Daghang salamat Rico sa imong pagpahayag….
You have just exposed the loopholes of our imperfect law and how to use this in making unethical money the legal way. You have just told us the mechanics of corruption. Yes, I suspect the same pork barrel is used to shut the mouths of our concerned departments who should be the protector of the people.
Yes you are right in saying that oil exploration is not an affront to our sovereignty…. It is the destructive method that is…. that is War is all about…..destruction…. We are the ones who are affected and it is only but just to defend ourselves.
It is true that on local levels, our officials are constrained with limitations up to their elected authorities. However, we the people who owns the government are not and we have every right to say “no†as a democratic society.
Personally, I am not bothered if Cebu gets all the Oil. Cebu is already a wasteland….let them get all the pollution they could possibly have. Nonetheless, I am not jealous of this small fraction that is already feasted by the National government & its officials.
We have an environment agency that seems not functioning. DENR must be incapable of searching for different options of safe oil exploration. There are better ways of exploring oil rather than this destructive, old method one. We have now what is called Remote Sensing or Satellite Imagery. You may read below or visit their site for further details.

Accurate data that leads to accurate decisions.
Accurate satellite imagery is the most cost-effective method of oil exploration available to petroleum experts today. Whether your project is in Alaska or Arabia, we are experienced in acquiring and processing images that will lower your exploration risk and decrease your project cost.
No matter how remote, Satellite Imaging Corporation can retrieve your images from the most difficult-to-photograph areas of the world. For heavily forested areas, we provide medium-to-high resolution "Bare Earth" DEM's utilizing the Synthetic Aperture Radar (X/P SAR) data. This provides weather independency, allowing us to map large areas of terrain in limited timeframes, independent of the weather and solar illumination conditions. We are also familiar with specialized retrieval methods used for digital imagery in remote areas, highly developed areas and areas of persistent heavy cloud cover such as the tropics.
Satellite Imaging Corporation provides specialized image processing per client requirements. By color balancing and utilizing the correct satellite band combinations, Satellite Imaging Corporation isolates the terrain features and geological information needed for correct analysis of your petroleum project. The images can be optimized to enhance a wide range of geological, manmade and terrain features. For example, in jungle terrain in the Amazon basin, we have recovered old well locations and heliports by filtering the correct band combinations for the Normalized Difference Vegetation Index (NDVI) mapping technique.
For an even more complete picture, Satellite Imagery Corporation provides 3-D visuals of your potential sites, allowing for a full analysis and comparison of your most promising options. Geological features affecting oil & gas exploration are identified with high resolution Digital Terrain Models (DTMs) and viewed in 3D terrain visualization environments. The data and imagery can be further prepped for complex analyses such as hydrocarbon indications or fracture analysis to ensure the best decisions regarding drill sites.
Our products can be used to:
• Detect seismic lines and well locations
• Document persistent offshore oil seepage
• Map rock formations, elevation, and major structures
• Update coordinates of old well locations
• Differentiate major rock types
• Identify barren and productive basin areas
• Perform noninvasive mapping to preserved areas
