Binay keeps P200-M pork barrel in 2014

MANILA, Philippines - Like senators and congressmen, Vice President Jejomar Binay will get to keep his pork barrel next year.

The proposed P417.3-million 2014 budget for the Office of the Vice President (OVP) includes P200 million which “shall be used to fund the programs and projects identified by the Vice President.”

Binay will have nearly P70 million for subsidies and donations on top of his pork.

The proposed budget law states that half of Binay’s P200 million “shall be used for education, health, social protection, and /or tourism programs and projects,” while the other half would be for infrastructure projects.

PDAF is the official name of the congressional pork barrel.

Binay has expressed willingness to give up his annual project allotment of P200 million if it is treated as PDAF. But he prefers to call it a “social fund,” similar to Malacañang’s President’s Social Fund.

The Binays have a combined P470 million in annual pork barrel funds. Binay’s elder daughter Nancy is allocated P200 million as a senator, while younger daughter Abigail, who is representative of Makati’s second district, has P70 million at her disposal.

Congress started giving the Vice President his own pork barrel shortly after he and President Aquino assumed office in 2010. Aquino offered him the unused portion of his PDAF allocation for that year.

Upon Binay’s request, the President also assigned the Vice President his own official residence-office, which is the Coconut Palace built by former first lady and now Ilocos Norte Rep. Imelda Romualdez Marcos during martial law.

In the past, the vice president did not have his pork barrel and official residence. Broadcaster and former senator Noli de Castro, who was vice president during the Arroyo administration, did not enjoy those perks.

De Castro’s annual budget was only P180.5 million in 2009 and P185 million in 2010, when he finished his six-year term as vice president.
