Bohol Source of Illegally Recruited Workers?

Authorities warned that the province has become the source of illegally recruited workers despite efforts to arrest illegal recruiters operating with local contacts in various municipalities.

The latest attempt to ship out Boholano workers was intercepted at the City Port last Wednesday where nine recruits were about to board a Manila-bound Superferry midnight last Thursday.

SPO4 Eduardo Honoridez formed a team to track down the recruiters after a tip was received by PO3 Melinda Basalo, women's desk investigator that a group of Boholano workers will be boarding the midnight trip for Manila.

The team intercepted at the port terminal a certain Alexander Moncada, 45, married and resident of Taytay, Loon said to be handler of the recruits. He was together with a minor, one of the recruits who claimed to be 18 years old.         

The team rounded up the recruits at the terminal building while waiting for the passengers to board.

Moncada said that he was not aware that it was an illegal recruitment done as he was just requested by a certain Columbia Sarabia, 45 of Cuasi, Loon who is working in a garment factory in Manila.

Provincial Board Member Aster Piollo, chair of the committee on women and family welfare was requested by the composite team to proceed to the city port to assist in the investigation.

Interrogation at the Coast Guard office identified the other recruits as Mary Rose Hagunos, 20, Marites Merran, 23, Lonica Layao, 20, Laura Pangan 24, Jeremias Aleman, 34, Jaime Aleman, 32 and two minors identified only as Mary Jane and Lordly Joy. They are residents of either Loon or Balilihan towns.

During the interrogation, the recruits as well as Moncada, the alleged handler, failed to show pertinent documents to legalize their recruitment of workers here. Authorities said that Moncada will be charged as accessory once formal charges can be filed in court against Sarabia.

Sarabia, the alleged recruiter was contacted by the operatives in Manila. She admitted having no papers to legalize her recruitment.

Trinidad Mabajin, wife of a certain Mauro Mabajin was identified as the claimants of their boat tickets which were all paid in Manila by Sarabia.

Ms. Sarabia was asked to present her license as a recruiter and an employment contract between their employer and the recruits. She failed to present both required documents.

The female recruits were brought to the Bohol Crisis Management Center before they were turned over to their respective parents.

The team was composed of Honoridez and PO1 Danny Valdez of RIU7, PO3 Basalo, PO3 Elma Sumaoy of WCPD, PIDMB, SPO1 Teofanes Olaso, SPO1 Dunhill Sarmiento, SPO1 Anecito Ampong, SPO1 Reynaldo Rejas, PO3 Ben Serohijos, PO3 Teogenes Sarmiento, PO2 Philip Polinas PO1 Maximino Macua, Jr., PO1 Elma Piquero, PO1 Rey Olar and PO1 Joselito Toloreso.
