to eye as a drinking water source some years back, and of the Cambuhat River in Buenavista rose but did not overflow, he noted. As expected, the current was strong, he said.

  Provincial Engr. Edwin Vallejos also motored to Clarin to inspect the two Bonbon bridges. Water had overflowed to the bridge along a barangay road, rising to around four feet inside nearby houses, although when he and Aumentado arrived in the area, the water had subsided. The flood waters had swept away the Ramos house.

  Both approaches however were damaged, prompting Vallejos to order its closure to four-wheeled vehicles. He estimated the damage to the approaches at P300,000.

  The other Bonbon Bridge along the national highway only gathered debris at its base, but was passable.

  Aumentado also inspected the Battery River in Tubigon. He said the water overflowed due to the damming effect of an uprooted huge acacia tree. It took a backhoe to remove the trunk after workers used chainsaws to remove the branches. The bridge is still passable.

  MISSING CHILD FOUND?

  Meanwhile, Diezon sent his staff to Talisay, Cebu City – a favorite fish landing port even of fishermen from Bohol – to determine if the male child washed ashore there is Harold.

  If positive, he said the child needs to be embalmed and then brought to the Halay-Halay Chapel in Poblacion Centro, to be together with his grandfather – today at the earliest.

  The mayor said he will convene today the Municipal Disaster Coordinating Council (MDCC) for an emergency meeting for them to come up with recommendations like the amount of cash and other assistance to be given to the Ramos family and the other victims.

  While only four families suffered total damage of their houses, the heavy rains drowned some rice fields and damaged other crops, thereby affecting over a thousand families in barangays Bonbon, Tangaran, Candajec and Bacani.

  The MDCC will submit its recommendation to the Municipal Council that in turn will convene tomorrow for a special session to declare the town under a state of calamity. The declaration will serve as basis for the release of the required amount from its mandatory five percent Calamity Reserve Fund.
